REPUBLIC ACT NO. 9165

AN ACT INSTITUTING THE COMPREHENSIVE DANGEROUS


DRUGS ACT OF 2002, REPEALING REPUBLIC ACT NO. 6425,
OTHERWISE KNOWN AS THE DANGEROUS DRUGS ACT
OF 1972, AS AMENDED, PROVIDING FUNDS THEREFOR,
AND FOR OTHER PURPOSES

It is the policy of the State to safeguard the integrity of its territory and the well-being of
its citizenry particularly the youth, from the harmful effects of dangerous drugs on their physical
and mental well-being, and to defend the same against acts or omissions detrimental to their
development and preservation. In view of the foregoing, the State needs to enhance further the
efficacy of the law against dangerous drugs, it being one of today's more serious social ills.

Toward this end, the government shall pursue an intensive and unrelenting campaign
against the trafficking and use of dangerous drugs and other similar substances through an
integrated system of planning, implementation and enforcement of anti-drug abuse policies,
programs, and projects. The government shall however aim to achieve a balance in the national
drug control program so that people with legitimate medical needs are not prevented from being
treated with adequate amounts of appropriate medications, which include the use of dangerous
drugs.

It is further declared the policy of the State to provide effective mechanisms or measures
to re-integrate into society individuals who have fallen victims to drug abuse or dangerous drug
dependence through sustainable programs of treatment and rehabilitation.
Conclusion

For either I conclude, with the advancement of science in terms of medicine and in the
help of technology, many illegal drugs are produce and spread out all over the world. These
illegal drugs had a bad effect on the health of people as well as their physical, mental, emotional
and social aspects of life. Nowadays, we all know that many cases of using illegal drugs in our
country that has been a big problem that results into increasing of criminality rate. Scientifically,
illegal drugs have contains chemical components and ingredients, example of illegal drugs are
cocaine, heroin, hallucinogens, ecstacy, metamphetamine and even cannabis (marijuana). There
are different classifications of illegal drugs: depressant, stimulants and hallucinogens.
Technologically, many drug paraphernalia/equipment and machines had been using of medical
doctors in producing illegal drugs.

According to Philippine Drug Enforcement Agency (PDEA), illegal drugs can slow down
the central nervous system and the messages that go between the brain and body. It can decrease
the people’s concentration and slow down their ability to respond. Also, illegal drugs can
stimulate the central nervous system and speed up message going between the brain and the
body. Typically, drugs increase energy, heart rate and appetite. Another bad effect of illegal
drugs is altering how a person perceives the world. These illegal drugs can change the way a
person sees, hears, tastes, smells or feels different things, including experiencing that aren’t there
at all.

This policy protects and preventing people in using, importing, transporting, and
manufacturing illegal drugs in the country.
