Dear Mr. Lugena,

This pertains to your Memorandum dated December 3, 2020, requesting for the
review and evaluation by this office of the inspection report made by the City Environment
and Natural Resources Office (CENRO) on the facility of Peter Paul Philippine Corporation
(PPPC).

Apparently, the outcome of the report of your office tackles the technical aspect of
the inspection considering that the issues involved are technical in nature. The issues are
recurring and had been the subject of numerous grievances against PPPC. Previously, your
office through Mr. Ronando F. Gerona already made a recommendation, which this office
find as just and proper on the ground of public policy and public welfare. This office in its
Memorandum dated September 10, 2020 arrived at the consensus and recommended that
PPPC should be given 30-day period from receipt of the advice within which to comply with
the recommendations of the City Environment and Natural Resources Office (CENRO).

Taking into consideration the issues involved in this case, the City Legal Office will
give credence on whatever may be the findings, conclusions and recommendations of your
office considering that you have the expertise on the issues raised in this case. This office
will not intervene outright unless there are legal implications that may arise which will
require our legal proficiency.
