1.0 INTRODUCTION

Indian Oil Corporation Limited (IOCL), Digboi Refinery intends to install a fully automatic
slide valve type electrically actuated Top Unheading system and Bottom Unheading
system in existing coke chambers i.e. retrofitting of automatic heading-un heading system
upon existing coke drum and structure. The existing Delayed Coker Unit of Digboi
Refinery, commissioned in 1999 with two number coke drums 07-RB-00-001 & 07-RB-00-
002, in which the closing and opening operations of top and bottom flanges are done
manually at present.

2.0 SCOPE

This Section delineates the minimum design criteria that shall form the basis for carrying
out detailed Civil and Structural design of all new structures as well as localized study for
strength check of relevant structural members including modification/strengthening of
existing members, if required any that are associated with the retrofitting work for
implementation of the new devices.

The scope broadly includes the following.

1) Localized study and design of platforms of the existing coke drum support
structure at the Bottom Unheading Device (BUD) & Top Unheading Device (TUD)
levels.

2) Design of any additional platform and its support structure required for
accommodation/erection of BUD & TUD.

3) Dismantling and modification of the existing stair structure, if required.

This section also describes the materials, loads, design requirements and methods to be
used for design of structures / buildings.

3.0 CODES AND STANDARDS

Following is a general listing of Codes and Standards which will be used in the design of
the Plant. Specific applicable codes and standards will be identified in Design Descriptions
as appropriate. The latest editions/revision of following codes and standards along with
addendums/ amendments, if any, shall be followed unless noted otherwise.

4.0 REFERENCES

4.1 A study on structural feasibility assessment for impact of adding DeltaValve Bottom
Unheading Device (BUD) and Top Unheading Device (TUD) on the existing structure is
carried out and the report is presented in DeltaValve document no. 3673-CE04-001-DOC-
RA. This design basis shall be read in conjunction with that report. The basic reference
drawings and data sheets for relevant structures and equipment, both for existing and
proposed conditions, are annexed to the above mentioned report.

4.2 Geotechnical Investigation Report for the project site shall be referred for design of civil
foundations and this is to be supplied by IOCL.

5.0 MATERIALS OF CONSTRUCTION

The materials used for construction shall be strictly as per the relevant technical
specifications and as per the relevant IS Codes & Standards. However, consideration for
the materials in general is as follows:

5.1 Concrete

Existing: Grade of concrete M20 – minimum 28 days cube compressive strength = 20 MPa.
New : Grade of concrete M25 – minimum 28 days cube compressive strength = 25 MPa.

5.2 Reinforcement to Concrete

Existing: High Yield Strength Deformed bars of grade Fe415 (fy = 415 MPa).
New : High Yield Strength Deformed bars of grade Fe500 (fy = 500 MPa).

5.3 Structural Steel

Existing: Structural steel shall conform to Grade A for rolled steel members and plates up
to 20 mm thickness (yield stress of steel = 250 MPa) and Grade B (killed) for plates above
20 mm thickness (yield stress of steel = 250 MPa) as per IS 2062 : 2006.

New : Structural steel shall conform to Grade E 250 A for rolled steel members and plates
up to 20 mm thickness (yield stress of steel = 250 MPa) and Grade E 250 BR(killed) for
plates above 20 mm thickness (yield stress of steel = 240 MPa) as per IS 2062 : 2011.

5.4 Anchors to Existing Concrete

Hilti threaded rod with Hilti adhesive per Hilti specifications in line with the design
requirement is considered in general for design of anchors. However, alternate anchoring
system may be opted for depending on specific site requirement and site condition, if any
during detail engineering.

5.5 Anchor Bolts to New Concrete

All anchor bolts to new concrete below structural steel column bases shall be made from
tested quality mild steel bars conforming to Grade-I of IS: 432 (Part-1) unless noted
otherwise. Anchor bolts for equipment bases and other technological structures under
vendor’s scope of supply shall be as per respective vendor’s specification and details.

5.6 Bolts for Structural Steel

All permanent type bolts for structural steel connections shall be high strength structural
bolts of property class 8.8 and strength as per IS: 1367. Nuts to be used with high
strength structural bolts of property class 8.8 shall be of property class 8 conforming to IS:
6623. Hardened washers conforming to IS: 6649 shall be used under the nut or bolt
whichever is the element turned in tightening.

Mild steel nuts and bolts of property class 4.6 conforming to IS: 1367 shall be used for
erection purpose and for connections for minor secondary structural steel members
unless noted otherwise.

Plain washers shall be of mild steel conforming to IS: 5369 unless otherwise specified.
Tapered washers conforming to IS: 5372 & IS: 5374 shall be used for channels and joists
respectively.

5.7 Gratings

All gratings for floors, stairs, platforms and walkways shall be of structural steel and shall
be fabricated out of mild steel flats and rounds conforming to IS: 2062. Thickness of
gratings shall be 25 mm to match with the existing system. Maximum span of gratings
shall be restricted to 1100 mm unless specified otherwise.

5.8 Painting on Structural Steel

All fabricated structures shall be provided with one coat of red oxide zinc-chromate primer
conforming to IS: 2074 on completion of surface preparation as per the requirements at
shop after fabrication and before dispatch to site. Second coat of primer and two coats of
synthetic enamel paint conforming to IS: 2932 of approved shade and quality shall be
applied to all structures after erection at site. Total dry film thickness (DFT) of the finished
paint shall not be less than 110 microns.

6.0 DESIGN LOADS

6.1 General

6.1.1 Structures shall be designed to have sufficient structural capacity and integrity to resist
safely and effectively all loads and effects of load combinations that may reasonably be
expected.

6.1.2 The design loads used for the structures, buildings and foundations shall conform to the
requirements of the governing codes and specifications. As a minimum the design loads
shall include dead load, operating loads, live load, wind load and seismic load. Where
applicable, the design loads shall also include thermal load, anchor loads, hydro test load,
impact load and vibration loads.

6.1.3 The units to be used for design and drawings are SI units.

6.2 Dead Loads

Dead load comprises of the weight of all permanent construction including walls, fire-
proofing, floors, roofs, partitions, stairways, fixed services and other equipments excluding
their content.

Dead load shall consist of total load due to the self weight of structure (framing, walls,
roofing, etc.), equipment, piping, insulation, refractory and other load which is permanently
supported by the structure. If in-situ hydro test is planned, the dead load shall include
water filled vessels and piping. Foundation dead load shall contain the weight of the soil
immediately above the foundation.

The following unit weight of material shall be considered for computation of loads. Loads
given in IS: 875 (Part-1) shall be made use of for material not listed below:

Equipment loads shall be as per respective Vendor drawings and/or data sheets.

6.4 Piping Loads for Pipe Supports

a) Pipe loads in Operating Condition shall be considered as follows:

Up to 300 mm diameter – 1.2 KN/ Sqm Dead Load (self -weight)

1.0 KN/ Sqm Live Load (weight of contents)

300 mm diameter and over - Consider individual/actual point load as per piping
input

Friction Force (Longitudinal & Transverse)

Longitudinal & transverse friction force in (both directions) 10 % of design vertical


load of pipes for four or more pipes supported on a tier. (This is done due to
reversible flow directions and forces)

Longitudinal friction force (30 % of design vertical load of pipes) & transverse force
(10 % of design vertical load of pipes) for single to three pipes supported on a tier
for global design where as for local beam member design for single pipe frictional
force of 30% to be considered in longitudinal and transverse direction or as per
piping/stress load inputs. The local beam member design shall not be combined
with seismic/wind loads.

b) Special consideration shall be given to unusual loads such as large valves,


unusual piping or electrical configurations, etc.

c) The Anchor/Thrust Loads from pipes at the support points shall be furnished by the
piping group. Respective supporting structure shall be designed in accordance with
this load.

6.5 Cable Tray Loads

Loads from cable trays shall be furnished by the electrical group. However, a minimum
weight of 1.2 KN/Sqm shall be used for single level trays and 2.4 KN/Sqm for double level
trays, regardless of the tray width for Electrical / instrument cables.

6.6 Live Loads

Live loads shall consist of loads due to the intended use and occupancy of the structure.
Live loads shall, in general, be as per IS 875 : Part 2-1987. However, the following
minimum live loads shall be considered in the design of structures to account for
maintenance and erection as well, unless otherwise specified on process / assignment
drawings. Reduction in Live load may be as per clause no. 3.2 of IS 875 : Part 2-1987.

6.7 Wind Loads

Wind loading will be in accordance with Indian Standard Code IS 875 : Part 3-1987
corresponding to the basic wind speed of the project site up to a height of 10 m above
mean ground level. Basic wind loading parameters that shall be considered in design of all
structures for Digboi site is as follows.

6.8 Seismic Load

The lateral forces due to seismic shall be established in accordance with the
recommendations of IS 1893 (Part 1) : 2016.

The design horizontal seismic co-efficient, Ah = {(Z/2) * (Sa/g)} / (R / I) [refer Cl. no. 6.4.2
of IS 1893]
where, Z = seismic zone factor. Digboi falls under Zone-V as per Fig. 1 of IS 1893.

I = Importance factor = 1.5 [refer Table 8 of IS 1893]

R = Response reduction factor as per Table 9 of IS 1893 depending on type of structural


system

Sa/g = Average response acceleration coefficient as given by Figure 2 and Table 3 of IS


1893. The value depends on time period of the structure and on type of soil and can be
obtained from clause no. 6.4.5 of IS 1893.

The design seismic lateral force shall be computed as VB = Ah x W (where, W = seismic


weight)

For calculating the seismic weight, the full dead load and 50% of live load on floor will be
considered ( % of live load for seismic calculation is considered as per Table 10 of IS
1893).

Seismic analysis will be done in response spectrum method as per IS 1893. The design
base shear shall be enhanced, if applicable, as per Cl. no. 7.7.3 of IS 1893.

6.9 Moving Loads

Moving loads with impact shall be calculated in accordance with the requirements of IS:
875 (Part 5) - 1987. For loads being given by equipment supplier, impact loads shall be as
per information given on civil assignment drawing of equipment supplier. Impact loads
shall be considered for local member design and it shall not be used with wind/seismic
load cases.

6.10 Surcharge/Overburden Loads

Surcharge loads shall be considered for structures (tanks, pits etc.) and walls retaining
soil, if any, in addition to usual soil pressure.

Surcharge pressure shall generally be considered as 15 KN/m 2 on top slab as well as on


adjacent ground.

6.11 Load Combinations

6.11.1 General

Structures, buildings and foundations shall be analyzed and designed for all individual
load cases and various possible combinations of loads that may act together.

Load combinations using Working Stress Design or Limit State Design shall be as per the
requirements of the relevant Indian Standards as mentioned in Section 3 of this
document.

6.11.2 Basic Load Combinations

7.0 ENGINEERING SOFTWARE

All structures shall be analyzed in STAAD.Pro software and designed in limit state or
working stress method as applicable as per respective IS codes.

All 2D drawings shall be prepared using AutoCAD software.


8.0 DESIGN OF CONCRETE STRUCTURES

8.1 General

Reinforced Concrete Structures shall be designed in accordance with the requirements of


IS: 456 & IS: 875 for all possible combination of loads, e.g. dead load, live load, equipment
loads, wind or seismic loads, soil loads and surcharge loads, as stated under clause no. 6.0
above.

8.2 Concrete Grade

The following grades of concrete as per IS: 456 shall generally be used.

i) M10 : For Mud Mat, Fill Concrete, Blinding Concrete.

ii) M20 : For steel column base encasements.


iii) M25 : Structural Concrete for all foundations, sub-structure and super-structure
works, ground floor slab of buildings on grade, etc.
iv) M30 : Structural concrete for piling works for foundations and pre-cast concrete
works.

8.3 Reinforcement

High Yield Strength Deformed bars of Grade Fe-500 and corrosion resistant steel
conforming to IS: 1786 shall be used in general.

8.4 Minimum Cover to Reinforcement

For durability the minimum concrete cover to any reinforcing bar shall be as follows:

8.5 Minimum Cover to Foundation Bolts


Minimum distance from the center line of foundation / anchor bolt to edge of pedestal shall
be the maximum of the following:

i) Clear distance from the edge of the base plate / base frame to the outer edge of
the pedestal shall be minimum 50mm.

ii) Clear distance from face of pocket to the outer edge of the pedestal shall be 75
mm.

iii) Clear distance from the edge of the bolt sleeve or anchor plate to the edge of
pedestal shall be 75 mm.

8.6 Minimum Height of Pedestal

Height of RC Pedestals to Steel Columns for building structures above respective finished
floor level (FFL) shall be as per the following:

a) Open area : 300 mm above paved level


b) Covered area : 300 mm above FFL

Stair and ladder pedestal shall be kept 150 mm above the finished floor level.
Pedestals to Steel Columns for Equipment structure:

a) Equipment in open area : as required (300mm min)


b) Equipment in covered area : as required (150 mm min)
c) Structures and equipment : as per vendor’s data supplied by Vendor
subject to minimum as specified above
8.7 Minimum Thickness of Grout

Minimum thickness of grout below structural steel base plates shall be as follows:

a) Minimum thickness of grout shall be 50 mm for Columns & Pedestals.


b) Minimum thickness of grout shall not be less than 25 mm for secondary
posts, stair and ladder base.
c) For equipment bases minimum thickness of grout shall be 40mm unless specified
otherwise by the supplier.

8.8 Minimum Thickness of Concrete Elements

The following minimum thickness shall be followed.


Suspended floor / slab / walkways / canopy slabs, etc. 150 mm
Ground floor slab (non-suspended) 150 mm
All footings (including raft foundations) 300 mm

From fire resistance point of view, minimum thickness of reinforced concrete members
shall be in accordance with Figure 1 or Table 16A of IS: 456-2000.

9.0 FOUNDATION DESIGN

Types and sizes of foundations will be determined and designed as per the requirements

of existing geotechnical report for this project site which shall be furnished by IOCL.

Design of foundations shall be carried out by Limit State or Working Stress method as per
the provisions of IS: 456 as applicable.

10.0 STRUCTURAL STEEL DESIGN

10.1 General

a) Structural steel design will be carried out as per the provisions of IS 800 : 2007 & IS:
875 for all possible combination of loads, e.g. dead load, live load, equipment loads,
wind or seismic loads as stated in clause no. 6.0 above.

b) Structural steel will conform to the grades as specified in clause no. 5.0 above.

c) Shop connections will be all welded and field connections will generally be bolted
unless specified otherwise. Field bolts, wherever provided shall be min. 20 mm dia.
or more and of high tensile strength of property class 8.8 as per IS: 1367 for all
major connections. However, the nominal connections in the field like purlins, stairs,
side runners, etc. will be done by 16 mm dia. M.S. black bolts (minimum 4.6 class)
conforming to IS: 1363 or field welding unless specified otherwise.

d) Welding shall be in accordance with the recommendations of IS: 816 - Code of


Practice for use of metal arc welding for general construction in mild steel and IS:
9595 Recommendation for Metal Arc Welding of Carbon and Carbon Manganese
Steels. Built-up members will be fabricated using submerged arc welding procedure.
Butt welds in plate girders and columns will be of full penetration type. All butt welds
will be tested as per relevant IS codes and standard practice.

e) Lateral forces along the length of the building will be resisted by bracings in
horizontal and vertical frames. Transverse lateral load in general will be resisted by
stiff jointed frame action in building frames. However, column vertical bracings in
transverse direction may be allowed depending on the operational facilities as
applicable.

f) Minimum thickness of gusset plate shall be 8 mm unless specified otherwise.

g) Minimum size of fillet weld shall be 6 mm unless specified otherwise.

h) Shear connections shall be designed for 75% of section strength for rolled sections
and 80% of section strength for built up section or rolled section with cover plates.
Design shear force should be more than actual shear.

i) Moment connections between beam and column will be designed for 100% of
moment capacity of the beam section.

10.2 Minimum Thickness of Structural Steel Elements

Minimum thickness of various components of a structure and hot rolled sections shall be as
follows. The minimum thickness of rolled shapes shall mean flange thickness regardless of
web thickness. Structural steel members exposed to significantly corrosive environment
shall be increased suitably in thickness or suitably protected otherwise as per good practice
and sound engineering judgment in each instance.

Note: The Minimum thickness of structural members other than gratings and chequered
plate which are directly exposed to weather and inaccessible for painting and

10.3 Permissible Deflection

Calculated vertical and horizontal deflections of the structural members based on the
worst load combinations shall be limited to the acceptable levels as defined under Table 6
of IS 800 -2007.
