INTRODUCTION

A. Research Background
Great event Musa>baqah Tila>wat al-Qura>n (MTQ)1 provincial level of
South Kalimantan for XXX in 2017 which cost a level of IDR1.7 billion was
closed with the announcement of interzonal ranking. Banjarmasin city was came
out as general champion of 13 districts or cities delegations in South Kalimantan
with an 84 score, followed by Banjar district with 48 score and Banjarbaru city
with a score of 30 on the third place.2
A few years earlier, in 2015, Banjarmasin was winning the predicate
overall champion on Musa>baqah Tila>wat al-Qura>n provincial level of South
Kalimantan. This achievement is considered a new historical achievement for the
Banjarmasin city.3 The achievement are important to each region because beyond
this competition is a prestigious event that is scheduled for every year, the
achievement that obtained by each delegation reflects the readiness, power, and
attention of the local government towards the development of learning Quran,
which has been overseen by the performance of this Quran reading contest.
However, one of the local newspaper mentioned that the acquisition of
Banjarmasin as the best champion at the provincial level MTQ on 2017 was
something to do because Banjarmasin was the host of the year.4
In the previous year, the MTQ XXIX provincial level at South Kalimantan
was held in Central Hulu Sungai (HST). The delegation that won the title as the
best champion is also the host in that year namely Central Hulu Sungai regency.
The head of the HST’s delegation argued that the success of HST’s delegation

that year was the result of the work they have worked so hard. Because HST was
being a host of MTQ in 2017, they must have made preparation early on.5
Weeping opinion about the pros and cons of winning the championship by
the host certainly does not occur in Musa>baqah Tila>wat al-Qura>n only. It was no
exception of the national level competition. But Banjarmasin delegation
succeeded in dismissing the opinion about their overall achievement that year was
only caused by being the host of the year. Delegation of Banjarmasin suceeded in
retaining the predicate on next year MTQ provincial level. Even the championship
tropies which is usually rotated to any other regions every year, now becomes the
property of Banjarmasin city government. This happened because they
successfully defended its championship for three concecutive years from 2017 to
2019.
The existence of al-Quran’s competition such as Musa>baqah Tila>wat al-
Qura>n is described as a form of aesthetic reception from society then established
by the government as a routine agenda where people of various region can
contribute over activities held each year.6
MTQ is called an aesthetic reception because the competition using
aesthetic aspects that emphasize the beauty of tones and sounds with nagham in
the recitation of al-Quran.7
In their daily life, Moslems generally have practiced this perception to the
Quran whether in reading, understanding, practicing, also in the form of social-
cultural response.8 This usually called by “Living Qura>n”. As the Quran is
practiced in life from learning, reading, memorizing, untill listening and
appreciating it, then that will also deliver various practical practices such as the
Khatmul Quran and also Musa>baqah Tila>wat al-Qura>n (MTQ).9

In its development, recitations of the Quran rooted and grow in Indonesia.
When the Quran’s recitation spreads, reciters appear, recitation groups found in
various regions, the nagham growing in Indonesia as well as the government get
relationship with Middle Eastern countries like Egypt as an effort to strengthen
the relationship of both countries. In 1955 the Egyptian government sent
delegation to Indonesia, they were Syaikh Abdul Basith, Syaikh Mushthafa
Ismail, Syaikh Muhammad Shiddiq al-Minsyawi, and others, so they brought a
very significant impact on growing the songs of al-Quran (nagham) in
Indonesia.10
Then in 1977 the Tila>wat al-Qura>n Development Institute (LPTQ) was
founded. LPTQ has a responsible to implement Musa>baqah Tila>wat al-Qura>n
starts from the lowest level to the national and international level. The initiator of
this event is H.A.M. Fatwa, and specifical staff for Jakarta governor, H. Ali
Sadikin. This reverred to Surat Keputusan Bersama Dua Menteri (SKB) of the
Ministry of Religion and Ministry of Home Affairs Number 19 of 1977 and
Number 151 of 1977 on the establishment of Tilawatil Quran Development
Institution and number 182A of 1988 and number 48 of 1988 concerning
Organizational Development of Tila>wat al-Qura>n Institute. This was the basis
organizing of Musa>baqah Tila>wat al-Qura>n to this day.11
MTQ is one of the main factors in developing songs of al-Quran (nagham)
or the art of reading Quran in Indonesia.12 LPTQ held this program as a means to
inspire people’s hearts to be interested in studying al-Quran. Because Indonesia as
a country with muslim as majority has a low percentage of the ability to read the
Quran, which is only 20% from followers of Islam who are qualified in reading
al-Quran.13
MTQ is also expected to be one of media that means to realize the practice
of the Quran in daily life for the people of Islam, especially for who participated

in MTQ activities. The basic idea is to make real the read activity, memorize,
write, understand, interpret and convey the guidance of the Quran thoroughly.14
In MTQ, the art of reading the Quran continues to be developed and
studied with the spirit of “khairukum man ta’allam Al-Qur’an wa ‘allamahu”.
The spirit will affect good intention to read the Quran with a good sound and
tunable. It will add the beauty art of the Quran. As Rasulullah said:15

‫َﺻ َﻮاﺗِ ُﻜ ْﻢ‬


ْ ِ ‫َزﻳِّﻨُﻮا اﻟْ ُﻘ ْﺮآ َن‬
Artinya: “Hiasilah Al-Qur’an dengan suaramu (bacaan yang merdu)” (HR.Abu Dawud)

South Kalimantan since the era of the 70-80’s untill the following years
has been dubbed as ‘warehouse’ of qa>ri-qa>riah. Because many reciters from this
region had represented the name of the region at national and international event.
That is why in every MTQ event, delegation’s performance of South Kalimantan
is calculated. Like Hj. Alfisyahr Arsyad, H. Artoni Jurna, H. Ahmad Bughdadi,
and many more who has achievements at national and international event. Even
today, they are still active teaching qa>ri/qa>riah in Banjarmasin.16
As for the implementation of Musa>baqah Tila>wat al-Qura>n city-level of
Banjarmasin by 2020 has reach its 52nd year. Which means that was began year
1969. On its way, Banjarmasin delegation’s achievement on MTQ provincial level
is moving up and down. Marked by the acquisition of different championship
each year. But during 1998-2014 Banjarmasin delegation had not reach predicate
as the best champion on provincial level.
The achievement of Banjarmasin delegation has been increased
significantly in recent years.17 According to H. Abdul Hamid Erman as the head

of LPTQ Banjarmasin, the success in 2015 was a new history for Banjarmasin.
Because of the fact that Banjarmasin delegation won the best champion provincial
level after a very long period of time, and it was at 1993 and 1995.18
Based on some of background exposure above, especially about the
movement of the achievement of Banjarmasin delegation in Musa>baqah Tila>wat
al-Qura>n . Exceedingly, the increasing achievements that they earn in recent years
than before has been quite stagnant, as well as their ability to maintain
achievement since 2017-2019. Looking at the dynamics of the project, the author
is interested in doing a study that is conversed into a scientific paper which
entitled “The Dynamics of Banjarmasin Delegation Achievement in
Musa>baqah Tila>wat al-Qura>n Provincial Level at South Kalimantan in The
Reformation Era (1998-2020)”.

B. Problem Statement
Based on the background above, the basic issues that will be discussed in
this study is formulated to some questions as follows:
1. How is the dynamics of Banjarmasin delegation achievement on
provincial Musa>baqah Tila>wat al-Qura>n at South Kalimantan in
reformation era since 1998-2020?
2. What are the causes of Banjarmasin delegation achievement dynamics
on provincial Musa>baqah Tila>wat al-Qura>n at South Kalimantan in
reformation era since 1998-2020?

C. Purposes and Significances


This research has several purpose:
1. Purposes of Research
a. To find out the dynamics of Banjarmasin delegation achievement
on provincial Musa>baqah Tila>wat al-Qura>n at South Kalimantan
during reformation since 1998-2020.

b. To find out the causes behind the dynamics of Banjarmasin
delegation achievement on provincial Musa>baqah Tila>wat al-
Qura>n during reformation era since 1998-2020.

2. Significance of Research
a. Academically, this research can reconstruct history systematically
about the dynamics of Banjarmasin delegation achievement on
provincial Musa>baqah Tila>wat al-Qura>n at South Kalimantan
since 1998-2020. It is also expected to provide library material
that can be useful to another research in Quranic Studies and
Interpretation Department as well as any other scientific aspects.
b. Generally, the research is expected to be able to describe the
progress of Musa>baqah Tila>wat al-Qura>n since 1998-2020
categorically, to put some tricks to improve achievement so that
can be used optimally by individuals, organizations, and any other
institutionals.

D. Operational Definitions
Furthermore, to complete the understanding in this research, the author
will explain some definitions relating to this research as follows:
1. Dynamics
The dynamics are the movements of the inside; the power that
drives more. Furthermore, the dynamics in this research referred to the
movements that cause changes hapen for some reason.19 The
dynamics happened because of any influences from inside or outside
that conditions change. The dynamics in this study describe movement
of achievements that achieved by Banjarmasin’s delegation in
Musa>baqah Tila>wat al-Qura>n province-level at South Kalimantan.
2. Achievement

Achievement is the results that have been achieved from everything
that has been accomplished. The achievement in this research is the
achievement in terms of overall championship results of each
regionals on Musa>baqah Tila>wat al-Qura>n. Delegation’s score came
from the individual championships. Championship rangkings among
these region is reached after the series of individual championship
converted to certain points. Then added up and sorted according to the
largest till smallest acquisition of the district or the city in South
Kalimantan.
3. Banjarmasin’s Delegation
Delegation according to KBBI is a contingent. Delegation in this
research is a collection of qari/qariah that representing the city of
Banjarmasin in Musa>baqah Tila>wat al-Qura>n at provincial level in
South Kalimantan. This competition routinely held every year.
Qari/qariah that representing Banjarmasin was the first winner at
Musa>baqah Tila>wat al-Qura>n city-level which was held for several
months before Musa>baqah Tila>wat al-Qura>n provincial level.
4. Musabaqah Tilawatil Qur’an
Musa>baqah Tila>wat al-Qura>n or MTQ is a kind of competition
about the Quran. There are several branches of the Quran reading
contest with mujawwad or murattal. Which means the reading of the
Quran contains the value of art of recitation with tajwid according to
Nagha>m al-Qura>n science. The category of Tila>wat al-Qura>n
competition are sorted by reciter’s age. Begin from branches of
childern, adolescents, adults, and even the blind.
The other competition is Hifdz al-Qura>n competition or better
known as tahfidz competition or memorizing competition. Starting
from tahfidz 1 juz and tila>wah, 5 juz and tila>wah, 10 juz, 20 juz, 30
juz, and also interpretation of the Quran competition or better known
as Tafseer competition in three languages such as Arabic, Indonesian,
and English. Then, there was also Syarh al-Qura>n competition that

reveals the contents of Qura>n with displaying speech, poetry, and
Qura>n recite in a harmonious union. The next competition is Khat al-
Qura>n competition or better known as calligraphy. And also Fahm al-
Qura>n competition which is a competition that emphasizes the
knowledge of the Qura>n and understanding of its contest with
knockout like a quiz contest.20

E. Literature Review
The routine implementation of Musa>baqah Tila>wat al-Qura>n event in
Indonesia over decades ago should be a special attraction for research in all
aspects.Musa>baqah Tila>wat al-Qura>n is certainly not a new thing to study in
academic. Generally, research with this MTQ theme can be review in terms of the
organizer, the implementation, or the effect of every implementation of the MTQ.
Some of studies that have raised themes about Musa>baqah Tila>wat al-Qura>n is as
follows:
1. A thesis entitled ““Efektivitas Dakwah Lembaga Pengembangan
Tilawatil Qur’an (LPTQ) Provinsi DKI Jakarta melalui Program
Musabaqah Tilawatil Qur’an (MTQ) tahun 2009” written by Silma
Maushuli from State Islamic University Syarif Hidayatullah Jakarta.
This research discusses the LPTQ that plays a role as da’wah
institutions with Quran as media. The focus of this research is about
implementing da’wah by LPTQ through Musa>baqah Tila>wat al-
Qura>n.21
2. A thesis entitled “Peran LPTQ dalam Pengembangan Syiar Islam di
Kabupaten Banjar” written by Rusnah in 2013 from State Islamic
Institute Antasari or current became State Islamic University Antasari.
This research discuss about LPTQ’s program and its role in syiar

improvement in Banjar district. According to LPTQ purposes to
socialize the values of the Quran in order to make a great Quranic
generation. Then the focus of this research is to LPTQ’s role and
programs in Islamic syiar. 22
3. A thesis entitled “Peran LPTQ Jawa Tengah dalam Meningkatkan
Prestasi Tilawatil Qur’an bagi Qori dan Qoriah tahun 2005-2010”
written by Nur Haniif Laili from State Islamic Institure Walisongo
Semarang. This research discusses about the role of LPTQ Central Java
in improving the achievements of Central Java delegations such as
presenting Musa>baqah Tila>wat al-Qura>n from the lowest level; sub-
district level to provincial level, bringing experts to train delegations
from inside and outside the region, doing comparative studies to outside
region, and also pay attention to the wealth of participants.23
4. A Journal entitled “Anna M.Gade dan MTQ di Indonesia: Sebuah
Kajian Metodologis” written by Nur Rohman, one of the alumny at
Religious and Philosophy Study, postgraduate of State Islamic
Univerity Sunan Kalijaga Yogyakarta. This research is a study of Anna
Gade’s orientalist thought on Clifford Geetz’s theory of religion as a
culture system. This research uses an anthropological approach. In this
research, Anna Gade points out that the effort to revive the Qura>n by
Musa>baqah Tila>wat al-Qura>n is very interesting. As well as the
Indonesian Moslems community is very enthusiast on Musa>baqah
Tila>wat al-Qura>n.24
5. A Book entitled “Tradisi Kelisanan dan Keaksaraan Al-Qur’an di
Tanah Banjar” written by Wardatun Nadhiroh, S.Th.I, M.Hum. She is
one of the lecturers in UIN Antasari Banjarmasin. This book was

published in 2018 which this book is the result of research on the
Quranic traditions in South Kalimantan. This book is focusing on oral
tradition (reciting Quran) and literacy tradition (writing). This research
suggest the dynamics of oral and literacy of the Quran that formed
traditions and transformed in various forms and functions respectively
in the life of the Banjar people. 25
6. A Book entitled “Mengukir Prestasi Emas, Profil Qari Qariah
Kalimantan Selatan Berprestasi di Event Nasional dan Internasional”
written by lecturers UIN Antasari Banjarmasin: Drs. H. Murjani Sani,
M.Ag, Prof. Dr. H.M. Gazali, M.Ag and Drs. H. Abduh Amrie, MA.
This book is the result of their research of the Qa>ri profile in South
Kalimantan who has achievement in national and international events.
This book presents bioghraphies and specifications expertise of
qa>ri/qa>riah of South Kalimantan who has performed well in any event.
This book is also contains profiles of teachers who have taught
qa>ri/qa>riah in reading the Qur’an with nagham so they won the
championship at the highest level. 26
Based on some of the literature reviews above, the author has not found
the same research exactly focus of the research that the author has. Other studies
have focused on the role of LPTQ, tradition of reading Qura>n with beautify,
individual achievements, and the exictence of MTQ as media of da’wah. While
this research will focus on the dynamics of the Banjarmasin delegation
achievements on Musa>baqah Tila>wat al-Qura>n province-level at South
Kalimantan since 1998-2020. In terms of development, organization, coaching,
the rise and fall of Banjarmasin delegation achievements and also the causes of
achievement dynamics of the Banjarmasin delegation at Musa>baqah Tila>wat al-
Qura>n.

F. Research Method
1. Types of Research
This research is a historical research, one type and approach in
qualitative research aims to reconstruct systematically by collecting,
verifying, and analyzing evidence and facts carefully, to allow for
exact illustration at the past, to provides the present, and to predict the
future front.27
This research is a qualitative descriptive which means data that is
presented as a result of research was trying to give an idea with
systematic and careful overview in the actual facts from collected data
such as records, interviews, documents, that all reported according to
the original meaning and presented in a narrative form not numbers.28
2. Location of Research
This research will be held in the city of Banjarmasin, South
Kalimantan. The author will observe direcly the course of activities of
Musa>baqah Tila>wat al-Qura>n at the 52nd Musa>baqah Tila>wat al-Qura>n
city-level Banjarmasin to Musa>baqah Tila>wat al-Qura>n South
Kalimantan provincial level that will be held at Tanah Bumbu district.
The author also visited directly to LPTQ Banjarmasin secretariat in
the regional Office of the Ministry of Religious in Banjarmasin with
its address at Jl. Pulau Laut no. 24 Central Banjarmasin. The other
organizer that author will visit is also to the Regional Office of the
Ministry of Religion of South Kalimantan, and Banjarmasin city
Government office located at Jl. RE. Martadinata No.1, Banjarmasin.
3. Subject and Object of Research
Subject of research is refer to source of information. Subject of
research according to Muhammad Idrus is invidual, objects, or that

organism used as a necesarry source of information in collecting
research data. 29
In this research, the author determined the subject by any
purposive sampling way which means determine the source of
information based on special criteria according to this research. 30
To determine who is chosen to be the subject of research then the
author used the following criteria: (1) they are engaged in the activity;
(2) they are experts or people with experience in the activity; (3) they
have sufficient time to consult and give the information.
Verbal information will be obtained from representatives of the
organizer of the Banjarmasin city-level Musa>baqah Tila>wat al-Qura>n
in LPTQ Banjarmasin and Banjarmasin city government like Mr. H.
Fahrurazi as head of religious affairs in Banjarmasin, Mr. H. Anang
Sya’rani as Head of the Ministry of Religion of Banjarmasin as well
as the general secretary of LPTQ Banjarmasin, and also Mr. H.
Ahmad Bughdadi from the Regional Office of Ministry of Religion in
South Kalimantan. Additional information will also be obtained from
the senior of qari-qari’ah who has attended the city level Musa>baqah
Tila>wat al-Qura>n in Banjarmasin among 1998-2020.
Next, point of the problem that is made into the object of this
research is about the dynamics of the achievement that has been
reached by Banjarmasin delegation on Musa>baqah Tila>wat al-Qura>n
during the reformation era since 1998 until 2020. Which in the run of
time, the journey of Banjarmasin delegation achievement has
significant movements up to a few recent years as well as they able to
mantain the predicate the overall champion province level for three
years successively.

The types of data needed to support this research are:

a. Primary Data, means the data that obtained directly from the first
source at the location of research or object.31 Primary data will be
obtained by interviewing informant. In historical research, data,
ordinary documents, recorded documents as well as archived
reports are included in the primary data sources.
b. Secondary Data, is data obtained through a second source of
secondary sources of data needed.32 Secondary data will be
obtained through books, journals, or other people’s writings that
related to this research.
5. Data Collection Technique
a. Interview Technique
An interview is a process of interaction between the interviewer
and the source of information through direct communication which
the writer acts as the interviewer who asks directly about an object
that are being studied and have been designed before.33 This is done
by looking for things that related to field experiences whether as
organizer, participants, or as judges of Musa>baqah Tila>wat al-Qura>n
city-level at Banjarmasin.
b. Observation Technique
Observation means to look with full attention.34 Observation is
one of data collecting technique used to know or check nonverbal
circumstances such as observations in an activity. In this research, the
author will become participant observer, which is the author will be an
observer and participant and engage in observed activities.35
Observations will be made dirrectly in time and place event happens,
or through certain intermediaries such as video footage or
documentary photos.

c. Documentary Technique
The documents are notes or anyone’s notes about something that
has passed.36 Documents Technique or documentation is another data
collecting technique through written documents or recorded.37
Documents are the important source of information in this research as
well as the author will examine archives, notes, pictures and
recordings from LPTQ Banjarmasin about achievement of
Banjarmasin delegation on Musa>baqah Tila>wat al-Qura>n provincial
level at South Kalimantan. Especially the documents in year 1998-
2020.
6. Data Analysis
Analysis means details. Analyzing ability is to detail things into
parts in such a way as to be able to make an examination of what they
contain.38 On this research, data analysis is intended as a process of
organizing data sequences, organizing them into a pattern that then
interprets into an easier explanation by explaining the description and
seeking connections between the dimensions of description. Data
analysis was performed twice. The first is before going to the field to
check the documents, books, works, and other materials that are
suspected to be related to the research.39

G. Structures
The first chapter: Introduction, contains (1) The background of the
problem as a general description of the object study as well as the things
behind the author’s interest to examine the object. (2) Problem statement,
focusing the research to the object to be studied. (3) Purposes and
significances, to explain the purposes and the significances of this research. (4)
Operational definition, some technical concept will be explained to avoid

misconception of research. (5) Literature Review, to describe the previous
research lest repeated and avoid plagiarism. (6) Research Method, to explain
some important things in research process. (7) Structure, it contains the format
of the research to be written.
The second chapter: Musa>baqah Tila>wat al-Qura>n History in Banjar.
This chapter contains basic theoretical explanation about history of Musa>baqah
Tila>wat al-Qura>n such as the early days of MTQ in South Kalimantan, as well
as MTQ in Banjarmasin. This chapter is expected to reconstruct documents and
archives to describe the circumstance under the history. This chapter also
purposed to identify the theory behind the competition.
The third chapter: Profile and organizer’s role at Musa>baqah Tila>wat al-
Qura>n city-level of Banjarmasin. This chapter intend to explain who is the man
behind MTQ or who is organizing MTQ in Banjarmasin. This chapter focus on
organizer’s duty, role, and authority about each organization in MTQ’s
arrangement at Banjarmasin.
The fourth chapter: Record of achievement and strategy of Banjarmasin
delegation on provincial Musa>baqah Tila>wat al-Qura>n at South Kalimantan.
This chapter will explain the journey of achievement that have ever reached by
Banjarmasin delegation since 1998-2020. The record of achievement will be
explained according to the previous year to the present. In this chapter will also
explained the causes of achievement dynamics such as the things they did
before competition or while preparing performance. Untill the delegation
competed in MTQ. The result of this chapter is gained by interview,
observation, documentary, and archives that has been discovered.
The fifth chapter: Epilogue. This chapter contains conclusions and
suggestions
