Pearl Lake Protection and Rehabilitation District meeting July 4, 2020 Minutes

The meeting was held at Swenson’s Garage, W4655 South Pearl Lake Road and was called to
order by Interim Chairman Dave Paulick at 8:30 a.m. There was a large contingent of PRD
members at the meeting for the July 4, 2020 meeting. Most wore masks and adhered to
social distancing.

Roll Call: Dave Paulick, Dale Singer, Ed Sheppard, and Randy Rucks.

The Pledge of Allegiance was recited by those assembled for the meeting.

Chairman Paulick introduced the officers and then recognized the service of Roger Volden to
the PRD and thanked him for his service to the PRD.

Chairman Dave Paulick then noted that because Roger Volden resigned during his term that he
had the responsibility to appoint a new commissioner for the remainder of that term.
Chairman Paulick then announced that he had selected Nick Thomas to fill that position. He
then called for approval by the commissioners to the appointment of Nick Thomas. Motion by
Dale Singer, seconded by Randy Rucks and all voted in favor. Paulick, Rucks, Singer,
Sheppard.

Because there have been several meetings since the annual meeting on Labor Day, 2019 there
were several minutes from previous meetings to be approved.

• The first was the December 17, 2019 meeting. Motion by Singer, seconded by Rucks.
All commissioners voted in favor. (Paulick, Rucks, Singer, Sheppard)
• Next was the March 28, 2020 meeting minutes; Motion by Singer, seconded by Rucks
to approve those minutes. Motion carried with all commissioners voted for approval.
(Sheppard, Rucks, Paulick, Singer)
• May 30th 2020 minutes. Motion by Singer, seconded by Rucks to approve the May 30th
minutes. All commissioners voted in favor, (Sheppard, Rucks, Singer, Paulick).
• The June 4th 2020 minutes. Motion by Singer, seconded by Rucks to approve those
minutes. All commissioners voted in favor. (Sheppard, Rucks, Singer, Paulick)

Treasurer’s report was then presented by Randy Rucks.


Balance of $29,798.37. Water Quality fund contains $10,958.25.
Payment for Milfoil application and treatment was $3181.50.
Payment of $5140.00 to Aquatic Plan Management was made. Various small expenses for
miscellaneous expenses of $388.00 to Roger Volden and Tammy Chier of $189.00.

An audit of the books was done on July 3rd and found to be in order.
There was another area that was briefly discussed that dated back to when Mark Leisering
was treasurer in which some of the PRD funds were managed by his company which should not
have been permitted as a conflict of interest. A review and clarification of this matter will
be done. However, the PRD severed that relationship with Mark’s company several years ago.
Public Comments:
A question was raised on if the bank that the PRD has its money in is a Wisconsin Corporation.
The answer to that is yes. Another question was raised as to if the PRD has a Fed ID #. Again,
the answer is yes.

A clarification was made that the appointment of Nick Thomas was to fill Roger Volden’s
unexpired term that ends on Sept 2022.

The Labor Day annual meeting will again be held at Swenson’s garage in the same manner as
this meeting.

Nick Thomas then spoke about revenue that is paid the county regarding rental units and he
plans to check to see if some of the sales tax that is paid should be given back to the PRD.
More on that later.

Roger Volden is continuing to do the water clarity and secchi disk readings, and he reported
the following:

Information regarding our participation on the Clean Boat Clean Water program is posted on
the web site with the schedule when people will be at the boat landing.

Nick Thomas discussed the stocking of minnows this year and noted that they added about
160,000 minnows that will serve as food for the fish in the lake this year.

Many of those in attendance were familiar with the peacocks that have been around the lake
since the end of May. Many have aided the owner and Tammy Chier was recently able to trap
them in her garage and they have now been returned to the owner who lives near Pine River.

There will be no change in he no wake this year however Dave pointed out that we will place
it in the agenda for each meeting in hopes that once the water goes down to a more
acceptable level we can go back to the long-standing hours of 11am-4pm.

There was discussion on the projects and contractors who can do shoreline repair and an
effort to let PRD residents know who they are is being made by placing the name on the
website. Silver-mist was mentioned as was Gabes/Stafford. We will seek to have complete
list on the website of reputable companies.
It was also noted that the potholes in the boat landing have been fixed.

With all the dying trees along the lake there was some discussion on who to call if trees need
to come down or fall in the water. Zoning or DNR. The thoughts were if in water DNR, above
the water zoning. There are also some issues regarding boat houses and other structures
close to the high water. The struggle with the high water continues.

At the annual Labor Day meeting we will be voting to replace two current commissioners.
Randy Rucks and Dave Paulick’s terms expire, and they are not running for reelection.
Thus far a number of candidates have been nominated and if you are interested please
contact Ed Sheppard by July 22nd to make sure your names are on the ballot.

Motion to adjourn the meeting was made by Rucks, seconded by Singer, with all present
voting to adjourn. Motion approved unanimously by all present: Sheppard, Singer, Rucks,
Paulick.

The meeting was adjourned at 9:15 a.m. on July 4, 2020.
