EMPLOYER’S REQUIREMENTS

2 Design Basis
2.1 General
Çankırı wastewater treatment plant will be constructed in two stages. The first stage, which is the
subject of works of these Tender Documents, will be enough to satisfy the estimated wastewater
treatment needs of Çankırı up to 2032. The treatment plant will be extended at a later date to satisfy
the treatment needs up to 2047. The design parameters for the Çankırı wastewater treatment plant are
set out below.
Wastewater treatment plant shall be designed according to EN or other international standards. The
contractor should use related design standard values. If the Contractor intends to use a patented
process that is also complied with this Employer’s Requirements, the Contractor shall provide all
relevant information about this system to the Employer during the tender period. The proposed system
should be technically and operationally proved in the site in three similar plant with similar capacity.
The plant shall be designed to minimize operation and maintenance activities by using required design
criteria and minimum number of units/equipment/instruments as detailed in the following pages of the
Employer’s Requirements, ensuring the required process performance.
The wastewater treatment plant shall be planned and designed to satisfy the needs in Stage 2 (2047),
but shall be constructed and equipped to the given design requirements staged as follows:

Note: “If proposed”: These unit requirements are valid if tenderer choses the anaerobic stabilization of sludge
generated in the activated sludge tanks (anaerobic digester).
The design works shall include full process, architectural, layouts, site piping, mechanical, electrical
and automation disciplines to cover Stage 2 requirements.
The wastewater treatment plant shall fulfil the requirements stated in the EU Council Directive of 21
May 1991 concerning urban wastewater treatment (91/271/EEC) and amendment 1998/15 and those
stated in the relevant Turkish legislation.
Phosphorus and nitrogen removal shall take place at the treatment plant.
The engineering design of the works will be subject to the approval of the Engineer.
Hydraulic calculations and hydraulic profile should be calculated in accordance with the maximum
flow rate for the year 2032 and 2047 as required. Hydraulic design of the wastewater treatment plant
should be carried out for the worst-case scenario i.e. for the maximum flow rate of Stage 2 and when
one unit is out of operation. The calculations should also be controlled in accordance with the
minimum flow rate of Stage 1(i.e. in accordance with the control philosophy of the inlet pump) and
the maximum flow rate of Stage 1. Even in worst-case scenario, equal flow distribution to each
treatment unit shall be provided but flooded weirs shall not be designed.
Treated wastewater discharge pipe/channel to Acı Çay creek shall be designed and constructed in the
scope of this Contract.
The flow rate of in plant recycling streams shall be minimum 3% of daily average flow rate, pollutant
loads shall be minimum 5% of pollutant loads given in Table 2-3 except total nitrogen which shall be
minimum 10% of inlet total nitrogen load given in Table 2-3, if anaerobic sludge digestion process is
proposed.
Pollutant removal in preliminary treatment units (i.e. screens and grease and grit removal tanks) shall
not be taken into consideration in the design of WWTP units and equipment.

The required treated effluent quality to be fulfilled is stated in Table 2.4 above. The verification of this
fulfilment shall be carried out during the Defects Notification Period following the Employer’s Taking
Over in accordance with the procedures given in Section 4.21.2.1.
The required dry solids content of sludge is set out in Table 2-5.

The required dry solids content of sludge is set out in Table 2-5 above. The verification of this
fulfilment shall be carried out during the Defects Notification Period following the Taking Over in
accordance with the procedures given in Section 4.21.2.2.
Furthermore, the wastewater treatment plant shall fulfil the following additional environmental
requirements.
2.6.1 Noise
The maximum acceptable noise levels are given in Table 2-6.
The verification of noise level fulfilment shall be carried out during the Defects Notification Period
following the Taking Over in accordance with the procedures given in Section 4.21.2.4.
2.6.2 Odor
The following acceptance criteria shall be applied for odor control in WWTP in following table.
The verification of the odor treatment fulfilment shall be carried out during the Defects Notification
Period following the Taking Over in accordance with the procedures given in Section 4.21.2.3.
2.6.3 Vibration
The vibration levels of the equipment should be such that the following limits are met:
the daily exposure limit value standardized to an eight-hour reference period shall be 5
m/s2;
the daily exposure action value standardized to an eight-hour reference period shall be 2.5
m/s2.
the daily exposure limit value standardized to an eight-hour reference period shall be 1.15
m/s2 or, at the choice of the Member State concerned, a vibration dose value of 21 m/s1.75
the daily exposure action value standardized to an eight-hour reference period shall be 0,5
m/s2 or, at the choice of the Member State concerned, a vibration dose value of 9.1 m/s1.75.
Workers’ exposure to vibration shall be assessed or measured as specified in 2002/44/EC.
The requirements of Turkish Standards (TS) and other Turkish regulations shall be applied if they
require higher standards or specify higher quality than the Employer's Requirement or the standards
referred to therein.
Any standard, which fulfils the same functionality and describes the same quality level or better, can
replace any of the mentioned standards.
Special attention should be given to the fact that Çankırı is located in the 1st degree earthquake zone.
All structures and buildings shall be designed to withstand earthquake loads in accordance with the
Turkish Regulation for Constructions to be built in Seismic Areas.
Standards indicated in further sections of this specification are valid for design, supply, construction
and installation unless otherwise directed. Upon availability of similar standards for the same subject,
the priority of the standards shall be as follows:

2.8.1 EU Directives
Directive 97/23/EC on the approximation of the laws of the Member States concerning
pressure equipment
Directive 2006/95/EC on the harmonization of the laws of Member States relating to electrical
equipment designed for use within certain voltage limits
Directive 2004/108/EC on the approximation of the laws of the Member States relating to
electromagnetic compatibility and repealing Directive 89/336/EEC
Directive 94/9/EC on the approximation of the laws of the Member States concerning
equipment and protective systems intended for use in potentially explosive atmospheres
2.8.3 CE marking
The total installation and all parts of the plant shall be CE-marked in accordance with the Machinery
Directive and related directives, norms and standards.
The CE marking shall include all required tasks as described in the directive included but not limited
to:
Technical dossiers
Risk Assessments
Declaration of conformities
The design and the installation shall be carried out in accordance with the ATEX Directive and the
approved classification. All components shall be selected in accordance with the ATEX Directive.
