of success, and risk analysis.

Purpose and Context

The purpose of the project is to create a functioning rail powered streetcar to transport
the citizens of Tempe. This request would have 6 streetcar vehicles delivered as well as
significant construction in the downtown Tempe area.

This is important because it would connect the different existing light rail lines available
in the greater Tempe area, meaning there are more options for long distance public
transportation. The increase in options for long distance public transportation can be
helpful in opening more job opportunities for those looking for work as well as an
increased pool of employees for businesses. On top of this, the streetcars in Tempe
would connect different businesses with new customers because of the new
transportation availability, meaning a better economy within Tempe.

While public transportation exists within Tempe, the connection of this rail line to the
East of Mesa will prove to be more practical for most residents. This streetcar rail will
also have connections across Tempe Town Lake into Phoenix.

Phases or Timeline

The planning phase of this project happened from 2014-2016. Valley Metro worked
closely with the city of Tempe to provide an outline for the next few years of working on
the project.

The next phase of the project was the design phase. This occurred from 2016-2018,
finalizing the plans for streetcar construction.

Next was construction phase. This included starting the creation of 6 new streetcars for
the Tempe area. While this was going on, there were construction teams across Tempe
putting in the rails for the new streetcars. This phase takes us from the end of the
design phase to completion. This project is aimed to be completed from 2021-2022.
