Gist:

WHO declared novel coronavirus outbreak a pandemic on 11 March 2020.

Background:
On 7 January, Chinese authorities confirmed that they had identified a new virus. The
new virus is a coronavirus, which is a family of viruses that include the common cold,
and viruses such as SARS and MERS.
Official names for this virus have been announced “severe acute respiratory syndrome
coronavirus 2 “(SARS-CoV-2) and the disease caused by this virus is called COVID-19

Explanation
Until now, the coronavirus COVID-19 has affected over 214 countries and territories
around the world.
Hold meeting with all staff on board and explain this GI and latest amendments and
updates. (See the attachment latest situation report by WHO)

Section 1: Risk Assessment (RA)


The company has conducted Risk assessment for vessels calling COVID-19 affected
countries. Vessels calling COVID-19 affected ports / countries are required to review
this RA.
Risk assessment has been reviewed and revised on 13 May 2020.
Do review this RA with all staff on board prior arrival and notify the office by email.
Vessels are not required to carry out and submit RA as required by Z-091000-03FIG

Section 1(b)- No physical signature of the outside party is necessary on SMS
forms / checklists / Ship-shore safety checklists until further notice.

As a result of continual review of Risk assessment and adapting to industry best


practices following has been implemented in order to avoid physical interaction with
shore personnel.

1. The gangway register and some of the SMS forms and checklists require a
signature from an outside party (e.g. Master-Pilot information exchange, pilot
card, bunker checklist, Lub oil replenishment checklist, contractor work permit
etc.). No physical signature from an outside party is necessary.
2. Vessels must utilise & complete the gangway register and checklists / forms.
However, a physical signature from an outside party is not required.
3. For tankers and gas carriers, the information exchange related ISGOTT SSSCL
and cargo operation checklist can be be completed on e-mail, UHF or telephone;
however, the physical signature by the terminal representative on SSSCL and
cargo operation agreement form is not necessary.

Section 2: Health and hygiene – General – At sea and in port.


All ships and crew members are advised to follow WHO’s standard recommendations
as below

1. Frequently clean hands by using alcohol-based hand rub or soap and water for at
least 20 seconds
2. Avoid touching the eyes, nose or mouth.
3. If wearing a face mask, ensure it covers your mouth and nose.
4. Do not touch a face mask once it is on.
5. Immediately safely discard single-use masks after each use.
6. Clean hands after removing masks.
7. When coughing and sneezing cover mouth and nose with flexed elbow or tissue
– throw tissue away immediately and wash hands;
8. Avoid close contact with anyone who has fever and cough;
9. If you have fever, cough and difficulty breathing or any other flu like symptoms,
please notify NYKSM immediately

10. When visiting live markets in areas currently experiencing cases of novel
coronavirus, avoid direct unprotected contact with live animals and surfaces in
contact with animals;
11. The consumption of raw or undercooked animal products should be avoided.
Raw meat, milk or animal organs should be handled with care, to avoid cross-
contamination with uncooked foods, as per good food safety practices.
12. Ships staff are advised to maintain "social distancing" (staying at least 1m away
from one another) as far as practicable.
13. Body temperature of all crew members to be measured twice daily (AM / PM)
and to be closely monitored for any abnormality. Any abnormality shall be
reported to MHR PIC and fleet promptly.
14. Records to be maintained.

We share the attached video instruction by WHO for your reference in relation to Novel
Coronavirus Outbreak (updated on 2020-02-19).
Do share with crew members and educate them.

Laundry soap for washing clothes.


We have received feedback from many seafarers to increase the supply of Laundry
soap.
WEF 01 Oct 2020 ( Update 37) laundry Soap allowance to each crew member has been
increased to 1 Kg until further notice.

1. When using the alcohol-based hand gel sanitisers, ensure the gel is given suitable time to
fully dry/evaporate.
2. Avoid touching any surface until the gel has fully dried. Any form of ignition
source has the potential to cause the same issues as experienced by the
individual.
3. c. If unsure about using the alcohol-based sanitisers, washing hands with hot
soapy water has the same effect as the hand gel.

Section 2A: Mental Health


It is very important to maintain good mental health during these extraordinary times.
NYK has developed mental health guidelines and same has been attached with this
update - 28

Section 3: PPE for all crew members on vessels calling COVID 19 affected ports
(Countries)

1. All crew to wear medical grade masks and goggles throughout the port stay.
2. Vessels are required to procure medical grade face masks and goggles for ship's
crew use prior making port of calls.
3. If same is not possible, vessels shall obtain the masks through agents on arrival.
4. If the vessels are unable to procure medical grade masks and goggles, vessels
are requested to contact office for assistance.
5. Masters are hereby reminded to check the latest update and status prior arriving
a port of call in above countries through agent.

Additionally, all crew members are also requested to wear Face shield while in port.

Vessels are required to procure face shields through local agents. Please maintain
sufficient face shields on board for new joiners.

Section 4: Handling of visitors COVID 19 affected ports (Countries)


In order to strengthen the preventive measures, following measures to be put in place
including but not limited to

Before Arrival

1. Masters to check the latest update and status prior arriving a port of call in above
countries through agent for any special requirement.
2. Masters are advised to notify agents well in advance regarding visitors and pilot
boarding the vessels will use the stairs outside accommodation. All visitors
boarding the vessel must wear mask and goggles.
3. BIMCO has provided free posters (in black and white) to be printed onboard to
assist seafarers in protecting each other as well as containing the spread of this
disease. Take print out of these posters and post them. Ship visitor’s poster can
be posted at the Gangway and to be shown to visitors.
4. Keep and use Hand sanitisers at gangway before coming on board.

In Port

5. Measure the body temperature of pilots / visitors visiting the vessels entering the
accommodation for ship’s business. Maintain the record of the same.
6. Social distance of more than 1 meter between all to be maintained.
7. If visitors exhibit the Flu like symptoms, entry to be denied into the
accommodation.
8. Pilots to be escorted to the bridge from outside accommodation stairs.
9. Note (a) If pilot has fever or displays COVID -19 related symptoms, following
actions to be taken

 report the fact to pilot station / NYKSM / Agent and await further instructions
 in the meantime, vessel to drift in the safe area
 Note (b) Some pilots may refuse to use outside accommodation stairs on large
vessels with very high accommodation from pilot boarding arrangement. In that
case, vessel may use elevator keeping strict social distancing and preventive
measures and PPE in place.

10. Masters are advised to restrict movement of visitors to one meeting room as far
as possible.
11. No shore personnel allowed to stay overnight onboard ships cabin unless
necessary for ship’s operations.
12. Outsiders are not to be allowed to enter any other space other than CCR,
Officers smoke room & one dedicated toilet.
13. To reduce risk of social interactions, no meals for shore personnel to be
provided. Where not possible, food for outsiders to be served in officers smoke
room only, preferably using disposable cutlery.

Note (c) It has been reported that the stevedores in some of the ports do not wear
masks due to various reasons such as shortage of masks, illiteracy, culture, union
restrictions etc, even though vessel’s pre arrival notifications and repeated reminders. In
such cases, vessel staff shall keep physical social distancing more than 2 meters with
stevedores.
Do Not let such stevedores enter vessel accommodation.

Departure Port
Vessel staff are advised to disinfect dedicated meeting room and other common areas
after departure from port even if there was no person displayed symptoms of COVID-19

Section 4B: Disinfection Guidelines


We have obtained consolidated guidelines for disinfection process from one of the flag
states. Same is attached herewith.

Kindly be guided accordingly and use this guidelines effectively to disinfect ship's
accommodation and other areas as necessary.

Clarification:
Disinfectants should be applied to surfaces using a damp cloth. They should not be
applied to surfaces using a spray pack, as coverage is uncertain, and spraying may
promote the production of aerosols. The creation of aerosols caused by splashing liquid
during cleaning should be avoided. A steady sweeping motion should be used when
cleaning either floors or horizontal surfaces to prevent the creation of aerosols or
splashing. Cleaning methods that might aerosolize infectious material, such as the use
of compressed air, must not be used
Portable spray machine shall only be used for larger / open areas for disinfection.

Section 4C: Receiving / Handling of spares, stores and Provision in boxes


Before handling spares, stores and Provision boxes and packaging, always wear
COVID-19 PPE (Gloves, mask, goggles, apron etc.)

When receiving spares, stores and Provisions, each box and packaging to be
disinfected once these are landed on board prior securing them in stores and chambers.

After disinfection process, PPE to be disinfected / discarded / handled appropriately.

Sample photos are attached herewith for your guidance.

Note:

Use sanitised damp cloth to wipe the surfaces of the packaging. Do Not use for
disinfection spray machine.

We, NYKSM, have initiated the process to instruct our suppliers and forwarders to
disinfect the stores, spares & provisions packaging and issue the statement of
disinfection or certificate to the vessel.

This process will take a while before the change takes an effect.

Section 4D: Measures for New on-signers joining the vessel

Master should confirm the health condition of crew members upon embarkation
including the record / status of PEME and 14 days self-isolation/quarantine period
before joining.

Result of PCR test to be confirmed if it is available- if applicable

New Crew members to comply with Shipboard self-distancing (SSD) at least for
14 days

1. At least for first 14 days use stairways and do not to use the Elevator.
2. As far as possible and only if it’s safe, use external stairways/escape routes and
walkways to move around the ship when possible.
3. Social distance of at least one metre to be maintained when working alongside
other seafarers.
4. Avoid all non-essential contact or close proximity with other seafarers and any
other persons.
5. Always wear mask when outside the cabin.
6. Disinfect own work areas, equipment and tools as appropriate after use.
7. Return to the cabin immediately after completing work hours.
8. Remain in the cabin during rest hours.
9. Meals to be taken in the staggered manner.
10. If possible – new joining crew members to be served in disposable cutleries
11. Mess room to be disinfected after meals.
12. Shipboard laundries to be used in staggered manner – Wear mask when in
laundry
13. Laundries to be disinfected on regular basis.

Section 4E: Measures for Off signers

a) Prior Disembarkation:

1) Closely monitor body temperature as per port arrival requirement and maintain social
distancing min 1 meter.

2) Special attention to Handover process, pls take necessary precautions during hand
over.

3) Wear PPE (protective suit, mask, hand gloves) prior disembark and maintain social
distancing.

b) After Disembarkation:

1) After disembarkation from vessel, follow local port regulations.

2) Always maintain social distancing min 1 meter, wear PPE (e.g. PPE suit, Face Mask
& gloves) and take safety measures (avoid touching face and other objects, avoid
meeting with personnel in proximity) and maintain personal hygiene.

3) In case, seafarer is staying at the hotel or in a dedicated quarantine facility, while


awaiting flight, please take due safety precautions including personal safety. Comply
with local regulation strictly. Do Not indulge in any other activities.

4) During transit, comply with airline and airport terminal safety requirements.

5) After arrival home country, proceed with caution and take due measures for self-
isolation for 14 days and / or as per local requirement.

6) The off-signing seafarer must report to the company if during the 14 days following
leaving the ship they feel ill or exhibit flu-like symptoms.

Section 5A: Vessels in dry dock in COVID-19 affected countries.

Vessels while in dock in COVID-19 affected countries shall observe precautions listed in
section 4 above, additionally all crew members are advised to limit interaction with dock
people as much as possible.
Master and dock yard to establish clear agreement about preventive measures
and implementation plan.

Section 5B: Preventive Measures against COVID-19 during bunkering work.

1 Embarkation from own vessel to bunker barge

AA) Vessel staff are advised not to embark bunker barge as far as possible and in
following cases

 In case embarkation from ship to barge is prohibited by local regulation

 In case refused by bunker barge due to their own requirement
 If it is apparent that a barge crew member is displaying symptoms of COVID-19
and not wearing PPF for preventing infection correctly, the vessel can stop the
embarkation of own crewmembers to the bunker barge.

BB) However, assigned engineer may embark bunker barge if it is required by charter
party or if Master and CE deems it necessary after determining it is safe to do so
Following precautions must be taken.

 Number of people embarking onto the bunker barge to be kept minimum


 Proper PPE to be worn. (Surgical mask, gloves, eye protection, etc.)
 S-093004-02CHK Working Overside Permit to be complied with
 Keep more than 2 m social distance.
 Do Not enter into the accommodation space of bunker barge.
 Disinfect the items such as portable radio or any articles which was handed over
to bunker barge for use with alcohol after bunkering

2?Measures in case personnel transfer between own vessel and barge is not
possible

 Suitable communication method to be established (such as portable radio or VHF


radio)
 Vessels should get necessary information via suitable communication method
prior to start of bunkering (Density, Temperature, Pumping rate, Sampling point
etc. as per bunker checklist)
 Office to be notified and log book entries to be made describing the fact. Same
with rational reason to be included in bunker completion report to the operator as
well

3. Embarkation from bunker barge to vessel

 Vessel to instruct barge personnel to follow the ship`s requirement of infection


preventive measures including PPE.

 The necessary activities such as pre-meeting, document exchange to be held
outside of accommodation as much as possible.
 Vessel can refuse the embarkation of barge crew if barge crew does not follow
the vessel instruction or displays COVID-19 related symptoms

??Claim issue

 Issue the detailed Letter of Protest (LOP) in the cases of short bunker, short
supply, barge delay, any discrepancy and doubt according to owner(charterers)
instruction as well.

Section 6: Crew Shore Leave


Crew shore leave has been stopped on vessels calling at any COVID -19 affected
countries until further notice.
NYK Line Chief Safety Officer has circulated a letter
“Emergency request to prevent outbreak of novel coronavirus (COVID -19)” REVISED
Which is attached herewith.
Masters are requested to hold meeting and with all and disseminate the content of the
letter.

Section 7: Provision Supply In Various COVID-19 affected countries


Since many countries are taking precautionary measure including lock-down, it may be
challenging to procure provisions in various ports.

Considering the current circumstances, all vessels are advised to procure sufficient
provisions in available port keeping in mind

The Master to keep close communication with the PIC of company and operator.

Section 8a: Crew Change


As more and more countries are extending extra precautionary measures, NYKSM is
monitoring the situation and or restrictions as imposed or waived by Ports closely. While
we are endeavouring best to relieve staff on board timely, we are afraid that the said
restrictions may cause some delays in the arrangements.
NYK Line Chief Safety Officer has issued two separate letters to all seafarers and their
families regarding current situation, challenges and NYK Response to COVID-19
Pandemic
Both the letters are attached herewith update.
Masters are required to share these with all seafarer onboard.

Section 8b: Crew Welfare


NYKSM top management had announced incentives to all crew members and to
vessels as a token of appreciation for the month of April and May 2020

With regards to crew calling cards distribution, please consult MHR - PIC.

Section 9: Family Joining on board vessels


As situation is changing rapidly, for health and safety of family members, family joining
has been suspended until further notice.

Section 10: Guidelines assignment of armed guards in the HRA off the Gulf of
Aden, Bab el Mandeb Strait, and the Red Sea.
In the wake of the COVID-19 pandemic, Marine Group; NYK Line has established the
following provisional policy for assignment of armed guards in the HRA off the Gulf of
Aden, Bab el Mandeb Strait, and the Red Sea.

 The basic consensus is to avoid taking armed guards to reduce the risk of mutual
infection.
 MARSAFETY will consult on a case-by-case basis about the necessity of the
assignment of armed guards for high risk vessels

(? Requirement from flag state, seafarer’s union, Charter and each agreement with
security company should be carefully reviewed.)

 Prior to boarding, armed guards shall be required to complete a 14-day


quarantine to confirm that they are free of COVID-19. The boarding place should
also be in full compliance with government regulations.

If the above is not possible, the following measures are to be taken:

Section 11A: Guidelines for managing COVID -19 cases and outbreaks on board
ships Version 2 - 28 May 2020 by ICS
IMO has issued interim guidelines on operational considerations for managing COVID -
19 cases and outbreaks on board ships in Feb 2020. The same has been attached
herewith.
Basis these guidelines, The International Chamber of Shipping (ICS) published
Coronavirus (COVID-19) Guidance for Ship Operators for the Protection of the Health of
Seafarers on 03 March 2020 and revised on 28 May 2020 as ver 2
These guidelines are comprehensive in dealing with any suspected COVID-19 case on
board, mental health , on board hygiene etc.
Masters are required to familiarise these guidelines with ship’s staff.
Utilize various posters to educate the crew members.

Section 11B: COVID-19 Outbreak Management Plan (COMP) - Version 2


NYKSM has developed COVID-19 Outbreak Management Plan (COMP) to guide
Masters in dealing with any suspected COVID-19 case on board and in dealing with and
managing COVID-19 Outbreak on board vessel.
The plan has been developed in line with ICS Guidance, IMO Circ.4203, IMO Circ.4204,
IMO Circ.4221, WHO Advice and recommentations issued by "Recovery PRO". There
are MAJOR changes to COMP.
Masters are required to familiarise this plan and educate all crew members with its
content.

Section 11C: Supply of Materials recommended by ICS


NYKSM will arrange supply of medical items as listed in IMO and ICS guidelines – page
21 and 22 in the pdf.

We have attached excel sheet listing these items with "Recommended ROB" and
"Vessels present ROB"
Vessels are required to confirm "Vessels present ROB" and "Current requirement/
Shortfall"
This list is revised to include disinfectant material.
Please communicate with VM for supply of these items on priority basis.
Section 11D: Quick guidelines Check List
NYK Line has prepared the attached quick guidance with the PLF (Annex 2) for the
master to use if a suspected case of COVID-19 is discovered on board. This is simply
for your easy reference about how to detect a suspected case, what should be done
after discovery, and how a spread should be controlled.
This guidance comes from the various guideline and was made after consultation with a
specialist.

We have included Guidelines on Obtaining Medical Care in the U.S. for Crewmembers
with Acute COVID-19 Symptoms - see attachment in this GI - update 29

Section 12: Various Flag state circulars, Industry guidelines and Best practices.
In an effort to minimize exposure to the Covid-19 infections during ship-shore interfaces,
OCIMF has issued ‘Best practice precautions for carrying out the pre-transfer
conference during the COVID 19 Pandemic. Same has been attached herewith.
Masters of applicable vessels are requested to be guided by this best practice.
Vessels are advised to check Reg4Ships (One Ocean – Chart Co) regularly in order to
obtain latest information and update with regards to directives of Flag state.

PSC Inspections

Paris MoU has issued guidance for Port State Control authorities on resuming
inspections related to COVID-19.
