2. PENGENALAN
Satu daripada Minister Key Performance Indicators (MKPI) Kementerian Pendidikan Malaysia (KPM) pada
tahun 2009 ialah “semua murid berkeupayaan untuk menguasai asas literasi dan numerasi kecuali murid
berkeperluan khas selepas tiga tahun mengikuti pendidikan rendah pada akhir tahun 2012”.
Pernyataan MKPI tersebut menuntut diadakan satu mekanisma untuk menentukan sama ada MKPI itu
dapat dicapai atau tidak. Di samping itu, ia juga dapat dijadikan asas untuk mengenal pasti murid yang tidak
menguasai Literasi dan Numerasi. Diagnosis tentang apa yang tidak dikuasai, mengapa tidak dikuasai dan
bagaimana pemulihan dapat dilaksanakan merupakan indikator penguasaan murid dalam asas literasi dan
numerasi selepas tiga tahun mengikuti pendidikan rendah.
Lembaga Peperiksaan, Kementerian Pendidikan Malaysia (LP, KPM) telah dipertanggungjawabkan
menghasilkan instrumen saringan untuk mengesan dan mengenal pasti murid yang tidak menguasai asas literasi
dan numerasi semasa berada di Tahap Satu.
Instrumen Saringan Literasi dan Numerasi (Literacy and Numeracy Screening atau LINUS) direka
bentuk berdasarkan 12 konstruk asas literasi dan asas numerasi sejajar dengan definisi yang telah ditetapkan
oleh pihak Bahagian Pembangunan Kurikulum (BPK). Semua instrumen saringan mengukur konstruk yang
sama. Item bagi setiap instrumen dibina berdasarkan kedalaman kandungan (depth of the content) yang akur
dengan perkara yang dipelajari murid dalam tahun berkenaan.

Perekaan bentuk instrumen saringan ini telah memastikan semua konstruk
(perkara yang ditaksir) dijelmakan sejajar dengan definisi yang telah

1. Tempoh penyimpanan Borang Kawal Mutu adalah selama tiga
(3) tahun dari tarikh saringan.
2. Tempoh pelaksanaan kawal mutu oleh Guru Besar adalah selepas
setiap saringan dalam tahun semasa
