2.

2 Engineering Execution Plan

2.2.1 Location of Engineering Team

The engineering team will be located in Jakarta at the offices of PT. Singgar
Mulia. It is recognized that having the engineering team at a single location
in Jakarta will provide advantages with respect to:

 Communication with the Client;


 Communication with other project functions, especially Procurement;
 Communication with fabricators and construction contractors;
 Proximity to the project site;
 Utilization of engineering and design personnel with skills and local
knowledge;
 Communication delays or losses.

It is also recognized that in order to achieve the desired quality and schedule
in a cost competitive manner the engineering team will require leadership
and support from people with experience in their respective fields. Personnel
assigned to the project from the Houston, Texas offices of SNC-Lavalin, will
provide this leadership under the direction of the Project Director who will be
located in the Jakarta office of SNC-Lavalin. SNC-Lavalin has successfully
completed many projects throughout the world using this arrangement.

The engineering team is to a large extent already largely assembled in


Jakarta at the offices of PT Singgar Mulia; the balance of the team can be
mobilized very quickly from the Houston offices of SNC-Lavalin.

2.2.2 Engineering and Design Organization

We consider this project a mid-sized project with many features of larger


projects and will organize the team accordingly. The Engineering Team will
emphasize quality, performance, adherence to the Project Schedule and
Client satisfaction.

The key personnel leading the Engineering Team will be the following:

 Project/Engineering Manager;
 Process Lead;
 Mechanical Lead;
 Piping Lead;
 Mechanical (rotating equipment) Lead;
 Electrical Lead;
 Instrunentation Lead;
 Civil Lead;
 HS&E Engineer
 Quality Assurance Engineer

In all disciplines above, the Lead Engineer will also function as a discipline
engineer.

2.2.3 Engineering Responsibilities

Project/Engineering Manager

The Project/Engineering Manager will be responsible for all engineering


activities on the project. He will report directly to the Project Director and will
be the primary point of contact for the client. His primary focus will be on
Design Quality, Design Coordination and CADD. His activities cover all
aspects of the engineering and design function and include:

 Providing day-to-day technical direction and leadership;


 Managing and motivating engineering and design personnel;
 Securing adequate personnel, equipment and material resources;
 Encouraging the use and application of new skills and technologies in
engineering and design;
 Assuring technical quality of engineering and design deliverables;
 Reviewing engineering documents for completeness and consistency
with project procedures;
 Providing and coordinating CADD procedures and monitoring their
implementation;
 Interpreting the contract scope of work;
 Liaising with Client’s resident representative(s) to ensure that Client’s
expectations and needs are met;
 Planning and scheduling of engineering and design activities;
 Controlling design changes by ensuring that design change notices
(DCNs) are prepared and processed;
 Resolving conflicts in design philosophy;
 Coordinating activities and facilitating information flow between
Engineering and other project groups, particularly Procurement,
Construction and Project Controls;
 Attending progress review meetings, as required;
 Hosting weekly engineering and design progress review meetings;
 Signing off engineering and design deliverables;
 Organizing HAZOP review meeting(s);
 Providing input to Operation Manuals.

Process Lead

Reporting to the Project/Engineering Manager, is responsible for:

 Performing process calculations (simulations) and preparing material
balance;
 Reviewing and updating PFDs and P&IDs;
 completing the process information on equipment and instrument data
sheets;
 checking line hydraulics;
 establishing ESD philosophies;
 initiating Line Lists;
 attending HAZOP review meeting;
 providing input to equipment and instrument selections;
 providing input to Cause and Effect Diagrams
 providing input to CWP’s;
 providing write-ups for the Operation Manual.

Mechanical Lead

Reporting to the Project/Engineering Manager is responsible for:

 Completing and/or updating equipment data sheets;


 Reviewing Project Mechanical Specifications;
 Preparing technical specifications for the tagged equipment and
making technical recommendations for purchase;
 Technical aspects of purchased equipment and coordinating with
equipment suppliers;
 Preparing the Equipment Lists;
 Providing input to P&ID’s;
 Providing input to CWP’s;
 Assisting equipment field installation.

Mechanical equipment will include the compressors, blowers, expanders,


pumps, mixers, gas turbines (drivers), heat exchangers, coolers, pressure
vessels, towers, storage and other tanks, filters, heaters, boilers, furnaces,
burners (in special case), packaged equipment units, *flare stacks and
equipment, flame arrestors, *fire fighting equipment, *emergency generators,
*water treatment equipment

* indicates shared responsibility with other Discipline(s).

Civil/Structural Lead

Reporting to the Project/Engineering Manager is responsible for:

 Reviewing Project Civil and Structural Specifications, and Codes, and
Regulations;
 Reviewing Geotechnical Survey Report for design;
 Generating site grading drawings and details;
 Generating piling layout and detail drawings;
 Generating foundation layout drawings and details;
 Generating structural steel layout drawings and details;
 Generating architectural drawings for buildings (for bidding by building
suppliers);
 Generating layout and detail drawings for site sewer and drainage
systems;
 Providing input to CWP’s;
 Providing construction support to the Construction Management Team.

Piping Lead

Reporting to the Project/Engineering Manager is responsible for:

 Reviewing Project Piping and Valve Specifications, and Codes, and


Regulations;
 Preparing technical specifications for manual valves and piping
specialty items;
 Making technical recommendations for purchase;
 Technical aspects of purchased piping items and coordinating with
equipment suppliers;
 Piping thermal stress analysis, (and dynamic analysis as required);
 Generating piping standard installation details;
 Generating piping general arrangement drawings;
 Generating piping isometrics and bills of materials;
 Generating Tie-in Lists and details;
 Providing input to P&IDs and P&ID drafting;
 Finalizing Line Lists;
 Providing input to CWP’s;
 Providing construction support to the Construction Management Team.

Electrical Lead

Reporting to the Project/Engineering Manager is responsible for:

 Generating and updating electrical equipment data sheets;
 Reviewing Project Electrical Specifications, and Electrical Codes, and
Regulations;
 Preparing technical specifications for electrical equipment;
 Making technical recommendations for purchase;
 Technical aspects of purchased electrical equipment and coordinating
with equipment suppliers;
 Reviewing and finalizing single line diagrams and setting up power
distribution systems;
 Reviewing and finalizing area classifications;
 Defining UPS philosophy and specifying UPS equipment;
 Generating electrical construction drawings, cable schedules, panel
layout, termination drawings, etc.;
 Generating standard electrical installation details;
 Providing inputs to P&Ids;
 Assisting Mechanical group in selection of mechanical equipment with
electric drivers and components;
 PLC programming;
 Providing input to CWP’s;
 Providing construction support to the Construction Management Team,
including performing loop checks.

Instrumentation/Controls Lead

Reporting to the Project/Engineering Manager is responsible for:

 Completing and/or updating instrument data sheets;


 Reviewing Project Instrumentation Specifications;
 Preparing and maintaining Instrument Index;
 Preparing technical specifications for the tagged instrumentation;
 Making technical recommendations for purchase;
 Technical aspects of purchased instrumentation and coordinating with
equipment suppliers;
 Providing input to P&ID’s;
 Generating Cause and Effect Diagrams
 Generating instrument installation and hook-up details, and tubing
details;
 Providing input to CWP’s;
 Providing construction support to the Construction Management Team.
 Specifying DCS (and *PLC) hardware and making recommendation for
purchase;
 Reviewing Project Specifications;
 Defining the control philosophy with Process Group;
 Providing input to P&ID’s;
 Providing input into Cause and Effect Diagrams
 Performing all programming work for DCS (and *PLC);
 Assisting field DCS and PLC installations, and assisting loop checks;
 Participate in commissioning and startup and ensuring all control,
monitoring, and display functions work properly.

Metallurgist

Reporting to Project/Engineering Manager, assignment is on demand basis.

 Reviewing Meterial selection guides;


 Providing metallurgical input to Mechanical, Piping and Instrumentation
groups;
 Assisting in Vendor selection.

Fire, HAZOP & HS&E Engineer

Reporting to the Project/Engineering Manager :

 Reviewing Project Specifications;


 Setting up Environmental guidelines;
 Recommendations for implementation.
 Organizing HAZOP review meeting, and advising disciplines of
document requirements;
 Chairing HAZOP meeting;
 Making recommendations for implementations resulting from reviews;
 Safety Dosier & Design Reports
 Safety Plans & Concepts
 Hazardous area drawings & equipment tables
 Equipment Specifications & data sheets
 Fire & Gas Cause & Effect Charts & Safe Charts

2.2.4 Engineering and Design Execution Plan

Immediately after the award of contact, the Project/Engineering Manager will


arrange a Kick-Off Meeting. Client Representatives will attend this meeting
together with Engineering, Procurement and Construction representatives.
The Kick-Off meeting will confirm the engineering and design aspects of work
scope, deliverables, schedule, milestone, etc., and discuss issues identified
through previous activities. Team Building sessions with the Client and
members of the team will be organized together with the necessary site
visits.

Process engineering work will start immediately. The process engineer


together with mechanical engineer will concentrate their efforts on reviewing
of equipment data sheets for long delivery equipment and critical equipment.

The date for the HAZOP review meeting will be agreed early in the Project,
this will assist in completing and freezing the P&ID’s. The following
drawings must be available for the HAZOP review:

 PFDs issued for design
 P&IDs issued for design ;
 Plant Shutdown Key drawings in checked stage;
 Control philosophy documentation.

The following personnel are required to attend:

 HAZOP Organizer;
 Project Engineer;
 Process Engineer;
 DCS/PLC Specialist;
 Commissioning Engineer;
 Client’s Project representative
 Client’s Operation personnel.

2.2.4.1 Engineering Progress Review Meeting


The Project/Engineering Manager will hold progress meetings on a weekly
basis. A typical agenda would be:

 Reporting the progress of previous week and manpower loading by


each discipline;
 Identifying troubled areas and setting up remedial actions;
 Planning work and manpower loading for the week ahead.

Cost and Schedule personnel and occasionally Procurement personnel may


be requested to attend the meeting.

Unresolved issues and potential problems identified will be compiled and a


path forward developed by the Project/Engineering Manager.

This weekly meeting will be held until the engineering work has been
substantially completed.

2.2.4.2 Monthly Progress Review Meeting

Monthly meetings with the Client and Project Team are chaired by the
Project/Engineering Manager.

drawings and documentation to support construction and operations.

b. Engineering Calculations

The following lists some of the engineering calculations to be performed


during the detailed engineering stage:

 Hydraulic calculations and line sizing;


 Pump NPSH calculations;
 Heat loss calculations;
 Ground level heat density calculation for flaring;
 Plant depressuring/ESD calculations;
 Piping stress calculations;
 Foundation and structural steel calculations;
 Electrical load studies.

c. Engineering Reviews

Internal Reviews

All drawings and data sheets are subject to interdisciplinary reviews in


accordance with Corporate Standards and Procedures. The
Project/Engineering Manager, early in the project will generate a Document
Distribution Matrix. This identifies type of documents and who will review
and approve them. These standard procedures satisfy the requirements of
ISO 9000.

Client Reviews

Our schedule allows a 7 working day review period for Documents issued to
the Client for review and approval. Any issued document that fails to receive
Client approval or Client comments within this 7 day cycle will be deemed
approved.
