In the Department of Education, specifically in the Schools Division Office of Zamboanga

City, School’s Maintenance and Other Operating Expenses (MOOE) is considered as the life

blood of education. It is an essential support in the implementation of the DepEd’s programs,

projects and initiatives especially in the delivery of education. If the school MOOE is well-utilized

for the benefits of the learners, their performance could have been improved.

As the school administrator, I am designated to manage the limited resources of the

school which is the MOOE. For a small school, our monthly budget is very small as well. That is

why skills in financial management is very essential. Before the fiscal year starts, I sit down with

the School Planning Team (SPT) to convene and review our School Improvement Plan and see

if what are our targets which we already achieved and which among those were not. Then, we

craft our Annual Implementation Plan which consists of the different projects and programs that

we intend to implement for the specific year. Every project has a specific amount to be used in

its implementation. These projects and programs should be the Priority Improvement Areas

(PIA) of the school. Then, in the implementation, we also need to prioritize which among them

should be implemented first. We consider the urgency, magnitude, feasibility and its strategic

importance. In other words, we need to ensure that our projects and programs contribute to the
academic performance and achievement of the learners so that the limited resources of the

government will not go to waste.

Gaining knowledge on financial management is a need for every individual because we

use this in our everyday routines. We need to have substantial knowledge on budgeting so that

our monthly earnings will be able to sustain our everyday needs. More so in the organization

that we are in, the more that we need to effectively and efficiently utilize the resources in right

manner without wasting it. As an administrator at the same time the disbursing officer of the

school, I always ensure that I lead with TRANSPARENCY. It does not only mean that the school

have its transparency board and all the pertinent documents are posted there, for me everybody

in the school should be informed where and how the money of the school was utilized. The

stakeholders should be involved in the planning. There must be SHARED GOVERNANCE so

that everybody will have the feeling of being part of the organization. When everyone is involved

in the plan, they will feel the authority, responsibility and accountability to work hard to achieve

the goal. Therefore, it is essential that both teachers and other stakeholders will know where

and how the PEOPLES’ MONEY is being used in the school operation. Thus, if ONLY all

resources of the schools are being utilized for the good of the learners instead of prioritizing

one’s interest, then our learners could have been performing better in the international

examinations and become truly globally competitive individuals.
