The three articles look at the occurrence, nature, diagnosis, and implications of childhood
impairment. The issue is current, since an unprecedented number of youngsters in the United
States are now diagnosed as having exceptional medical and educational requirements, and the
nation's resources for meeting those needs are more limited. Five basic themes arise from the
research presented and the debates. These topics include describing and quantifying disabilities,
impairment patterns, the rising relevance of psychological health in conjunction with physical
health, the role of families, and the fragmentation of care for disabled children.
The estimated incidence of measured childhood activity restrictions has grown fourfold
in the last half-century. A second thread in the three essays is what to make of this amazing rise.

The dispersion of care for children with impairments is the second subject in the three
pieces. Even though mental disorders account for an increasing percentage of children's

public insurance programs, are not connected with school-based services. As the papers by
