    1) The reason why despite having many laws and regulations for environmental protection,

    environmental pollution exist is that there is no strict implementation of these laws and
    regulations. Local Government Units, Barangay Tanods, and DENR, and other environmental

    regulations is that seafarers aren’t compliant and obedient enough toward these rules and
    regulations. For less expenditure of time, financial resource, and effort, they tend to neglect
