FIELD ASSEMBLY CONTROL Date 12/02/2019

15.1. Scope
This Section identifies the responsibilities and defines the control methods
implemented for site assembly for Code items.

15.2. Field Site Organization


The field site organization consists of Construction Coordinator, other field site
teams and QC team. This organization in formed only when field site assembly
of Code items are required. The field organization is illustrated in 2-1.

15.3. Responsibilities
15.3.1. Construction Coordinator
The Construction Coordinator is appointed by the Operation Manager and is
responsible for overall supervision of field site assembly activities and reports
to Operation Manager.
15.3.2. Construction Engineer
Construction Engineer is responsible for the field site project planning and
coordination production and subcontracted field assembly services. He is
appointed by the Construction Coordinator.
15.3.3. Site QC Inspector
The Site QC Inspector is responsible for receiving and distribution of Code
documents delivered from the shop and performing field site inspection
examination and testing activities as required. He is appointed by the
QA/QC Coordinator. The Site QC Inspector is principle contact for the AI site.
The Site QC inspector shall obtain CM Stamp from the QA/QC Coordinator and
he is responsible for custody and control of the CM Stamp of field site to
prevent loss or unauthorized use. The Site QC Inspector shall return the Code
Symbol Stamp to the QA/QC Coordinator after stamping of the Nameplate at
the field site.

15.4. Control of Release from Shop to Field Site


For Code items (includes material and parts) released from shop to the field
site shall use Release Note (Exhibit 15-1). Shipping Release shall be prepared
by QC Engineer or QA/QC Coordinator and the Al shall review, concur, sign and
date the Shipping Release. The Site Material Control shall receive the items at
field site and return a dated/signed copy of Shipping Release back to
Production Coordinator as evidence of received The Shipping Release shall be
used as a basis for field the receiving Inspection (see Subsection 15.6).

15.5. Material Control


15.5.1. Delivery Inspection
All materials are delivered to the designed Code receiving area. The Site
Material Control shall be responsible for the inspection of shipping damage
and receives the delivered material in accordance with information on the
shipping Release.
15.5.2. Material Arrival Notice
The Site Material Control shall notify the Site QC Inspector for receiving
Inspection with the shipping Release.
The control of receiving, storage, issuance of material parts and items shall
follow the requirements as described in Section 6 of this Manual. When
procured materials are to be delivered directed to the field site, The Site QC
Inspector shall perform receiving inspection in accordance with Section 6 of
this Manual.

15.6. Process Control


The field site assembly processes are controlled by using the ITP as described
in Subsection 7.4 and shall follow the control methods as described in Section
7 of this Manual.

15.7. Nondestructive Examination Control


The Site QC Inspector is responsible for all field NDE examination. The control
or NDE, including subcontracted service, shall follow the requirements as
described in section 9 of this Manual.

15.8. Welding and Welders Control


15.8.1. Welding Control
The welding material storage, issuance at field site shall be the responsibility of
Site Material Control. The control for welding al the field site shall follow the
requirements as described in Section 8 of this Manual.
15.8.2. Individuals Services for their Welding
TMG may use welder under the following conditions:
15.8.2.1. All Code work shall be the responsibility of TMG.
15.8.2.2. All welding shall perform in accordance with TMG’s WPS that have
been qualified by TMG in accordance with section 8 of this Manual.
15.8.2.3. All welders shall be qualified by TMG in accordance with section 8 of
this Manual.

15.8.2.4. The Site Production Foreman shall have complete and exclusive
administrative and technical supervision of all Individuals Services for
Their Welding.
15.8.2.5. The Site Production Foreman shall have authority to assign and
remove welders at his discretion without involvement of any other
organization.
15.8.2.6. Sub-contract welders shall be assigned with welder numbers in
accordance with Section 9 of this Manual.
15.8.2.7. The AIA, which provides the inspection services, shall accept this
program.

15.9. Heat Treatment and Hydrostatic Testing Control


The Construction Engineer is responsible for field site heat treating activities.
The control requirement described in section 10 of this Manual shall be
followed.

15.10. Calibration Control


Only properly calibrated instruments shall be used for field site assembly and
shall follow the control methods as described on section 11. The calibration
control of NDE equipment shall follow the requirements as described in Section
10 of this Manual.

15.11. Nonconformities Control


The Site QC Inspector is responsible for the control and correction of
nonconformities found at field site. Any Nonconformity that cannot be
resolved at the field site shall be reported to QA/QC Coordinator for resolution.
The control methods described in Section 12 of this Manual shall be followed.

15.12. Record Retention


The Site QC Inspector is responsible for record retention during field site
assembly. After completion of a job, he shall forward the records to QA/QC
Coordinator for filling and retention as described in Section 13 of this Manual.

15.13. Authorized Inspector


The Al shall have free access at all times at field site where Code work is being
performed. All documents and records prepare or generated from site activities
shall be available to the AI for review. The requirements Section 14 of this
Manual shall be followed. Prior to commencement of field operations the Al

shall be provided sufficient notice, in order to provide proper authorized


inspection coverage at the field site.
