Combining the role of TFPC and WGS


Background
Recent communications have highlighted some confusion when the role of TFPC
and WGS are to be combined.

As per the requirements Section 8.3 of L1-SQE-PRO-054 the following applies:

By default, the TFPC and WGS must be separate roles.

Where however the task being performed maintains a low risk, the roles can be
combined. When combining the roles, the works must meet the following criteria and
document the justification for the decision on the RSWHA.

A low risk scenario is defined as:

• A ‘Minor Task’ involving a single worksite and only one discipline; and

• A ‘Minor Task’ that won’t interfere with the TFPC’s primary duty of keeping
the worksite and workers safe; and

• Where a POS is readily available at all times.

If any of these requirements cannot be met, the roles must not be combined.

The definition of a Minor Task is:

Minor Task – is a light maintenance task that can be ceased immediately on the
approach of rail traffic to enable the staff to reach a Position of Safety prior to rail
traffic reaching the worksite. The task may only be performed through the use of
light powered/non-powered hand tools that can be removed easily and immediately
from the track by one person without mechanical assistance.

• TFPC’s are to ensure the above is captured and noted on the
RSWHA to ensure appropriate controls are in place when performing
minor tasks with the combination of the WGS and TFPC roles
