CONTENTS
1.1 The scope of work for the HV Cabling works is listed in the following.
SIMOSYNERGY SDN BHD will be the service company to perform the replacement of CTs, DPMs and
protection relays on VCB panel 17,19 and 22.HT competent person from SIMO will be on-site during the
works.
E-POWER ENGINEERING SDN BHD will be the service company to perform testing & commissioning
of OCEF Relay, Cable Pressure test before & after and Pressure test busbar AC. ST registration no:

Cable jointing & termination to be perform by ST certified jointer.

GENERAL NOTE
1. CEC Chargeman to receive PTW from IFMY chargeman.
2. IFMY to Shut down VCB panel 17 ,19 and 22. competent person document to
submit a week before of the confirmed shut down date.
3. Verify no supply using proper test instrument and proper attire.
4. Ensure earth switch is padlock at block 3 VCB xx.
5. Verify again, no supply using proper test instrument and proper attire before
touching any live part.
6. Padlock the VCB panel door- Key to be kept by CEC Chargeman.
7. Cable insulations test at 18KV DC for existing cable.

8. Cable insulations test at 24KV DC for new cable.
9. After insulation test, will cutting the existing cable by using hydraulic cable
cutter.
4. WORK STANDARDS
4.1. To meet Jabatan Bekalan Elektrik requirement.
6. MATERIALS USED
The materials used for the installation works shall be in compliance to those approved in
material schedule. The following are the materials used for the Earthing and Lightning
Protection System installation:

7. WORKS PROCEDURE
7.2. Replacement CT, DPM and protection relay of VCB Panel 17 ,19 and 22.

7.2.1. Remove the VCB panel back cover.
7.2.2. Remove the busbar and existing CTs (75/5A, 200/5A and 400/5A) with cabling.
7.2.3. Install new control cable for DPMs and CTs.
7.2.4. Install new protection CT (400/5A 5P10), metering CT (400/5A CL 0.5) and
terminate new control cable.
7.2.5. Open panel front cover and remove the EF/OC cabling and old power meter.
7.2.6. Install the new Schneider PM 5110 Digital Power Meter and Siemens 7SR5110
protection relay with the picture shown above.
7.2.7. Steel Plate will be provided if the existing hole is smaller to cover the hole.
7.2.8. Install new test blocks and termination blocks if necessary.
7.2.9. Install new MCBs and terminate control cabling with labelling.
7.2.10. Calibrate the protection relay.
7.2.11. Carry out insulation & pressure tests c/w primary and secondary tests on the
protection and metering CTs.
7.2.12. Wiring diagram refer to drawing no: IFB2-SCM-GEN-00-EL-11KV-01(VCB17&19),
IFB2-SCM-GEN-00-EL-11KV-02(VCB 21)
7.3. New cabling for building 3 outgoing cable from VCB panel 22 extend to VCB panel 17.
7.3.1. To lay a new 3c x 185mm MV cable from existing cable trench to VCB panel 17.
7.3.2. Remove the outgoing MV cable and cable gland cover screw and pull out from
bottom of the panel. Using plastic paper to cover cable lug and cable.
7.3.3. To open the existing cable trench and remove the sand.
7.3.4. To cut the existing VCB panel 22 3cx185mm cable in cable trench. The cable must
be verified by tracing cable.
7.3.5. Installation of straight thru Joint and extent with new 3cx185mm cable to
propose VCB panel 17. The jointing work to be carried out by competent jointer.
7.3.6. Once complete above jobs reinstated the sand and cover up the cable trench.
7.3.7. Remove the outgoing MV cable at block 3 to carry out insulation & pressure
tests.
7.4. Termination

Note: HV Cable terminations work will be carried out by approved cable jointer.
7.4.1. Upon completion of cable laying, terminate both joint at the block 3 feeder &
VCB panel 17 MV switchgear feeder as well as any joints required
7.4.2. Mark and remove the PVC outer-sheath for a distance = 450 mm + depth of cable
lug barrel hole + 5mm length, and clean and degrease the end of the over sheath
for about 100mm.
7.4.3. Separate the cores. Wrap an earth lead round each core and solder tack it to the
metal tape shield. Fill the earth lead with solder to form a 30mm moisture block.
Remove the release paper and wrap one layer of sealant tape (red) round the over
sheath end 80mm underneath the earth lead.
7.4.4. Bend and shape the cores into their final position. Cut the cores to the required
length. Place a temporary wire binder around the cores at the position shown in
the drawing. Tear off the tape shield against the wire binder. Remove the metal
tape shield according to dimensions. Thoroughly remove the core screen to 20mm
above the metal tape shield cut. The surface of the insulation should be free from
all traces of conductive materials. Smooth out any irregularities. (Note: Do not nick
the insulation).
7.4.5. Remove the release paper and wrap the void filling strip (yellow) for 5 mm onto
the metal tape shield, continuing over the core screen and 10 mm onto the
insulation. Stretch the strip to half of its original width to achieve a fine, thin edge
onto the insulation.
7.4.6. Place the stress control tubing (black) over the cores and position them 70 mm
above the end of the over sheath cut. Shrink down the tubing starting at the
bottom and working upwards.
7.4.7. Remove the release paper and slide the breakout over the cores. Pull the
breakout as far as down the crutch as possible. Shrink the breakout into place
starting at the center. Work first towards the lower end and then shrink the turrets
onto the cores. The numbers in the drawing indicate the shrinking sequence.
7.4.8. Cut back the insulation according to dimension of depth of cable lug barrel hole +
5 mm. Install the cable lugs. Clean and degrease the insulation and the lugs.
7.4.9. Remove the release paper and wrap the sealant tape (red) around the barrel of
the cable lug with a small overlap and slight tension. (Note: Use the remaining gap
between the core insulation and the cable lug.)
7.4.10. Remove the release paper from the red tubing. Place the tubing over the cores
with the sealant coated end downwards. Push the tubing over the breakout turrets
as far as the crutch and working upwards. Tie the shielding wires together to form
an earth lead.
7.4.11. Cut the tubing back onto the connector barrel if necessary. Post heat the palm of
the lug until a bead of mastic appears around the top of the tubing. Allow the
terminations to cool before applying and mechanical strain.

8. HI POT TESTS &TESTING
8.1. Ensure cable is terminated with cable lugs and disconnected from the switchgears.
8.2. Ensure both ends of the cable have sufficient clearance from the switchgears.
8.3. Barricade remote end of cable and have a safety personnel to watch.
8.4. Barricade the local end of the cable and carry out all testing from here
8.5. Carry out insulation resistance test of each core of the cable with the other 2 cores
grounded. Maximum allowable limit test voltage shall be 5kV Mega Ohm.
8.6. Record the readings, Temperature, and humidity in the form.
8.7. For 11KV cable, link all the 3 cores together and inject a test voltage of 24KV DC for 30
minutes.
8.8. At the end of the duration, discharge the cable
8.9. End of test.
9. SAFETY & SECURITY REQUIREMENT
1.2 Ensure all workers attend the EHS induction training conducted by NCSB.
1.3 Workers with valid badge entry issued by NCSB are allow to enter the site.
1.4 EHS personnel to brief all CEC workers regarding EHS compliance at daily toolbox meeting.
1.5 Ensure all activity has a valid work permit with necessary documents attach prior starting
work.
1.6 Barricade the work area with high risk pose.
1.7 Display proper signage according to work activity.
1.8 Use proper access and egress.
1.9 Wearing proper PPE according to work activity.
1.10 Scaffolding activities (refer to external documents-DOSH/ Legislation / Guidelines For
Approval of Design Scaffolding 2016.
1.11 Lifting activities (refer to external documents-DOSH/ Legislation /Guidelines for crane
lifting work /2005)
1.12 Work at height activities (refer to external documents-DOSH/ Legislation / Guidelines for
the Prevention of Falls at Workplaces/ 2007)
1.13 Work in confined spaces (refer to external documents-DOSH/ Legislation/ Codes of
Practice/ Industrial Hygiene/ Industry Code of Practice for Safe Working in a Confined
Space, 2010).

10. HOUSE KEEPING
1.15 Ensure all materials are placed in designated area.
1.16 Good housekeeping shall be maintained at site all times-before, during and after.
1.17 All place of work shall be free from obstruction and any tripping hazards
1.18 Waste materials shall be collected and dispose off at the end of every working day with
appropriate approval from NCSB.
