1.0 INTRODUCTION
Binak oilfield in Bushehr province is a part of the southern oilfields of Iran, is located 20 km
northwest of Genaveh city.
With the aim of increasing production of oil from Binak oilfield, an EPC/EPD Project has been
defined by NIOC/NISOC and awarded to Petro Iran Development Company (PEDCO). Also PEDCO
(as General Contractor) has assigned the EPC-packages of the Project to "Hirgan Energy - Design
and Inspection" JV.
2.0 SCOPE
The scope of this document is to specify the quality inspections (civil activities) for the project, & the
way by which compliance with the requirements are controlled.

5.0 ABBREVIATIONS AND DEFINITIONS
The terms used throughout this Plan have the following meanings:
PROJECT: Binak Oilfield Development – General Facilities

COMPANY: National Iranian South Oilfields Company (NISOC)
EPD/EPC CONTRACTOR (GC): Petro Iran Development Company (PEDCO)
EPC CONTRACTOR: Joint Venture of : Hirgan Energy – Design &
Inspection(D&I) Companies
VENDOR: The firm or person who will fabricate the equipment or
material.
EXECUTOR: Executor is the party which carries out all or part of
construction and/or commissioning for the project.
THIRD PARTY INSPECTOR (TPI): The firm appointed by EPC CONTRACTOR and
approved by PEDCO (in writing) for the inspection of
Constraction activities.
SHALL: Is used where a provision is mandatory.
SHOULD: Is used where a provision is advisory only.
WILL: Is normally used in connection with the action by
COMPANY rather than by an EPC/EPD

CONTRACTOR, supplier or VENDOR.

MUST: This is used where a provision is completely
mandatory.
MAY: Is used where alternatives are equally acceptable.
Specification: The word “Specification” used in this Plan and related
documents collectively mean all specification, drawings,
requisitions and other technical documents referenced
in contractual documents.
Quality Control: The inspection of construction works for compliance
with the specification, all engineering and construction
procedures, codes and practice and engineering
standards Pertaining to the contract.
Field inspection, within such and extent of

interpretation, it also means survey, test / examination
Inspection: as appropriate to the work and unless the context
otherwise requires
Field Inspection Report: The individual record of a required test or inspection

(FIR).
Quality management system: Management system to direct and control an
organization with regard to quality.
Nonconformity: Non-fulfillment of a requirement.
Action taken to eliminate the cause of a detected
