Chairman of HATHI
Warm Greetings,

Praise to Allah SWT for His grace, we can consistently hold our
annual meeting, which is the 38th Annual Scientific Meeting (PIT)
and the 7th International Seminar of HATHI. We should be proud
that we can still hold our scientific event, even though the pandemic situation in Indonesia
is not over yet. We should also appreciate our hard works to organize our prestigious virtual
meeting, especially to the committee and HATHI Branch of East Java for all preparation
within all the limitations of this pandemic era, while still being disciplined in carrying out
health protocols.

This year’s scientific meeting is based on the realization that the provision of adequate
infrastructure is necessary to support economic growth and national development. The
pandemic conditions since the beginning of 2020 have put many countries including
Indonesia experiencing difficulties in the provision of maximum function of infrastructures.
In order to realize sustainable management of water resources, infrastructure is needed to
address some issues related to water conservation, water utilization, water damage control,
community empowerment, and utilization of water resources information systems. HATHI
as one of the professional organizations in Indonesia has to play its role to contribute fruitful
ideas to the government in improving people’s welfare as well as better water resources
management performance in the future.

The 38th PIT events and 7th International Seminar of HATHI will be held through a Plenary
Session with 3 (three) keynote speakers, subsequently be followed by Parallel Sessions with
18 selected presentations of local and international presenters. By this annual intellectual
meeting, HATHI will continuously facilitate a forum for water resource experts consists
of academics, practitioners, community social institutions, and environmental observers
to share experiences, knowledge, and technology for integrated and sustainable water
resources management.

Seeing the number of confirmed participants, we know that our enthusiasm to participate
in this event seems to be higher. That is why, I would like to thank all participants.

Finally, welcome to the 38th Annual Scientific Meeting (PIT) and the 7th International Seminar
of HATHI by wishing success to this event, may Allah SWT always provide great benefits to
all our efforts.

Assalammualaikum Warahmatullahi Wabarakatuh.

It is an honor for HATHI (Indonesian Hydraulic Engineer Association) East Java Branch, which in
2021 gained confidence to host the 38th HATHI PIT (Annual Scientific Meeting), as well as the 7th IS
of HATHI (The 7th International Seminar of HATHI) in Surabaya, East Java.

HATHI which began to be considered in 1980, then officially established as a professional organization
on January 20, 1981 in Bandung, initiated PIT as a scientific activity annually that was first in 1984
in Jakarta which until now continues every year without any break. HATHI Surabaya Branch, which
since 2019 was renamed as HATHI East Java Branch, had the honor to host those events. The city of
Surabaya, which if calculated to be a venue until this year has reached four times, namely PIT-2 in
1985, PIT-12 in 1995, PIT-25 in 2008, and currently PIT-38 in 2021. While the 7th HATHI International
Seminar from which is held every 2 years, the city of Surabaya is used as a seminar venue for the
first time.

The theme raised at the 38th Annual Scientific Meeting and the 7th International Seminar in 2021 is
“Tribute to 60 Years of River Basin Management in Indonesia: Infrastructures Management for
Sustainable Water Security”. This theme was taken to appreciate the nation’s work in managing and
maintaining the river, and marked that the pioneer of river management in Indonesia is a river in East
Java, namely the Brantas River. Sixty years ago began to develop integrated management of the
Brantas River area, not only addressing river water problems but also regional and environmental
problems to be managed properly. Congratulations on the success so far and we thank you.

The honorable participants of PIT and international seminar, please apology with various limitations
that exist, because it is still in the Covid-19 pandemic, the implementation of this seminar was held
online supported by ITS (Institut Teknologi Sepuluh Nopember). Infrastructure and information
technology devices use the facilities in ITS Research Center Building as a seminar operation center.
Lecturers and students of Civil Engineering Department of ITS participated as seminar organizers,
who were shoulder to shoulder with HATHI members mainly from BBWS Brantas (Brantas River
Regional Services) eagerly to make the execution of this seminar successful, as well as supported
by Public Communication Unit of ITS. That’s why we should give the highest appreciation to them.

We report that there have been scheduled papers to be presented in 12 break out rooms, for
International Seminar groups as many as 30 papers and PIT as many as 171 papers so that a total of
201 papers. Some papers will be recommended for publication in international journals as many as
6 papers and national journals as many as 17 papers, the rest are published in seminar proceedings.

On this occasion we would like to thank all those who participated especially to the parties in this
event, the honored Dr. Jae-hyeon Park, President of Asia Water Council (AWC), Ir. Sukistijono Dipl.
HE. of BBWS Brantas, and Prof. Dr. Ir. Mochamad Ashari, M.Eng., Rector of Sepuluh Nopember
Institute of Technology (ITS) for willingness to enlighten as key speakers at the plenary session of
the opening ceremony.

Together we also express our highest gratitude and appreciation for the willingness to give a speech
to Mr. Ir. Jarot Widyoko Sp-1 as Chairman of HATHI.

Deep respect and gratitude to Mrs. Dra. Hj. Khofifah Indar Parawansa, M.Si. as Governor of East Java,
for her willingness to give a speech at this event.

Furthermore, we express our highest respect and appreciation to the Minister of PUPR (Public Works
and Public Housing), Mr. Dr. Ir. Mochamad Basoeki Hadimoeljono, M.Sc. for his willingness to convey
directions and officially open the PIT-38 and the 7th IS of HATHI event in 2021.

By saying Thank God for the presence of Allah SWT, the Indonesian Association of Hydraulic
Engineers (HATHI) can hold the 38th Pertemuan Ilmiah Tahunan (PIT 38) and the 7th International
Seminar, even though it is still in the atmosphere of the COVID-19 pandemic. This is in accordance
with the spirit of the association that HATHI will continue to strive to create innovations in the wa-
ter sector aimed at the welfare of the community. This scientific meeting is a part of the agenda
that must be carried out by Division IV HATHI (Scientific Meetings, Seminars, and Journals) which
is an arena for disseminating the information related to the results of water research and practi-
cal experience in managing water resources. Through the scientific meeting, it is anticipated that
there will be interaction between observers of the water sector, both from academics and prac-
titioners, so that water resource management in various sectors in the future can be carried out
more effectively, efficiently, and sustainably. Likewise, PIT 38 and the 7th International Seminar at
this time, with the theme “60 Years of Brantas River Management: Infrastructure Management for
Sustainable Water Security”, is expected to have implications for HATHI’s organizational goals, i.e.,
providing the welfare to the community.
Congratulations on active participation of PIT 38 and the 7th International Seminar of HATHI.
