SNAP Program

Digital Inclusion Service

Meet Angeline

Angeline lives in her van and rents a monthly space at an RV park in Newport. She was using
her mobile phone for everything. She has worked with the career coaches at WorkSource
earlier this year to receive certification as a Master Gardner. As you can see in her picture
above, she was very excited to receive a laptop as part of the STEP program’s Digital Inclusion
Service pilot program. While she does not have internet access at her space, her career
coaches at WorkSource will support her each month by funding a “hot spot” to make her access
more convenient. Currently, she goes to the clubhouse at the RV park or various local
businesses to access WiFi and conduct her business.

She is always very busy looking for part-time jobs to supplement her seasonal Master Gardener
position at Walmart. This service will make it possible for her to attend monthly Master
Gardner meetings via Zoom at her residence. She also volunteers at local non-profits when she
can. Her WorkSource coach recently helped her update her resume and now she can conduct
an online job search for full-time employment on her own. The laptop is equipped with a
camera and microphone. This means Angeline begins meeting with her WorkSource career
coach via Skype in November to review her progress over time as she reaches and maintains
her employment goal.

Through a partnership with the Higher Education Coordinating Commission and Free Geek, OED’s SNAP program provides a digital inclusion service to eligible SNAP participants which allow them the opportunity to participate in skill
development and training, job search classes, networking opportunities, and more. Digital Inclusion Service includes a refurbished laptop, 12-months technical support, 12-month warranty, and digital literacy components from
Free Geek. Funding provided by the Oregon Department of Human Services, United States Department of Agriculture, the State of Oregon Higher Education Coordinating Commission, and the Oregon Employment Department.
