Reduction in Indonesian Oil and Gas Industry
Ms. Denise Mulholland
Team Lead, International Methane Reduction Activities U.S. Environmental Protection Agency In support of the Global Methane Initiative Global Methane Initiative (GMI) Since 2004 ▪ GMI is an international public-private partnership • 45 Partner Countries focused on reducing barriers to the recovery and use of • 700+ Project Network members methane as a clean energy source • Alliances with international organizations focused on methane recovery and use ▪ GMI advances methane mitigation in three key sectors: – Oil and Gas, – Biogas (Municipal Solid Waste, Agriculture and Wastewater), & – Coal Mines. Oil & Gas Subcommittee
Co-Chairs Partner Country Delegates
Steering Biogas Committee Subcommittee
Project GMI Partner Countries
Network Members represent approximately Secretariat Coal Mines 75% of methane emissions Subcommittee from human activities. 2 GMI Accomplishments Since 2004
Grown from 14 to 45 Partner Countries
Leveraged more than $655 million dollars for
projects and training
Approximately 750 Project Network members
Conducted more than 1600 assessments, feasibility
studies, study tours, and site visits Since 2004, GMI has Provided trainings for more than 50,000 reduced CH4 by > people in methane mitigation 450 Developed more than 140 tools, reports and MMTCO2e other resources to support methane mitigation 3 It’s an Exciting Time for GMI!
▪ GMI re-chartered through May 2031
– Raise ambition and elevate international awareness of the critical need to reduce methane emissions now – Promote technical expertise and lessons learned – Harmonize efforts with The Paris Agreement, CCAC, EU Methane Strategy, and potential United Nations Declaration – Formalize new partnerships with key organizations
2021 2033
GMI Recharter – through 2031
CCAC Strategy - through 2030 International Decade for Methane Management (potential) EU Methane Strategy – through 2030 4 Recent Highlights
On 3 June 2021, GMI reached hundreds of global stakeholders
through A Call to Action on Methane, a live event featuring keynote addresses and an industry panel discussion. ▪ Raised international awareness of the critical need to reduce methane A recording of the live event is available emissions on GMI’s Call to Action website ▪ Emphasized opportunities for international leaders in industry, private sector, and government to take action More than 800 individuals ▪ Celebrated GMI’s re-chartering from 70 countries registered to attend In 2021, we welcomed three new Indonesian delegates to the GMI Oil & Gas Subcommittee from the Indonesian Ministry of Energy and Mineral Resources, Directorate General for Oil and Gas ▪ Mr. Putu Suardana, Coordinator, Engineering and Environmental Safety ▪ Mr. Agustin Hermawan, Sub-Coordinator, Environmental Safety ▪ Ms. Chitra Ria Ariska, Inspector of Oil and Gas 5 2021 Top priorities: GMI Work in the Oil and Gas Sector ▪ Identify best practices for methane emissions reductions and use Our goal: ▪ Distribute tools, data, and ▪ Deploy and promote use of best practices, policies and technologies resources about methane to reduce methane emissions from O&G sector mitigation What we do: ▪ Build capacity to implement methane policies and ▪ Work directly with companies and countries to reduce barriers projects – Provide technical assistance and build capacity to understand sources, opportunities and the business case for mitigation projects Primary activities: ▪ Regularly engage 54 members and across 26 countries on the GMI O&G Subcommittee, Project Network Members, UNECE, CCAC and IEA ▪ Conduct webinars hosted by technical experts: ▪ Develop training resources Improve O+G Help Partners Provide targeted Promote success methane emissions understand opportunities for support for to foster ▪ Promote technical tools implementation replication quantification reductions and resources and upcoming events 6 Recent GMI Oil & Gas Resources GMI 2020-2021 technical webinar series on Methane Solutions: Policy and Technology • Best Practice Guidance for Effective Methane Management ▪ Mitigation technologies to in the Oil and Gas Sector: Monitoring, Reporting and reduce methane emissions Verification and Mitigation (UNECE and GMI, 2019) ▪ Marginal abatement cost • Guidance and case studies for facility owners, operators and curves for methane emission government policymakers. abatement technologies • Identifying and Evaluating Opportunities for Greenhouse ▪ Cost effective leak detection Gas Mitigation & Operational Efficiency Improvement at Oil and repair programs and Gas Facilities (GMI 2020) ▪ Improved Collection and • Introductory guidance on identifying, evaluating, and advancing Verification of Methane cost-effective, high-impact opportunities to manage greenhouse gas Emissions Data for Effective (GHG) emissions and energy use at O&G facilities.
