Discrepancy between charted depth on ENC and local depth information at Santos, Ageo Berth Last edited : 6-12-20
Vessel to transit Piacaguera Channel, Santos. Arrival Draft- 10.8 m (BW) EK . AS per ENC,
minimum depth available near berth is 11.10 m. ZOC A1 is - 0.62 . As per Local agent Revision deadline : 31-1-21
information maximum safe draft for Ageo Terminal is 12.2 m .
Type : Ship
Approved : Yes
RISK 1 : SHIP - VESSEL CAN RUN IN TO DANGER OF GROUNDING IF THE DEPTH SHOWN BY ENC IS CORRECT .I.E., 11.1M NEAR BERTH
Instruction
Agent notified and asked for confirmation about minimum depth
available in the channel and maximum draft allowed to transit.
It is very important to asses the depth information of planned route As per agent - max allowed draft in ship channel is 12.2m/40ft and
prior proceeding in such areas with inadequate chart information Berth is 12.2m/40ft

RISK 2 : SHIP - SAFETY DEPTH ALARM, SAFETY CONTOUR, SHALLOW CONTOUR ETC. ARE NOT RELIABLE IF THE DEPTH INFORMATION BY
LOCAL AUTHORITY IS CORRECT
Instruction
Use of other means of monitoring to be given more importance.
Continuous monitoring using Echo Sounder to be done to confirm
ECDIS giving safety depth alarm basis of depth from ENC. As per if any visual navigational hazards is observed.
local authority ENC depths are incorrect. Safety contour, shallow
contour, Deep contour are generated on the basis of ENC depth
contours.
RISK 3 : SHIP - DISCREPANCY BETWEEN CHARTED DEPTH AND LOCAL INFORMATION CAN CREATE CONFUSION TO THE BRIDGE TEAM FOR
DECIDING SAFE AND UNSAFE WATER
Instruction
Navigating officers should monitor the vessel movement with pre-
agreed means and ensure safe and efficient monitoring.
ECDIS is the one of the main monitoring aid of navigation. Depth During master/pilot information exchange re-confirmation for
information of the ENC is unreliable available depths/draft to be obtained.

Low risk
May be acceptable; however, review task to see if risk can be reduced further.
7 - 17
Medium risk
Task should only proceed with appropriate authorisation by shore management. Where possible, the task should be redefined to take account of the
hazards involved or the risk should be reduced further prior to task commencement. Approval from Head of Technical Department or 2 VGM or 1 VGM &
DPA
18 - 36
High risk
Task must not proceed. It should be redefined or further control measures put in place to reduce risk. The controls should be re-assessed for adequacy
