I. INTRODUCTION

The practice of architecture started long before the emerging of civilizations and cities. Old
structures built in ancient times are all recognized as architecture today. These are done by
the help of group of people to build a building or structure even without the formal learning
of architecture. There is no doubt that structure from even the time of the Egyptians are built
with advanced technology and knowledge by the people of their time because it is evident
today that they are still standing and recognized in the present. SPP Document 204-A is
about the fulltime supervisions of an architect or anyone eligible in the construction process.
While SPP Document 204-B is about the emerging of the construction management services
due to the increasing complexity of construction projects.

II. DISCUSSION

Four members are involved in the design and building construction process. The first and
important one is the Owner who will order the implementation of a project. The Architect
and his Specialist Consultants who render plan and design services are members also
because they solely do the architectural design services essential to the construction of a
project. The next in line is the Contractor that performs all the construction work. A
contractor may be a person or firm that undertakes a contract to provide materials or labor
to perform the construction service. There are also an individual or group of individuals who
assist in the supervision and delivery of the work. The scope of services are quality control,
evaluation of construction work, preparation of daily inspection Reports, and filing of
documents. While the other detailed task are specified under the Architect's Guidelines.

As time passes, an increasing demand for more effective cost control and faster project
implementation that is consistent with high quality of work. Construction Management
Services were thus instituted to fill this need in the construction industry. The Construction
Manager could either be a member of the owner; an independent individual or a firm hired
by the owner to manage the construction of particular project. The responsibilities of the
construction manager include the functions of the construction supervision group which are
the coordination and supervision; cost and time control; quality control of work and keeping
of records. The construction manager also has a limitation of authority which is not to involve
himself directly with the work of the Contractor.

III. CONCLUSION

The time may affect the process of how construction works and how new technologies are
being introduced in the industry. Occurrences like these spark the need for new services to
conform to the evolving needs of the construction industry.
