1. During the enhanced community quarantine in your barangay, how did the local government unit utilize
the taxes, funds, and resources in your community?
PROPOSITION/SUPPORT OUTLINE FOR REDISTRIBUTION
OF RESOURCES IN YOUR BARANGAY DURING ECQ.

STATEMENT: The status of redistribution of resources in our barangay during ECQ.

Facts:
- There are 7 sitios in our barangays,Brgy.Parioc 2nd, Candon City and each of it has one kagawad which
serves as their leader.
- BOOK III of RA No. 7160 , the LOCAL GOVERNMENT UNITS
SECTION 384. Role of the Barangay. - As the basic political unit, the Barangay serves as the primary planning
and implementing unit of government policies, plans, programs, projects, and activities in the community,
and as a forum wherein the collective views of the people may be expressed, crystallized and considered, and
where disputes may be amicably settled.

There are 7 sitios in our barangays,Brgy.Parioc 2 , Candon City and each of it has one kagawad which serves
as their leader. Based on the information I gathered to the different Sitios in our barangay. Some people say
that their of kagawad were very late in informing new announcement and distributing resources like ayudas.
There are 10 people residents in our barangay that I have been asked about their situation during the ECQ
specifically the status of redistribution of resources during the ECQ. There are 7 out of 10 answered the
distribution of resources and information were very late when they receive. The 3 residents responded that
their barangay official was on time in distributing resources during the ECQ in our barangay.
Examples:
- The resources like ayudas were not distributed on time.
- The barangay officials were late when distributing or informing the people on new announcement.
- During the ECQ where people are not allowed to go outside because of the health protocols. In every
family or household only one person could go out to buy stuffs like basic needs and they need to have
quarantine pass. In this time there are problems I have seen and people have encountered like the
transportation. Because some families don’t have vehicle. In the barangay have 1 barangay mobile
car which is to use for emergency etc… the problem was people supposed to pay gas and to the drive
and I think it shouldn’t be.. This was not supposed to because it should be funded by the barangay
and this service should be free for all the residents of the barangay.
- The resources and funds of the barangay were not distributed and used properly. The funds should
be distributed in kind like in basic needs such as foods and etc..

“My observation leans towards the latter, because such amount of annual funds may not be enough to do
any significant infrastructure development or institution building in the barangay. This is the reason why, in
many cases that I have observed, barangay funds are spent on such things as installing street lights, painting
colors to lamp posts and trees lining the streets, displaying Christmas decorations, procuring and
maintaining a barangay vehicle, and building and maintaining a barangay hall. I find these expenditures to
be a waste of money. The barangay funds could have been pooled together to build something of larger

Logic and reasoning:
If the Brgy. Captain and officials did their job correctly and performing accordingly under the law, then the
barangay residents should not give a bad feedback to them.
