Rationale:

In the last four decades, we have seen favourable developments in the teaching
profession to ensure “that all children have access to skilful teachers to make the teaching
profession more attractive to talented young adults, and to produce humane and intellectually
lively learning communities for both students and teachers” as Hammond, Professor of
Education at Stanford University says.

Professionalization is a process whereby occupations have become, or seek to become,


publicly recognized as professions according to the degree to which they meet the alleged
criteria can be seen as having two strands. One strand is concerned with the improvement of
status. The other strand is concerned with the improvement of the capacity of members to
enhance the quality of service which is provided.

Professionalizing the teaching industry advances the profession as a whole and goes a
long way to create better opportunities for student success. Bloom Board uses the data
collected from free observational and evaluation tools to create individualized learning plans and
recommendations for teacher growth.

Intended Learning Outcome:

At the end of this Chapter, the learners are expected to:

Basic Laws on the Professionalization of Teaching

“ Ignorance of the Law excuses no one”

This old adage is one of the most famous saying we’ve heard everywhere. Let us start our
discussions in the legal aspect of education. As of today, it is very important that the teaching
profession has its legal bases.

On January 1, 1977, The Presidential Decree 1006, entitled Providing for the Professiona-
lization of Teachers, Regulating their practice in the Philippines, otherwise known as the
Decree Professionalizing Teaching was Proclaimed. With this presidential proclamation, teaching

 Presidential Decree No. 1006 – Providing for the professionalization of teachers,

 Republic Act No. 7836- An act to strengthen the regulation and supervision of the

and for other purposes

seventy eight and thirty six (RA No. 7836) otherwise known as the “Philippine teachers
professionalization act of 1994”
