2 The Environmental Management Plans - submitted by NTPC has been examined. The
Ministry of Environment & Forests hereby accords Environmental Clearance of Rammam
Stage - III HEPP per the provisions of Environmental Impact Assessment Notification,
1994, subject to strict compliance of the terms and conditions as follows:-
3 Part A: Specific Conditions:
(i) Catchment Area Treatment Plan as has CAT PLAN
been proposed should be completed in The CAT plan is being implemented through
three years. State Forest Department as a deposit work of
respective states of West Bengal & Sikkim. An
amount ofRs. 3.2562 crores & Rs. 1.189 crores
have been deposited to the forest department of
West Bengal & Sikkim in 2008 & 2010,
respectively. Fund utilisation for Sikkim portion
during 2009 & 2010 furnished by DFO, LU &
E (West), Forest, Envi. & WL Management
Department, Govt. Of Sikkim has already been
forwarded to MOEF &CC, Shillong, vide
NHLlRammamIII/11-12/01 dated 9th May
2011. Fund utilization report for W.B. part is
still awaited.

(ii) Considering the landslide prone area,
tunnelling!road construction should be
done with great care under close
supervision.
(iii) The construction activities would
require a crusher to crush large lumps of
rock to the requisite site of coarse as
well as fine aggregates. The effluent
generated from these crushers will have
high suspended solids. The effluents
need to be treated before disposal.
Settling tank of appropriate size for
treatment of effluent from various
crushers should be provided.
(iv) A mmimum flow of 1 cumec shall
always be released from the barrage.
The minimum flow to be released is
about 22% of the minimum flow of 4.47
cumec recorded in river.
(v) All the equipment which is likely to
generate high noise levels are to be fully
modified (noise reduction measure).
(vi) Clearance from national committee of
Seismic Design parameters (NCSDP) of
CWC should be obtained.
(vii) Total 216 families from nine villages
will be affected. The affected families
should be rehabilitated as per NPRR-
2003.

Rammam Stage -11/ HPP
Due care is being taken during
tunnelling/construction of project road. Expert
agency CIMFR (Central Institute of Mining and
Fuel Research) has been engaged by both the
Major Civil Contractors, as a part of their
contractual obligation, for design of blast
pattern and monitoring of tunnelling works.
Another expert agency, Geological Survey of
India (GSI), is also associated with NTPC,
Rammam, vide MoU dated 8th Feb' 2015, for
supervision and advice on tunnelling! road
construction andl or any other vulnerable area
of construction.
All care is being taken to remove the suspended
solids from crusher effluent before allowing it
to enter into natural streaml river. The Crusher
Plant Effluent is passed through Settling Tank
and only the sediment free water is allowed to
enter the natural stream.
Minimum flow of 1 cumec shall be allowed
during operational stage of the project.
At present, during the construction stage, no
impoundingl stoppage of river water flow is
being done. The river has been diverted through
diversion channel to facilitate the construction
of Barrage.
The utmost care is being taken at site. Silent
Generator is being used to reduce noise level.
All reports for Noise level are within normal
limits.
Seismic study has been conducted by lIT
Roorkee. The suggested Earth Quake (EQ)
design parameters have been cleared from
National Committee of Seismic Design
Parameters (NCSDP) of CWC and are being
adopted for design of the project components.
(Report already submitted to MOEF, Shillong
through e-mail in May 2011) (Ref. Compliance
Report submitted vide NHLlRammamIII/11-
12/01 dated 9th May 2011).
One time settlement for R&R package to
affected PAPs has been agreed during VDAC
meeting as per R&R policy. Total of Rs. 3.35
crores disbursed as per R&R policy till
30.09.2018.

(viii) All the assurance/commitments given by
project authority in the Public hearing

(ix) The Singalila National Park is located at
a distance of 5 km from the project site.
The wild life conservation plan
proposed for protection of wild life in
protected area on page 155 of EMP,

(iv) All the labourers to be engaged for
