IV. Rationale:

Mabitac Elementary School personnel are selflessly committed to provide supportive learning
environment that ensure holistic learners with 21 st century skills. All learners have an equal
opportunity to excel in various fields, recognizes their potentials, strengthen their weaknesses and
celebrates their individuality. This is in connection with RA 9155 or otherwise known as Governance
of Basic Education Act of 2001 which highlighted the pivotal function of school to provide quality,
accessible and liberating education with the support of the State initiatives.
With the current situation amidst pandemic which brought changes specifically in the education
setting. It leads to school leaders to formulate and craft their school development plan congruent with
the organization goals and set standards. With this effort School Based Management practice put into
the limelight which is in reference to D.O. 83 s 2012 and RM 53 s 2021 which is the Guidelines on
the Suggested MOV’s in Assessing and Validating SBM Level of Practice. SBM is indeed increased
school performance in the past years thus the attention on this matter is verified and justified.

Hence, District Learning Action Cell on this Mid-Year Semestral Break focuses on Re-
Orientation on School Based Management Guidelines, to enlighten School Heads, teachers on the
process and validation of documents in the different principles of SBM-APAT to improve School
Level of Practice.

 To re-orient teachers on the process and validation of documents in the different principles
of SBM-APAT;
 To equip teachers with knowledge in the preparation of MOV’s in different SBM principles

 To strengthen and increase SBM practice, reemphasize the centrality of the learners and
engagement of various stakeholders.

1. This is to announce the conduct of District-Based Learning Action Cell on Re- orientation of
School Based Management (SBM) Guidelines on January 31, 2022 at Matalatala Elementary
School, Mabitac, Laguna. Registration starts at 1:00PM.
2. This is relevant to D.O. 83 s 2012 or Implementing Guidelines on the Revised School Based
Management (SBM) Framework, Assessment Process and Tool (APAT) and RM 53 s 2021 or
Guidelines on the Suggested MOV’s in Assessing and Validating SBM Level of Practice
which aimed to orient teachers on the process and validation of documents in the different
principles of SBM-APAT thus strengthening and increasing the School Based Management
Level of Practice.
3. All identified participants are mandated to attend.
4. Expenses in this activity will be charged to School MOOE.
5. Immediate dissemination of this memorandum is desired.
