1 PURPOSE
The purpose of this document is to outline the policy and high level requirements to ensure that all
rigging, lifting and mechanical handling is carried out safely and efficiently in COPI and in line with
internationally recognized standards within this discipline.
2 SCOPE
This document shall apply to all COPI owned lifting gear and all lifting/handling activities both onshore
and offshore and to logistics. It includes maintenance, competency, inspection, certification and
execution of all aspects of rigging, lifting and mechanical handling. The document shall also apply to all
contractors of COPI who intend to carry out rigging, lifting and mechanical handling activities on any
COPI asset/facility.
3 REFERENCES
4 POLICY
It shall be COPI policy to adopt and adhere to the principles and philosophies of United Kingdom
Statutory Instrument SI2307 – 1998, The Lifting Operations & Lifting Equipment Regulations (LOLER),
and the law and regulations of the Republic of Indonesia, and apply the regulations to all aspects of
rigging, lifting and mechanical handling on all COPI assets and facilities. This includes competency in
maintenance, use, inspection and certification of lifting appliances and accessories and competency in
execution of lifting operations. A document framework consisting of 14 documents pertaining to rigging,
lifting & mechanical handling have been developed and by compliance with these documents the
overall intent of LOLER will be met. The policy of COPI is to adhere to and comply with all of these
documents, and thereby ensuring risks associated with lifting and mechanical handling are managed
within acceptable limits, supporting the ALARP principle.

• Be inspected and load-tested as appropriate as per COPI approved guideline listed below
prior to being put into service
• Be visually inspected each time prior to use,
• Be used in accordance with their design
• Be maintained in good condition for safe use.
• Be color coded
8. Inspection, testing, and maintenance of rigging equipment shall meet the defined performance
standard and condition target.
9. Any non-conforming lifting gear shall be discarded.
10. All personnel involved in lifting operations shall follow the appropriate approved safe operating
procedures/guidelines as defined below.
A hierarchy diagram illustrating the relationship between the above procedures is contained in appendix
1.
7 RESPONSIBILITIES/ACCOUNTABILITIES
• Vice-President Operations shall be accountable for the COPI Rigging, Lifting and Mechanical
Handling Standard.
• Senior Managers or their delegates shall be responsible for the implementation of the Standard on
COPI assets/facilities under their control.
• HSE Manager shall be responsible for the update of this Standard to be inline with the law and
regulations of the Republic of Indonesia.
• Technical Authority for crane and lifting, shall be responsible for the technical content of the
standard and its associated procedures and guidelines as well as advising on the application of the
Standard and procedures/guidelines in practice.
8 EXECUTION
In general, the need for these documents is implied because of the adoption of a recognized rigging
and lifting standard. Adoption of a standard demands that the requirements of the standard are

formalized by means of procedures for each aspect of the adopted standard and how this must be
interfaced with COPI business.
The procedures fall into two basic types, instructive; giving guidance and procedure on physical
activities around rigging lifting and mechanical handling and educational; giving guidance and
procedure on qualifications and competency of personnel who are involved in carrying out rigging, lifting
or mechanical handling or are involved in the maintenance and use of equipment which is used in these
activities.
The various documents will be updated and revised as required in the future to ensure continuous
improvement.
