I. Rationale:
The threat posed by the COVID-19 pandemic is still looming over
everyone. Every day, the number of persons afflicted with the virus grows.
Only 5.5 percent of the Philippine entire population, or around 6.1 million out
of 111.5 million Filipinos, has been properly vaccinated as of the end of July
2021. The 58M target is expected to be met by the end of the year, but herd
immunity is still a long way off. Face-to-face classes for the coming school
year are still impossible, based on these statistics.
President Rodrigo Roa Duterte on his 6th and Final State of the Nation
Address on July 26, 2021, said, "despite our inability to conduct face-to-face
classes during this pandemic, we remained determined to deliver quality and
accessible education to all. Creation of the basic educational learning
continuity plan that enables uninterrupted learning to students in the basic
education sector and for ensuring the teachers' health, safety and wellbeing."
Hence, schools still need to prepare their SB-LCP that would meticulously
detail the implementation plans for alternative forms of learning delivery that
are more convenient and accessible to all learners.

Objectives:
1. To develop a School-based Basic Education Learning Continuity Plan
using the most applicable learning modality with emphasis on Blended
Distance Learning Modality-Printed + RBI to be implemented for SY 2021-
2022;
2. To effectively and efficiently deliver the “Most Essential Learning
Competencies (MELCs)” using the acceptable delivery modes as printed
modular to be supplemented with a Radio-based Instruction to ensure quality
education; and

3. To ensure adherence to policies and guidelines set by DepEd, LGU,
DOH, and IATF to secure the safety and well-being of learners, teachers, and
stakeholders.

d) Learning Environment

The COVID19 outbreak has a great impact to the educational sector. Schools are
temporarily closed and learning from home becomes the new normal. But education
should be a top priority. Learning must continue in the midst of pandemic but the health
and safety of the learners and the school community are of utmost importance.

In its preparation for the opening of classes this school year on September 13,
2021, AO Floirendo National High School conducts Brigada Eskwela and Oplan Balik
Eskwela to inform and address problems and concerns encountered by the students and
parent and strengthen partnerships with education stakeholders to ensure quality basic
education despite the current pandemic. Moreover, as a response to the disruption of
classes brought by the Covid-19 crisis, the school launched the use of Blended Learning
Delivery Modalities, making use of Modular Distance Learning and Radio-Based
Instruction to reach and help its learners in their learning persuasion.

Named as EdukaRadyo sa AO Floirendo, this makes use of Frequency Modulation


(FM) Station for an advantage of power and bandwidth efficiency. With FM station’s free-
space propagation, it is easier to setup the antenna system. Teachers and learners
communicate real time and it allows the students to study based on their abilities to learn
skills or competencies at their own pace.

To equip the teachers with the knowledge of Radio-based Instruction, the school
initiated a school-based training last August 16-20,2021. The said training aimed to
orient the teachers on the process of developing lessons and radio scripts suited for the
learners in preparation for the production of interactive episodes, development of
essential competencies that will fit the listening skills of the learners. In these times,
home environment and learning are interrelated to adapt to the new normal education.
In support, transistor radios were donated by generous sponsors and stakeholders
which will be distributed to chosen recipients.

Additionally, in an effort to fight the unseen enemy, certain measures are needed
to reduce the risk of exposure and spread of COVID-19. As such, health and safety
protocols are strictly implemented in the school premise. Everyone has the responsibility
to practice social distancing, ensure frequent handwashing, observe cough/sneeze
etiquette, and observe proper tissue usage and disposal.

Everyone is advised to wear their face masks and face shield and submit to the
set of safety health protocols before entering the campus. Hand sanitizer and alcohol are
available by the entrance and in different areas of the school. Sanitizing footbath is also
provided at the entrance of each classroom and office. School disinfection is done
weekly as well for safety purposes. Alternative Working Arrangement is also observed
for the safety and well-being of the teaching and nonteaching personnel.

AO Floirendo National High School will continue to move forward to serve its

clientele amidst the battle against COVID19 and ensure that learning will continue and
learners will be provided with the quality education they deserve.
e) Status of the SLMs

• It has been anticipated that the pandemic will still not end and the Distance
Learning Delivery mode of classes will continue, hence, SLMs were required to
be returned. Parents returned the SLMs the way they received them. To date,
returned SLMs are still in good condition and can still be used for the next school
year.

dependence on printing modules to exploring interactive learning materials through any

ASSESSMENT OF DISTANCE LEARNING
(Lessons Learned, Insights to Basic Education Post Pandemic Future)

▪ Distance learning is flexible and financially efficient because students save money
on transportation, and rentals (because students will just have to stay home).
▪ Distance learning is difficult for students who live in rural areas where connection
to the internet is slow and unstable. It is difficult for the teachers especially for
those who cannot easily adapt to the new technology.
▪ Should the issue of connection and expensive mobile data be resolved, I guess
some students will choose distance learning over face-to-face because students
are more comfortable with technology since they are digital natives.
▪ Even after the pandemic, I guess distance learning will become more established
and so it will still be offered in schools to cater to those students who cannot
attend the regular class for some reason.
