Ayon sa Republic Act No. 11350 o ang “National Commission of Senior Citizens Act”
ang lahat ng programa, proyekto, tungkulin at mga aktibidad ng Kagawaran ng
Kagalingang Panlipunan at Pag papaunlad na may kinalaman sa pag pro-protekta ng
ating mga Senior Citizens ay maililipat sa National Commission of Senior Citizens
(NCSC) kung kaya naman sila ang mangunguna sa pagsulong ng mga kaukulang
aktibidad sa unang linggo ng Oktubre.
Ang kawanihang ito ay nag aatas na ipalaganap and advisory na ito sa mga lokal na
pamahalaan na inyong nasasakupan, kalakip ang nabanggit na kasulatan mula sa
NCSC. Para sa karagtagang tanong patungkol sa nasabing pagdiriwang, maaaring

Proclamation No. 470, Series of 1994 dated September 26, 1994 declared the First
Week of October of Every Year or the period from October 1 to 7, 1994, and every first
week of October of every year, as Linggo ng Katandaang Filipino (Elderly Filipino
Week).
Moreover, per Proclamation No. 470, Series of 1994, the Department of Social Welfare
and Development (DSWD), Department of Health (DOH), Department of Education
(DepEd), Department of Interior and Local Government (DILG), and Coalition of Services
for the Elderly (COSE) are mandated to coordinate with and provide the necessary
assistance to the Federation of Senior Citizens Associations of the Philippines (FSCAP),
an NGO with nationwide machinery for carrying out the activities for the week. The
Secretary of DSWD shall chair the national committee it is to constitute, with FSCAP as
permanent Secretariat.
However, Republic Act (R.A.) No. 11350 [National Commission of Senior Citizens
(NCSC) Act] dated July 25, 2019 provides that all functions, programs, projects and
activities which are being undertaken by the DSWD for the formulation, implementation,
and coordination of social welfare and development policies and programs for the poor,
vulnerable and disadvantaged senior citizens have been mandated to be transferred to
the NCSC. Hence, it is appropriate for the NCSC to co-convene the activities for the 2021
Elderly Filipino Week Celebration.

WHEREAS, on 25 July 2019, Republic Act No. 11350 (RA 11350) otherwise known
as “National Commission of Senior Citizens Act” was enacted providing that “All functions,
programs, projects and activities which are being undertaken by the Department of Social
Welfare and Development (DSWD) for the formulation, implementation, and coordination of
social welfare and development (SWD) policies and programs for the poor, vulnerable and
disadvantaged senior citizens” shall be transferred to this Commission;
WHEREAS, among the projected outcomes under the Action Plan for 2020-2022
involves the establishment of Age-Friendly Cities and Communities that envisions senior
citizens are treated with respect and are able to exercise the full range of human rights, free
from all sources of abuse and all forms of discrimination;
WHEREAS, pursuant to Republic Act No. 11223, otherwise known as the Universal
Health Care Act, the DOH issued AO No. 2020-0040, which, among others, describes a
standard package of health services that shall be provided by primary care facilities and health
care providing networks, including individual-based health services, disaggregated by age
groups (including those 60 years old and above);
WHEREAS, there are various resources that can be used to fulfill the constitutional
and legislated policies whereby the senior citizens are assisted and appreciated by the
community as a whole, provide services and activities beneficial to them, their families and the
communities they serve, and establish community-based health and rehabilitation, educational,
and socio-economic programs for all senior citizens;

WHEREAS, WHO has also published a guide for global age-friendly cities, describing
age-friendly features classified under eight topics: (1) outdoor spaces and buildings; (2)
transportation; (3) housing; (4) social participation; (5) respect and social inclusion; (6) civic
participation and employment; (7) communication and information; and (8) community
support and health services;
WHEREAS, in the interim, the Commission will co-convene the celebration of the
2021 Linggo ng Katandaang Filipino or Elderly Filipino Week from October 1 to 7, 2021
pursuant to Proclamation No. 470, Series of 1994;
APPROVED and ADOPTED this 31st day of August 2021 at the Meeting of the
Commission held via Zoom.
