1.0 INTRODUCTION

This test is to verify for compliance with the Wiring Regulation the insulation of conductor is satisfactory and that
electrical conductors or proactive conductors are not short-circuited, or show a low insulation resistance (which would
indicate defective insulation).

1.2 SCOPE:

This Method Statement refers to various work procedures which explains and covers the cable and wire insulation
testing.

1.5 RESPONSIBILITIES:

1.5.1 Project Manager:


Responsible for the overall project. The Project Manager will be based on site and will be responsible for the
Management of the project, both on and off site, through delegation of duties in accordance with the organization
chart and for the effective implementation of the overall Project Management System.
1.5.2 The MEP Coordinator:
Responsible on behalf of The Contractor to coordinate, check and follow up all MEP related sub - contractors progress
and installation works in proper sequence of activities with main contractor to achieve targeted completion.

1.5.3 MEP Project Manager:


Responsible for the overall MEP Activities of the project. The MEP Project Manager will be based on site and will be
responsible for the Management of the project, both on and off site, through delegation of duties in accordance with
the organization chart and for the effective implementation of the Project Management System.
1.5.4 MEP Project Engineer:
Responsible for the execution of particular MEP activities (as Applicable to his specialty domain) in accordance with the
Project Specifications, Safety and Approved Method Statement.
1.5.5 The Store keeper:
Shall be responsible for to ensure issuance of materials to the site with reference to Material Inspection Records (MIR’s)
and suitable manner of storing the material as pre the manufacturer recommendation.

2.0 REQUIREMENTS:

2.1 MATERIAL REQUIREMENTS:


As per approved Material Submittal, Cables and Wires.

2.2 TOOLS / EQUIPMENT REQUIREMENTS:

The following list describes the Tools and/or equipment required to be abundantly available on site as applicable and
required for the pertinent works to be carried out:

Tools & Equipment:


 Insulation Tester
 Wire Nipper
 Screw Driver
 Measuring Tape.

 Cutting Machine.
 Grinder.

2.3 MANPOWER REQUIREMENTS:


An Adequate number of Electricians and Helpers should be made available to carry out the test. Areas shall
be properly divided to “working zones” and the manpower shall be segregated to teams. Each team shall be
assigned to a working zone so that the works’ targets may be met in accordance with the “Project Plan”
and specific completion dates. The overall works shall be always overseen by a general supervisor qualified to
implement and fulfil the QA/QC, HSE requirements. The Supervisor shall be responsible to rectify and amend
the works as required.

3. SAFETY:
 Hand gloves, safety shoes, helmets, and all PPE shall be worn during the testing.
 Work area should be checked and cleared from any safety hazard prior to starting the test.
 Work area should be maintained clean and neat throughout all activities duration.
 Any sign of hazard that would come up during activities shall be evaluated according to the attached
risk assessment.

THIS TEST IS CARRIED OUT TO MEASURE THE INSULATION RESISTANCE OF THE CABLE UNDER TEST. INSUALTION
RESISTANCE MEASURED BETWEEN 1.) CONDUCTOR TO CONDUCTOR 2. CONDUCTOR TO EARTH.
 A 500 V Insulation Tester shall be used for this test and kept at one end of the cable under test.
 The first conductor for which cross insulation is being measured shall be connected to line terminal
of the instrument.
 Now Press/Rotate the handle of the instrument or press push button. The reading of meter will
show the cross insulation between conductor 1 and rest of the conductors. Insulation reading shall
be recorded after applying the test voltage for about a minute till a steady reading is obtained.
 Now connect next conductor to Line terminal of the instrument and connect the remaining
conductors to earth terminal of the instrument and take measurement as per procedure 11 and
111.
NOTE: 1.) Insulation resistance test shall be carried out before a completed installation is permanently
connected to the supply. Large installation may be divided into groups. A DC voltage not less than twice the
normal supply voltage (RMS value of AC system voltage) shall be applied for the measurement of the
insulation resistance. For low voltage installations, where apparatus voltage rating does not exceed 55 V, shall
be tested applying 500 V DC only.
2.) When measured with all fuse links in place, all switches (including, if possible, the main switch)
closed, the insulation resistance for whole installation resistance for whole installation shall not be less than 1
mega ohm.
3.) When measured between one phase conductor and other conductor and other conductors connected
together to earth, in turn for all phases, the insulation resistance shall be not less than 1 mega ohm.
4.) Wherever possible, so that all parts of the wiring may be tested, all lamps shall be removed, all
current using apparatus disconnected, all local switches shall be closed; where removal of lamps or
disconnection of current using apparatus is not practicable, respective control switches shall be opened.
5.) Where apparatus is disconnected for the tests, the insulation between the enclosure or frameworks
and all the live parts (phase) of the apparatus shall be measured separately and shall comply with the

requirements as per BS for the corresponding apparatus, where such standard is not available, the insulation
resistance shall not be less than 0.5 mega ohm.

5. QUALITY CONTROL PROCEDURES (QCP):


 Check that all applicable documentation has been approved by the COMPANY as mentioned below:
 Method Statement
 Inspection & Test Plan
 Relevant Shop Drawings
 Check all the materials to be used are available & have been reviewed and approved by the
COMPANY.
 Ensure that the site has been declared safe to carryout installation activities.
 During the Progress
 Check installations to ensure that works are carried out as per approved Method statement,
approved shop drawings and agreed quality standards. Below mentioned checks will be performed
parallel with the progress:-
 Material of approved make
 Location as per approved drawings
 Overall workmanship on finished works
 Cleaning & protection on completed activities
On completion of the activity
 Ensure inspection requests issued well in time.
 Ensure inspection performed as per ITP
 Review all documentation for completeness and correctness.
 Ensure all Test / Inspection certificates available and complete.
 Ensure NCR's (if any) are closed.

6. INSPECTION & TEST CHECKSHEETS:


The Following Checklist shall serve an inspection & test plan describing the overall procedures followed
and required by the supervising engineer to inspect and test the works done. Fulfilling the below
inspection parameters’ requirements shall be considered acceptable for the approval of the installation
