1. PURPOSE

The Company’s’ Risks & Emergency Management Office is mandated and committed to the
health, safety and security of its general employees, staff, management, GMPs and other
stakeholders. This commitment can only be realized through planning and constant training for
the effective and efficient implementation of emergency management. This plan outlines the
steps to prepare, train and respond to an emergency occurring in our workplace areas.
This COMPANY’S Emergency Guide serves as the “checklist” that will direct employees and
stakeholders in the event of an emergency happening in any of Company’s’ affiliated
companies and business units. This manual does not profess to cover every emergency
situation but is enough to provide the elementary steps to cope with most of the workplace’
emergency incidences. No situations are the same and our responses are demanded by the
peculiarities of the events as they unfold. Objectives are to reduce further damage and limit
business interruption when incidents happened.
Conscious efforts have been exercised to ensure the accuracy and completeness of the
information in this guide by making the material brief, simple and educational. Employees
MUST have the time to read and practice the procedures outlined in this document for you to
know what actions to take before, during and after an emergency and always – good common
sense and judgment plus instinct honed by constant training assure safety of employees from
further harm and danger.
This working document is primarily the operational guidelines of the Incident Management
Team as well as the Emergency Response Team as primary responders in emergency events
happening in the confines of company premises. These checklists and guidelines are used
during training, testing, exercises and its ultimate use is when emergencies occur.
During seminars, table-top and drills and other tests and exercises, please have time to discuss
the contents of this guide with your co-workers and walk-through the procedures with them – in
short PRACTICE! After any of these activities, the operation document or records data must be
used for a post review leading to the improvement of this emergency management and
response plan.
The goals in responding to an emergency situation include:

 The safety and security and the emotional wellbeing of employees, GMPs and guests.
 The management and timely stabilization of an emergency situation.
 The protection of the company facility, property, and personal safety of employees,
GMPs and guests.

2. SCOPE

This plan applies to all employees of the COMPANY’S Group of companies and other
stakeholders occupying its facilities to include global maritime professionals (GMPs) & their
families accompanying them as well as company guests.

The scope of this plan is intended to encompass all hazards. This plan may be consulted when
responding to any and all emergencies. When encountering a situation which has not been
expressly addressed in this plan, use good judgment and the guiding principles outlined below.

4. RESPONSIBILITY

This Emergency plan is the responsibility of the Risks & Emergency Management Director. He
will review and update this plan at least once annually. Revisions will be made as needed
throughout the year. Any suggestions, comments, or questions should be directed to him.

6.1. COMMUNICATION

The communication process principle can be referred to Crisis Communication Plan but for
training, exercise, and testing specific to any threat will require designed communication
script appropriate to type of threat being responded.

the existing documents.

6.3. COMPANY’S Emergency Response Team

An Emergency Response Team (ERT) is an assembly of primary and alternate


members at each major location responsible for the response to a crisis. They will
provide immediate tactical response as first responders to the COMPANY’S building
site. All members are personnel who are familiar with their department’s
responsibilities. Alternate members execute their responsibilities in the absence or
unavailability of the primary member.
The ERT is headed by the Incident Commander and comprised of management
personnel representing areas of the organization that have critical plan execution
responsibilities. For physical incidents, the site emergency response team will provide
the first response to emergencies that pose an immediate threat to life, health or safety
of persons and property. The role of this team is to ensure immediate and competent
handling of such an incident. All primary and alternate members need to be
knowledgeable of overall BCM operations. Members must also be available during a
crisis. ERT members and/or ERT alternate members are required to attend plan
exercises organized by the BCM Coordinator.
A separate Emergency Response Plan describes in details on how to response on
specific site and threat.

6.3.1. Incident Commander

COMPANY’S’s Incident Commander is in charge of the ERT and is responsible for


the command and control of all aspects of a crisis. His responsibilities and tasks
are the following:

a. must have the authority and ability to make quick decisions in critical
situations.
b. Is in charge of the response efforts and should be an officer of the
organization.

6.4. Order of Succession

It is important for the organization to identify several individuals to serve as the Incident
Commander and to specify a chain-of-command. The chain-of-command is the order of
authority within the organization. During a crisis, the chain-of-command is not
necessarily the same organizational command order used during times of normal
operations. The actual Incident Commander will be the available individual who is
highest in the chain-of-command.

Leadership authority during an emergency shall flow downward through the following

 Inquiries from the media during or after an emergency will be


addressed by the designated spokesperson/communication
director.
 The Corporate Communications Office (CCO) will be
consulted in releasing any information to the media.
 At any time the media can simply be referred to the CCO

c. Maintenance of the Plan

a. The Incident Management Team has the primary responsibility for


executing this plan, when warranted under the circumstances.

b. In order for the plan to remain current and viable, the following shall
be observed:

 The IMT shall meet at least twice a year to be initiated by


the IMT Coordinator and approved by the IC to review the
plan for its adequacy, practicality and relevance to the
prevailing situation and modify as may be found
necessary.
 This EMR Plan shall be consolidated in one file and
reviewed twice a year to ensure that all planning is current.
A copy of the updated plan should be forwarded to the
Director, REMO for review and reference.
 In order for the plan to be effective, at least all key
personnel must be well-versed with the plan and their
respective responsibilities.
 Evacuation plans for respective buildings must always be
made available and visible to occupants of the building.

7. PROCEDURES

7.1. General Evacuation Procedure

7.1.1. Evacuation is a means to protect ourselves from impending threats and in


the case of fire, an immediate evacuation to a predetermined area away
from the facility may be necessary.
7.1.2. The following must be considered in executing the evacuation procedure

a. Are the conditions merit the evacuation? If “yes”, then execute the
Evacuation Procedure.
b. Follow evacuation protocol and get instructions from the Warden and
Floor Marshals in leaving your workplace area.
c. Proceed to your designated Evacuation Assembly Area and have
yourselves accounted for by the Incident Management Team
recorder.
d. Designated Building Administration personnel should shut-down
critical operations while evacuation is underway. They must be
capable of recognizing when to abandon the operation and evacuate
themselves.
e. Coordinate and share the required information with local emergency
management teams such as the Bureau of Fire, Barangay and other
local government offices.

7.2. Evacuation Routes and Exits

Primary and secondary evacuation routes and exits shall be designated by the ERT
which are marked and well lighted and with emergency lights and that these routes
and exits are:

a. designed in accordance with the regulatory requirements for evacuating


personnel
b. kept clear and without obstructions at all times
c. unlikely become additional hazards to evacuating personnel

7.3. Evacuation Assembly Areas and Accountability

Designating an Evacuation Assembly Area should consider the following:

a. They are accessible but SAFE from danger for evacuating personnel
b. A protocol of accurate accounting of personnel must already be in place.
c. Should the incident escalate or expands, employees may be sent home or
relocated to other off-site location and thus, transportation should be considered
as well.

7.4. Shelter

There are some emergencies that need taking shelter either within the facility or in
other “safe haven”. In this regard, the following should be provided

a. Emergency provisions for water, food, medical supplies and protective


equipment.
b. Standby source of electrical power for lighting and charging of devices
c. Portable communication equipment

7.5. Evacuation Training and Information

7.5.1. Employees are hired


7.5.2. Emergency Response Team members are just recently appointed
7.5.3. New equipment, materials or processes are introduced
7.5.4. Procedures are updated or revised
7.5.5. ERT should do orientation and training on the Emergency Preparedness,
Response and Recovery Plan, evacuation and other safety procedures to
include First Aid and Fire Fighting Procedure and must conduct sessions at
least annually or when:
7.5.6. Emergency Drills and Exercises show that employee performance must be
improve.
7.5.7. Emergency information such as checklists and evacuation maps shall be
provided

a. Evacuation maps shall be posted in strategic locations.


b. Customers and others who visit the facility must be briefed on the
emergency plan.

7.5.8. Drills for evacuation exercises should be regularly done to make the
employees fully understand their duties and responsibilities and their
corresponding actions and behavior.

7.5.9. Inspection of safety equipment shall also be performed and recorded


annually.

7.6. Records Preservation


Vital records should be secured in sturdy safe or vault and that should withstand the
damage inflicted by fire, theft and earthquake. These records are essential for the
quick recovery of operations and these may include:

a. Personnel files: Employee, customer and supplier databases


b. Financial and insurance information
c. Engineering plans and drawings
d. Product lists and specifications
e. Formulas and trade secrets

7.7. Procedure in Evacuation

7.7.1. At the sound of the alarm bell, all employees and brigade members should
proceed to the predetermined Evacuation Assembly Area. Movement shall
be made in a fast but orderly manner without sacrificing safety for speed.
7.7.2. While waiting for the signal from Asst. Fire Marshall to start evacuation,
Team Leaders should ensure that all squad members are present and
make the necessary replacement when found incomplete. Warden Teams
should start searching all rooms for employees who may be unaware of the
emergency situation or drill.
7.7.3. Once the signal is heard, Warden Team members should proceed to their
designated place for proper control of movement, and start evacuation.
7.7.4. Warden Team should again inspect the area before leaving.
7.7.5. Upon searching the ground area, everybody should proceed to the
assigned Assembly Area. A head count shall be made to ascertain that
nobody has been left behind.
7.7.6. The signal to return to the building shall be made only upon instruction of
the fire marshal.
7.7.7. The same procedure shall be followed in case adjacent building is on fire.

7.8. Fire Incident

7.8.1. Fire Evacuation Guidelines

a. Take only keys, wallets and essential belongings with you


b. Walk, don’t run, to the nearest exit
c. Use stairs, not elevators
d. Before opening doors, feel the door body and the doorknob of a closed
door.
 If the door is hot or smoke is present, do not open the door. Look
for another way out.
 If the door is cool, brace yourself against it and open it slowly.
e. If you encounter heat or heavy smoke in the corridor,

 close the door and stay in that room. Look for another way out.
 Keep the door closed. Seal the cracks and spaces around the door
with wet clothing, tapes or any other available material to prevent
smoke from coming in. Use wet cloth to cover your nose and mouth
f. Hang an object on the window (shirt, jacket or any colorful item) to attract
attention of the rescuers.
g. If your clothes catch fire, do not run. Perform the STOP, DROP and ROLL
technique.
h. If you are the last one to exit your room close, and lock doors
i. Leave the building immediately

7.8.2. In the Event of a Fire:

a. Pull the Fire Alarm and Call 55 (Security)

 If you see smoke or flames, use CARE:

o Contain the fire by closing all doors as you leave


o Activate the nearest Fire Alarm pull station (Pull stations are
located near all building exits)
o Report the fire by dialing 55
o Evacuate or extinguish (In most cases, it is best to Evacuate)

 Use a Fire Extinguisher only if:

o You have been trained


o You have your back to an unobstructed exit
o Use portable fire extinguishers only for incipient or small fires (if
fire is not larger than a trash can).
o You have a fully charged and proper type unit for the fire you are
fighting
o The fire is contained, and you have reported the fire by Fire
Alarm or thru local 55
 Everyone else has left the area
 There is little smoke or flames

 Remember the following steps (P.A.S.S.):

o PULL the pin


o AIM nozzle at the base of the fire
o SQUEEZE the discharge lever
o SWEEP side to side

 Never fight a fire if:

o You lack a safe way to escape should your efforts fail

o you can’t control the fire within 30 seconds, abandon your efforts,
close the door(s) and evacuate immediately.

7.9. Procedures by ERT & Security Responders

7.9.1. When a call is received by the Emergency Operations Center (EOC) about the
occurrence of a fire within the company main premises, the duty shift-in-
charge (DSIC) at EOC shall immediately inform the ERT Commander for the
dispatch of a team of fire fighters together with Emergency Medical Team
(EMT) specialist(s).
7.9.2. Subsequently, DSIC shall inform:

a. the Security Supervisor who shall promptly assume as interim Incident


Commander (IC).
b. immediately assumes the functions of Incident Operations Officer (IOO)
until the next senior officer from the Incident Management Team reports
for duty at the Incident Command Post.
c. Upon activation of the IMT, he shall perform the functions of Incident
Communications Officer (ICO).

7.9.3. The Incident Commander, IMT shall perform the following:

a. Activation of the Incident Management Team (IMT)


b. Direct the Commander, ERT to activate the Emergency Response Team
(ERT)
c. Direct the IOO to inform the Crisis Management Committee of the fire
incident and other available information relative to the incident
d. Direct Senior Security Supervisor to “seal-off” all points of entry to prevent
the entry into company premises, particularly the building where fire has
occurred, of persons not involved in fighting the fire especially possible
looters/thieves
e. Determine and act accordingly whether or not to order a partial or total
evacuation of personnel and equipment/vehicles out of the building that is
on fire.
f. Determine and act accordingly whether or not to order a partial or total
evacuation of some or all other buildings within the company premises as
may be appropriate under the circumstances
g. Determine and act accordingly whether or not to allow the entry of external
fire emergency responders into the company premises; and in the event
he decides to allow their entry, relays his decision to Security Center
which in turn shall order concerned security guards to allow the entry into
company premises of external fire emergency responder
h. Order the setting up of First Aid Stations, Triage Stations and Field
Hospital, as may be necessary relative to the management of the incident

i. Relinquish the functions of IC to Chairman, Crisis Management Committee


(CCMC), if the latter so decides to assume command
j. With his IC functions transferred, shall assist the new IC and provide timely
information and recommendations as may be appropriate under the
circumstances

7.9.4. All communications, coordination and inquiry from third parties shall go through
the ICP (c/o ICO) in order to keep the IC and fire-fighting team(s) focused on
putting out the fire
7.9.5. ICO shall keep a journal to record all developments/activities during the duration
of the incident to include all instructions received from the IC and instructions
relayed to other parties
7.9.6. IOO shall maintain communication with IC all throughout the incident and shall
be prepared to carry out his order promptly. In the event of simultaneous
incoming communications/messages, incoming calls/messages from the IC
shall be “TOP PRIORITY”.

7.10. Medical Emergency

7.10.1. If someone is injured or becomes ill:


7.10.2. Stay Calm
7.10.3. Dial 55 and explain the type of emergency, the location, condition, and number
of victims
7.10.4. Let the Operator know of any safety hazards - chemical spill, fire, fumes, etc.
7.10.5. Do not hang up unless told to do so by the Operator
7.10.6. Do not move the victim unless there is danger of further injury if s/he is not
moved
7.10.7. Render first-aid or CPR only if you have been trained
7.10.8. Do not leave the injured person except to summon help
7.10.9. Comfort the victim until emergency medical services arrive
7.10.10. Have someone stand outside the building to flag down the ambulance and/or
Safety and Security when they reach the vicinity

7.11. Bomb Threat

7.11.1. If you receive a bomb threat, remain calm and:

a. Obtain as much information as possible


 Write down the number from where the call is coming
 Write down the exact time of the call
 Write down as accurately as possible the statements made
b. Listen to the voice to determine the sex, age, accents, lisps, tone, etc.
(Note any distinguishing feature)
c. Listen for background noises
d. Try to signal for someone else to also listen on the telephone line, if
possible

7.11.2. Keep the bomb threat caller talking, and ask as many questions of the caller as
you can:

a. When will the bomb go off? How much time remains?


b. Where is bomb located?
c. What does it look like?
d. What kind of bomb is it?
e. How do you know about this bomb?
f. Why was it placed here?
g. Who are you?
h. What is your name?

7.11.3. Call 55 immediately and then the Police Station nearest your facility.
7.11.4. Complete a Bomb Threat Checklist form and have it ready, along with your notes
from the call, for responding Officers.

7.12. Armed Intrusion

7.12.1. Hostile Intruder

a. When a call is received by the duty personnel at the Security Operations


Center (SOC) about the occurrence of an armed robbery within the
company premises, the duty Detachment Commander (DC) or his deputy,
Assistant Detachment commander (ADC) shall immediately acts as the
Incident Commander who shall:

 dispatches the Security Team Leader to the area where the


incident is happening
 Informs the Security Supervisor or in his absence, the Senior
Security Officer (whoever is present) who shall then assume as the
Incident Commander to get appropriate instructions.

b. Security Supervisor as Incident Commander shall perform the following:

 Issue tactical orders to the Detachment Commander to relay to


Security Guards that they should not engage the suspects
especially when they are reported as having armed dangerously to
avoid casualties in the offices.
 Establish the Incident Command Post (ICP) designating:

o Senior Security Officer (SSO) as the acting IC who also acts


as the coordinator with other relevant offices as needed.
IOO immediately informs the DREMO of the incident and
relay other important information relative to the incident. In

the absence of the SSO’s, Detachment Commander will


take over on interim basis until the SSO arrives.
o Detachment Commander as the Incident Information Officer
(IIO)
o Implement partial lockdown: REMOVE people away and
PREVENT others from getting into the facility and into the
danger zone.
o Activate the Security Responder Team
 Brief and deploy for the purpose of providing safe
passage for evacuating personnel to reduce further
casualties
 Engage the suspect for the purpose of neutralizing
him to minimize damage to people and property

 Immediately call Police for assistance


 Alert the ERT teams – Medical and Fire Responders.
 Directs the Systems Control (Syscon) personnel to shift their
primary focus on the available CCTV cameras that cover the
location of the incident and to note relevant information and
activities to be reported to the IOO while the incident is happening.
Information such as:

o the number of possible armed intruders involve specially


those having firearms (FAs) and;
o possibly the kind or make of the firearms held by the
suspects.

*Duty SSOC Supervisor shall see to it that the clearest and


best snapshots of the faces of the suspected robbers shall
be provided as needed at the soonest possible time.

 Directs the Detachment Commander to:

o “seal-off” access points nearest to where the incident was


reported and not to allow anyone to enter the area.
o evacuate the other personnel in the incident area to safer
places.
o double-up guards at critical post and add security posts as
may be required under the circumstances.
o Tighten security inspection procedures at all access points
to include vehicular access.
o Subject all incoming vehicles to thorough inspection
o Subject all hand-carry items to thorough inspection.
 Inform Immediately the regular Incident Commander and turn-over
his responsibility as interim IC for proper implementation of the
Protocol for Armed Intrusion.

 The IC may or may not:

o order a partial or total evacuation of personnel of the


building level where the incident is happening.
o allow the entry of external security responders such as the
Police into the company premises; and in the event he
decides to allow their entry, relays his decision to the
Detachment Commander which in turn shall order
concerned security guards to allow the entry into company
premises of these external security responders

 With his IC functions transferred to either IC or CCMC, he shall


assist the new IC and provide timely information and
recommendations as may be appropriate under the circumstances.

c. Incident Information Officers shall perform the following


 All communications, coordination and inquiry from third parties shall
go through the ICP (c/o IIO) in order to keep the IC and other
members of the ICP focused on addressing the armed intrusion
incident.
 shall keep a journal to record all developments/activities during the
duration of the incident to include all instructions received from the
IC and instructions relayed to other parties
 shall maintain communication with IC all throughout the incident
and shall be prepared to carry out his order promptly. In the event
of simultaneous incoming communications/messages, incoming
calls/messages from the IC shall be “TOP PRIORITY”

7.12.2. Active Shooter is Outside your building

a. Get to a room that can be locked; close and lock windows and doors
b. Turn off the lights
c. Try to get everyone down on the floor (so that no one is visible from
outside the room)
d. Call 55. The Operator will ask for, at least, the following information:

 Your name
 Location of the incident (be as specific as possible)
 Number of shooters (if known)
 Identification or description of shooter
 Number of persons who may be involved
 Your location
e. Stay in place (calls from unfamiliar voices to come out may be the attacker
attempting to lure you)
f. Do not respond to any voice commands until you are sure that they come
from the Security Officer or a Police Officer

7.12.3. If a hostile intruder/active shooter is INSIDE your building:

a. Exit (get out of) the building immediately

 Notify anyone you may encounter to exit the building immediately


 Call 55. The Operator will ask for at least the following information:
 Your name
 Location of the incident (be as specific as possible)
 Number of shooters (if known)
 Identification or description of shooter
 Number of persons who may be involved
 Your location

7.12.4. If exiting the building is not possible, the following actions are recommended:

a. Go to the nearest room or office. If you are locked out of all rooms, seek
refuge in the nearest restroom,
b. lock yourself in a stall and keep quiet
c. Close and lock the door and/or block it (try barricading the door with desks
and chairs)
d. Cover the door windows
e. Call 55 (the Operator will gather information from you)
f. Keep quiet and act as if no one is in the room (silence cell phones)
g. DO NOT answer the door
h. Stay in place (calls from unfamiliar voices to come out may be the attacker
attempting to lure you)
i. Do not respond to any voice commands until you are sure that they come
from the Security Officer or a Police Officer

7.12.5. If a hostile intruder/active shooter Enters your office:

a. Remain calm
b. Dial 55 (if you can’t speak, leave the line open so the Operator can listen
to what’s taking place)
c. Try to escape, but if unable, you must take action to survive!! Make a quick
survival decision, either:

 Try to negotiate with the hostile intruder/active shooter (perhaps not


the most effective measure), or
 Try to hide; bear in mind that being hidden (i.e. behind a wooden
door) is not the same as being covered (i.e. behind a steel door), or
 Play dead (pretend to be unconscious), or
 Try to overpower the hostile intruder/active shooter by force (use
anything at your disposal and fight for your life); Only you can
decide if this is something you should do
 If someone other than yourself acts to overpower the hostile
intruder/active shooter it is recommended that you assist, as this will

increase the chances of success and survival. Again, only you can
decide if this is something you should do

7.12.6. If the hostile intruder/active shooter leaves your area, and as soon as it is safe to
do so:

a. Close and lock the door and/or block it (try barricading the door with desks
and chairs)
b. Call 55 (if not on the line already)
c. DO NOT answer the door and stay in place behind cover
d. Do not respond to any voice commands until you are sure that they come
from a Police Officer, a Campus Safety & Security Officer

7.12.7. If you decide to flee during a hostile intruder/active shooter situation:

a. No matter what the circumstances, make sure you have an escape route
and plan in mind
b. Do not attempt to carry anything while fleeing
c. Do not attempt to remove injured people (leave wounded victims where
they are and notify authorities of their location as soon as possible)
d. Move quickly, keep your hands up high and visible
e. Follow the instructions of any Police Officers you may encounter

What to expect from responding police officers:

Police Officers responding to an active shooter are trained in a procedure known


as "Quick Response Team " and proceed immediately to the area in which shots
were last heard.  Their purpose is to stop the shooting as quickly as possible.
The first officers to arrive will not stop to aid injured people; rescue teams
composed of other officers and emergency medical personnel will follow the first
officers after areas have been secured to treat and remove injured persons.

Please understand that the police will be treating all those they encounter
(including you) as possible suspects. When you encounter the police:

 Remain calm
 Do as the officers tell you
 Put down any bags or packages you may be carrying
 Keep your hands up and visible at all times
 If you know where the hostile intruder/active shooter is, tell the officers
 Once out of harm’s way remain at whatever assembly point authorities
designate
 Keep in mind that the entire area is still a crime scene; police will usually
not let anyone leave until the situation is fully under control and all
witnesses have been identified and questioned
 Do not leave until you have been interviewed and released

7.13. Utility Failures

7.13.1. These may include electrical outages, plumbing failure/flooding, gas leaks,
steam line breaks, ventilation problems, elevator failures, etc. Building
Administration Management has procedures and personnel to deal with utility
failures and resumption of service.
7.13.2. For your personal safety, in the event of a utility failure:

a. Remain calm
b. Immediately notify Safety and Security at local 55
c. If the building must be evacuated, follow the instructions on Building
Evacuation Protocol
d. Unplug all electrical equipment (including computers) and turn off light
switches
e. Use a flashlight: Do not light candles or use other kinds of flames for
lighting
f. Elevators:

 If passengers are trapped in an elevator, advise them to stay calm and


tell them you are getting help
 Remain calm
 Use the Call Button of Phone to call for help
 Do not try to climb out or exit the elevator without assistance

g. If it is safe for you to stay in the building, stay near the passengers until
assistance arrives

7.14. Floods

7.14.1. Minor or area flooding in the building and around the facility compound or
outside perimeter could occur as a result of a water main break, loss of power
to sump pumps, or major multiple rainstorms.
7.14.2. Safety and Security monitors the PAGASA, and other emergency advisory
systems to stay abreast of weather and alert related conditions and will
provide instructions should they be necessary.
7.14.3. For imminent or actual flooding, and only if you can safely do so:

a. Secure vital equipment, records, and other important papers


b. If present in your area, report all hazardous materials (chemical, biological,
and/or radioactive) to Safety and Security at LOCAL 55
c. Move to higher, safer ground
d. Shut off all electrical equipment
e. Do not attempt to drive or walk through flooded areas
f. Wait for further instructions on immediate action from Safety and Security
g. If the building must be evacuated, follow the instructions on Building
Evacuation

h. Do not return to your building if you have been evacuated by flooding until
you have been instructed to do so by the ERT

7.15. Earthquakes

7.15.1. Stay away from large windows, shelving systems, or tall room partitions
7.15.2. Duck, cover and hold (Get under a desk, table, door arch, or stairwell)

a. If none of these is available: move against an interior wall and cover your
head with your arms
b. Remain under cover until the movement subsides

7.15.3. After the shaking stops, survey your immediate area for trapped or injured
persons and ruptured utilities (water, gas, etc.)
7.15.4. If damage has occurred in your area, inform Safety and Security immediately
at local 55
7.15.5. If it is safe to do so, remain at your location and await further instructions from
College personnel
7.15.6. Do not evacuate until instructed by the Office Warden Team (Evacuation
Team)
7.15.7. If out in the open:

a. Stay in an open area away from buildings, power lines, trees or roadways
b. If in a car, pull over and stop. Do not park under an overpass or near a
building. Be cautious about driving again, in the event roads are damaged

7.15.8. After an earthquake:

a. Put on enclosed shoes to protect against broken glass


b. If the power is out use a flashlight. Do not light a match or candle
c. Be alert for safety hazards such as fire, electrical wires, gas leaks, etc.
d. Check on others. If there are injuries or other urgent problems, report them
to Safety and Security at local 55
e. Give or seek first aid. Assist any disabled persons in finding a safe place
for them
f. Evacuate if the building seems unsafe or if instructed to do so:
 Use stairs, not elevators
 Unplug small electrical appliances
 Bring keys, purses, wallets, warm clothing
 Be prepared for aftershocks
 Cooperate with emergency personnel, keep informed, and remain
calm

g. Response Procedures by ERT & Security responders follow that of Fire


Incident.

7.16. Suspicious Package or Object

7.16.1. If you have any reason to believe that a letter or parcel is suspicious, DO NOT
take a chance or worry about embarrassment. Call Safety and Security
immediately at local 55.

a. DO NOT touch the package or object.


b. DO NOT tamper with the package or object.
c. DO NOT attempt to move the package or object.
d. DO NOT open the package or object.
e. DO NOT put the package or object in water or an enclosed space, such as
a drawer or box.
f. Isolate the package or object and evacuate the immediate area.

7.16.2. Characteristics of Suspicious Packages

a. Special deliveries, foreign mail, or air mail.


b. Restrictive markings such as “Confidential” or “Personal.”
c. Excessive postage.
d. Handwritten or poorly typed addresses.
e. Incorrect titles
f. Misspelled words.
g. Stains or discoloration on the package.
h. Excessive weight.
i. Rigid, lopsided, or uneven envelopes.
j. Protruding wires or aluminum foil.
k. Excessive tape or string.
l. Visual distractions such as illustrations.
m. No return address.

7.17. Minor Emergencies

7.17.1. Call ERT Coordinator


7.17.2. Even minor injuries that may just need a band-aid must be reported
7.17.3. Fill out an incident report

7.18. Aggressive Behavior and Obvious Intoxication
