1. GENERAL

1.1. Scope

This specification sets out the minimum requirements and the inspection plan for the
design and the installation of auxiliary plants in prefabricated single-piece cabins for
electric machinery and equipment.

The plants, object of this specification, which shall be defined in the relevant Data
Sheets, are mainly the followings:

• Electric plant
• Earthing system
• Ventilation and air conditioning plants
• Pressurisation plant
• Fire, smoke and gas detection system
• Fire-fighting system

For all the aspects not covered by this specification, reference is made to the applicable
Normative references and to the project technical documentation, and in particular to:
• Technical Data Sheet (T.D.S)
• Inspection Data Sheet (I.D.S.)
• Requested Documentation Data Sheet (R.D.D.S.),
The technical requirements of this Functional Specification are based on considerations
relevant to performances and efficiency. All the requirements refer therefore to objective
logic and then cannot be discriminatory.
Any proposed alternative shall be evaluated if its operative and performance validity, as
requested by this document, is demonstrated.

1.2. Normative references

The Normative references and the Publications relevant to the whole plants are listed
here below.
As far as applicable, a priority reference shall be given to the EN normative references
and to the CENELEC harmonisation documents or, in their absence, to the CEI,
CEI/UNEL, UNI ones and to the IEC Publications.
The requirements of Laws and Rules issued by the local Authorities or Legal Bodies,
under which jurisdiction the plants shall be installed, shall be always respected.

2. FUNCTIONAL REQUIREMENTS

2.1. Operative environment

The plants shall be designed and fabricated for the environment conditions of the
installation site, as defined in the Data Sheet.

2.2. Design

2.2.1. Electric plant

2.2.1.1. Sizing

If not otherwise indicated, the design data shall be:

• a.c. voltage (Vac) = 380/220 V - 50 Hz


• d.c. voltage (Vdc) = 110 V
• Short circuit current for single phase circuits(Icc) = 6 kA
• Short circuit current for three phases circuits(Icc) = 10 kA

The following electric plants are normally provided to each cabin:

• electric power
• internal normal lighting
• external normal lighting
• emergency lighting.

Electric circuits feeding one single user shall be sized according to the nominal power of
that user.
Electric circuits feeding more than one user shall be sized in accordance with a
conventional load given by the sum of the nominal powers of the users, multiplied by a
service factor defined by the Contractor, which however shall not be lower than the here
below listed values:

The use of fuses is not accepted.


The circuits shall be sized and protected in accordance with the normative references, on
the basis of the following maximum acceptable voltage drops:

• Lighting distribution : 2 %

2.2.1.2. Distribution panel

If not otherwise indicated in the project documents, a panel shall be provided for the
electric distribution, in two sections:

• lighting distribution panel;


• power distribution panel.

Three lines shall be connected to the lighting distribution panel. Their voltages, if not
otherwise indicated in the Data Sheet, shall be:

• 220 V - 50 Hz for the internal lighting system


• 220 V - 50 Hz controlled by photoelectric cell for the external lighting system
• 110 V - d.c. for the emergency lighting system.

The panel shall be fabricated with internal sections obtained by barriers or diaphragms as
per EN 60439-1. Its sectioning form shall be indicated in the Data Sheet. If not otherwise
indicated, the panel shall be Form 2 segregated.

The control circuit for the power supply to the outdoor lights (photoelectric cell) shall be
located in the lighting distribution panel.
The emergency lights shall be automatically activated lacking the normal lighting.
The relevant automatic commutation device shall be located in the distribution panel.
A single three phases plus neutral line shall feed the power distribution panel, which shall
distribute the electric power to sockets and other users.

2.2.1.3. Protection degree

The protection degree of plants and materials shall be defined in accordance with the
installation site. If not otherwise indicated, it shall be defined as follows:

• outdoor circuits : IP 54
• indoor circuits : IP 23

2.2.1.4. Safety execution

When required in the Data Sheet, a AD-PE type safety plant, in conformity with CEI 64-2,
shall be provided for the batteries and gas generators rooms.

2.2.2. Earthing system

Each cabin shall be provided with an earthing system to be connected to the external
general system.
A main ring, made by a copper plait or bar, protected against its oxidation, and with a
section not lower than 95 mm2, shall be placed on the bottom of the cabin.
The main ring shall be connected to four earthing plates (BHT type) welded externally to
the skid of the cabin.
If not otherwise indicated, all the connections shall be provided by insulated copper 25
mm2 plait.

2.2.3. Telephone plant

The plant shall comply with the Company's requirements. It shall include conduits, cable
trays, cables, internal sockets, call repeaters, boxes with terminal strips for the
connection to the external network, telephone sets and all what is necessary for a
workmanlike execution.
Every telephone socket shall be individually connected to the main box by a single 1 x 2 x
0.6+T cable.

Standard series civil wall or desk type telephone sets with decadic keyboard and earthing
key, equipped with a three poles standardised plug, shall be utilised.

2.2.4. Ventilation and air conditioning plants

2.2.4.1. Ventilation plant

The ventilation system shall be sized for a number of air exchanges calculated on the
basis of the temperatures dissipated by the equipment and the heat to be removed. A
minimum of 12 exchanges per hour shall be taken into account.
In addition, the system shall guarantee to the power generation rooms the complete air
washing (and removal of any presence of gas) of the internal environment before
activating the unit.
Suitable measures shall be provided to avoid the entrance of foreign bodies (leaves,
insects, etc.) through the air inlets.
The ventilation plant shall be able to maintain a differential pressure between indoor and
outdoor.
An internal pressure larger than the external one shall be obtained for installations in
classified areas; the internal pressure shall be lower than the external one for installation
in safe areas.
The ventilation air shall be taken in a safe area and discharged in points where it cannot
be re-circulated in the system or in the filtering system of the combustion air.
The system shall include, at least, the following items:

• main fan driven by electric motor


• auxiliary fan driven by electric motor
• fire stop air dampers with closing system automatically activated by the fire-fighting
system
• low air flow switch
• connecting cables and junction boxes.

In the event of any failure to the main fan, the stand-by fan shall be activated
automatically. At the same time, an alarm signal shall be activated.
The ventilation shall be stopped only for a fire shut down.

2.2.4.2. Air conditioning plant

The air conditioning shall be guaranteed by autonomous wall conditioners or by a "roof-


top" type conditioning and pressurisation plant.

a) Autonomous wall conditioners

Autonomous single-piece conditioners shall be installed, controlled by an electric


control panel equipped with a regulation thermostat and a commutator, able to
guarantee the following minimum operating conditions:

• ventilation (high speed);


• ventilation (low speed)
• forced cooling
• normal cooling.

b) Roof-top air conditioning and pressurisation plant

The "roof-top" plant includes a single-piece air cooled conditioner and an air delivery
and return distribution system.
The conditioner, of the autonomous type, shall be able to provide:

• air filtering
• summertime cooling and dehumidification
• winter heating.

The electric supply alone shall be necessary to obtain the above treatments. Any
other system is included in the unit, as the automatic regulation of the ambient
temperature.
Ducts in galvanised plates shall be utilised for the air distribution, both for air delivery
and its return. The route of the ducts shall be indoor or outdoor (normally on roof top).
The ducts internal routes for the air delivery shall be thermally insulated and
soundproofed internally. No soundproofing or thermal insulation is required for the air
return ducts.
The outdoor ducts, both the delivery and the return ones, subjected to atmospheric
environment, shall be thermally insulated and soundproofed.

When an additional conditioner, acting as stand-by unit, is required by safety


considerations on the plant operations, it shall have the same technical characteristics
of the first one.
The plant shall be arranged for a switch from the running unit to the stand-by one,
controlled from the main electric panel, to obtain equal operation periods for the two
units.
To achieve this condition, both the conditioners shall be equipped with a motorised
damper interlocked with the fan motor, both on the delivery and on the return.
The units shall be positioned so that a simple delivery and return duct-box connection
is obtained. The respective ducts shall depart from this connection.

2.2.5. Fire detection and fire-fighting system

When required, the system shall be provided to detect the following anomalies:

• smoke presence
• flame presence
• toxic gas or explosive compound presence.

2.2.5.1. Smoke presence detection

Detectors shall be installed in the rooms to be protected, in the ceiling and below the
false floor (if any).
The quantity and the position of the detectors shall be defined case by case in
accordance with the dimensions and the characteristics of the cabin.

2.2.5.2. Flame detection

UV/IR detectors for the flame presence shall be installed in the rooms to be protected.
They shall be installed on walls or on the ceiling. The quantity and the position of the
detectors shall be defined case by case in accordance with the dimensions and the
characteristics of the cabin.

2.2.5.3. Toxic gas or explosive compound presence detection

The installation of these detectors is required when the cabin is close to classified areas,
at such a distance that the safety is not guaranteed, due to process or atmospheric
hazards.
When these conditions exist, the detectors shall be installed in front of the conditioning
system intakes. In the absence of a conditioning plant, the detectors shall be installed
close to the cabin on a support pole at an elevation of about 1.5 m from the soil.

2.2.5.4. Carbon dioxide ( CO2 ) fire-fighting plant

The system includes one or more cylinders containing the extinguishing agent, connected
to a distribution system installed on the ceiling and below the false floor (if any).
The cylinders shall be installed outdoor, in proper spaces of the cabin itself, protected by
steel plate panels.
If the cabin has more than one room, each room shall be provided with a plant arranged
and sized in accordance with the room volume.
Proper optical/acoustical warning system shall be installed inside the rooms protected by
CO2 extinguishing systems, and outside, close to the access points to the room.
No Halon extinguishing system shall be utilised.

2.2.5.5. Manual fire-fighting systems

In addition to the above specified systems, the cabins shall be equipped with portable
CO2 extinguishers, in accordance with the plant type and whenever required.
The quantity of extinguishers shall be defined case by case and indicated in the Data
Sheet.

2.3. Materials

Materials and equipment shall be designed and fabricated in accordance with the
environment conditions indicated in the Data Sheet.

In addition, all the certificates required in the relevant I.D.S. shall be provided.

2.3.1. Lighting fixtures

The lighting fixtures shall comply with the applicable requirements of CEI EN 60598,
Parts 1 e 2, and to the requirements of this specification.

If not otherwise indicated, the rooms internal lighting shall be controlled by a control
device located in the proximity of the entrance door. The minimum lighting levels listed
here below shall be provided.

The normal service lighting shall be provided by fluorescent lamps.

If not otherwise indicated, the emergency lighting shall be provided as follows:

• by incandescent lamps, when a d.c. dedicated supply is available;


• by lighting systems provided with integral buffer batteries, when a d.c. dedicated
supply is not available.

All the lighting fixtures for fluorescent lamps shall be provided with a reactor and a power
factor correction capacitor.

2.3.2. Cables

The electric cables shall be of the fire retardant type in conformity with CEI 20-22 and
with a low emission of fumes and toxic and corrosive gases in conformity with CEI 20-37
and CEI 20-38.

The colours of the cores shall be in accordance with the relevant normative references.

2.3.3. Outlets

The outlets shall comply with the required types and/or approved by the Company.
The wall outlets shall be installed at an elevation not lower than 300 mm from the floor
(measured from the outlet's center line).
The outlets for equipment which may cause hazard during the connection or the
disconnection of the plug (due to high power or special characteristics), and all the outlets
for a nominal current larger than 16A, shall be provided (upstream the outlet) with a
switch, which shall allow the connection/disconnection operations in open circuit
conditions.

2.3.4. Exhaust fans for the battery room

Two exhaust fans (one stand-by) shall be installed in the battery room.
If not otherwise indicated, exhaust fans in EEx -d-IIC-T3 execution shall be installed in
conformity with CEI 64-2, for rooms classified as hazardous areas, such to require AD-
PE plants.
Their power shall be sized in accordance with the capacity of the battery and the required
number of air exchanges.
The power of each exhaust fan, for batteries with a capacity up to 400 Ah and with a total
charging time of 5 h, shall be such to guarantee an air exchange of 2600 3m/h, during the
charge operations.
The power of the exhaust fans, for batteries with larger capacity, shall be defined in
accordance with the requirements of the normative references.

2.4. Installation

The plant shall be installed in conformity with the normative references.

2.4.1. Electric plant

2.4.1.1. Conduit laying

The distribution inside the cabins shall be of the "on sight" type.
The cables shall be installed inside conduits or cable trays in self-extinguishing type resin
with low emission of fumes and toxic gases.
The internal diameter of the conduits shall be at least 1.3 times the diameter of the
circumscribed circle to the cables bundle or 15 mm, whatever is the maximum.

If not otherwise indicated, the plant in the batteries rooms shall be of the AD-PE type, as
per CEI 64-2.

2.4.1.2. Cables laying

The electric and telephone cables shall be installed in independent conduits, cable trays
and junction boxes, to not generate reciprocal disturbances.
All the openings for the passage of cables shall be sealed with self-extinguishing
compounds. Where required, they shall be in fire-tight execution.

2.4.2. Instrumentation plant

The instrumentation system relevant to the smoke detectors shall be in non-safe


execution, except for the detectors installed in the batteries rooms, where it shall be
intrinsically safe.
The plant relevant to the flame detectors shall be always intrinsically safe.

2.4.2.1. Cables laying

The intrinsically safe cables shall be laid in segregated and properly identified routes.
The a.c. supply cables shall be laid in separate routes.

2.4.2.2. Pneumatic plant

The pneumatic plant for the air dampers control shall be in AISI 316 L stainless steel
tubing, from a pneumatic distributor equipped with on-off needle valves.
The distributor shall be placed in such a way that the connection outside the cabin can be
carried out by the Company.
The compression fittings shall be in AISI 316 L.

2.5. Spare parts

2.5.1. Spare parts for the start-up

The Contractor shall suggest the spare parts for the start-up, on the basis of his
experience and of the used materials and components.

2.5.2. Spare parts for the maintenance during operations

The Contractor shall supply a list of spare parts for the operations period defined in the
project documentation, complete with the suggested quantity for each type.
When required, the list shall be supplied on Company's forms.
The spare parts shall be equal to the installed components, and packed for a long
preservation.

2.6. Safety

2.6.1. General requirements

The Contractor shall guarantee that the plants supplied in conformity with this
specification shall be fabricated workmanlike to comply with the safety requirements of
the normative references.

2.6.2. Protection against direct contacts

The active parts of the electric circuits shall be located and protected in conformity with
the requirements of the normative references, so that trained and authorised personnel
can carry out the following operations, while the plants are energised, without any danger
of direct contacts:

• visual inspection of the manoeuvre equipment;


• adjustment and reset of relays and switches, and inspection of signalling devices and
instruments;
• replacement of auxiliary fuses, lamps, etc..;
• voltage and current measurements and fault detection, obtained by means of
dedicated properly insulated instruments;
• connection of entering cables;
• removal of the components from any de-energised circuit, for maintenance purposes.

The protection shall be obtained by earthing the accessible metallic items.

2.6.3. Protection against the indirect contacts

The protection shall be provided by a protection circuit connected to the earthing plant, in
conformity with the neutral system indicated in the Data Sheet and the CENELEC HD
384 Harmonisation Document.
As a consequence of the above, a protection bar (PE) shall be installed in all the panels.
If the panels have a complete insulation, the protection bar (PE) shall provide the
connection of the protection cables and the cables armours from outside the panel. It
shall remain insulated from the active items and the masses.

The earthing protection shall be integrated by earthing differential devices.


These devices shall be installed on each single circuit both for the power and the lighting
distribution.

2.7. Requirements for Quality Management and Assurance

Requirements for Quality Management or Quality Assurance, where appropriate, are


contained in the Specification enclosed to the Tender documents.

2.8. Additional requirements for review

When required, the following additional requirements shall be indicated in the Inspection
Data Sheet (I.D.S.):

• type test;
• acceptance test (individual);
• special test.

The procedures for those inspections and tests which are not specified in the normative
references and this specification, but required in the Inspection Data Sheet (I.D.S.), shall
be defined on a case by case basis.

2.9. Documentation

The Contractor shall provide the Company with all the documentation listed in the
Required Documentation data Sheet (R.D.D.S.) in compliance with the stated procedures
and schedule.
The technical documentation shall be in the official language indicated in the Data Sheet.
The symbols specified in the normative references shall be utilised.
