PROJECT PROPOSAL

I. TITLE OF PROJECT:

OPLAN 3Bs: Bantay Basa sa Bahay

II. IMPLEMENTING DIVISION

School-Based Reading Team of CPNHS Kita-Kita Extension under the


supervision of Curriculum Implementation Division, Division of San Jose City.

III. RATIONALE

As an extensive version of the Division-initiated program in Reading OPLAN


ARAL: A Reader, A Learner now the Active Reader, Advance Learner, the school
intensifies the strategy in the continuous pursuit in the advancement of the basic skills of
learners and to sustain the existing interventions given in literacy by its own school-based
program OPLAN 3Bs: Bantay Basa sa Bahay.

The program was conceptualized as a response to the division-initiated program


which was based on the needs of the learners specifically those under the category of
struggling readers and also those from the advanced readers.

Moreover, OPLAN 3Bs comprises of the enhanced and intensive activities which
shall be administered to cater both the regular learners and the struggling readers whilst
the former shall deal with the remediation and interventions. On the other hand, the latter
shall have the enrichment activities which will enable them to further develop their
literacy skills. Both learners will be considered as clientele or benefactors as this
conforms with the mantra of the Department of Education on basic, equitable and
liberating education for all where no one will be left behind.

This was also in the compliance with the Regional Memorandum No. 289, s.2021
on the Implementing Guidelines of DepEd Memorandum Number 173, s. 2019, Bawat
Bata Bumabasa to which basically the curriculum administers one of its essential inputs
to literacy where reading is given priority.

IV. OBJECTIVES

The extension program OPLAN 3Bs: Bantay Basa sa Bahay aims to:
a. reduce the number of non-readers and improve the reading level of
learners in Frustration Level;
b. sustain intervention activities that fit to the reading levels of each learner;
c. utilize reading strategies as methods in exposing learners to creative
reading and writing.

V. TARGET PHYSCICAL IMPLEMENTERS

All learners enrolled in CPNHS Kita-Kita Extension more importantly those


under the reading program.

VI. FUNDING/FUND SOURCE & BUDGET

Funding of the program will depend on the sponsorship and partnership made by
the school to further enhance the limitations during the implementation.

VII. PROPOSED PROGRAM OF ACTIVITIES

OPLAN 3Bs: Bantay Basa sa Bahay shall be implemented to promote the love for
reading and as an intervention and enrichment activity to both the struggling readers and
the regular/advance readers.
Categorically, learners classified as struggling readers from Grade 7 – Grade 11
will be continuing interventions in reading, whilst those identified as regular or advance
reader will undergo interventions which will enhance their reading skills and further
expose learners to creative writing.

a. Orientation to parents with learners identified as struggling readers

There will be conduct of parents’ orientation program specifically for


those identified as struggling readers. This is to inform and give them assistance
regarding the implementation of the program specifically that all or most of the
activities to be done will be under their supervision at home.

b. 4T’s in Reading: Tracking, Tracing, Testing and Teaching

Tracking and tracing of learners will be done through the communication


between previous schools and advisers specially for those incoming Grade 7

learners. This is to monitor the reading level of learners as reflected from their
previous classes or school.
Testing and teaching will be on the implementation activities. This is
where the OPLAN 3B’s Bantay Basa sa Bahay come in, where reading teachers
provide reading materials and given parents/guardians instructions and guidance
in the conduct of reading sessions at home.
The program also seeks to make ROS or Reading Online Sessions
possible. In this time, the teacher will be the one teaching if and if Brigada
Pagbasa volunteers and also parents/guardians of learners are not around.

c. Reading Month Celebration

Celebration of National Reading Month will be conducted on November


2021, this is to intensify and sustain the intervention activities for the love of
reading.
Some of the activities which will be conducted are: Slogan making
contest, spoken poetry, essay writing, poster making, celebrity reading learner’s
and parent’s edition, and also the best in learning/study corner at home.
The activities to be conducted are for the approval of the reading team.

d. Webinars on Reading
As an initiated activity in reference with the Brigada Pagbasa under the
Brigada Eskwela implementation and the school-based initiated program conduct
of webinars will also be part of the interventions given to all the learners of the
school as well as their parents and guardians.
The webinars will be conducted assured the benefit to the learners,
parents/guardians, teachers and other stakeholders who will also be part of the
activity.
