1. OBJECTIVE
The present Technical Specification determines the requirements that shall be satisfied for the
supply of high-voltage three-phase 15-kV and 24.2-kV class automatic circuit-recloser, as well
as its accessories, for outdoor installation, entirely new and without prior use, to be used in the
overhead primary distribution electrical power grid of Companhia Paulista de Força e Luz and of
Companhia Piratininga de Força e Luz (CPFL).

2. APPLICABILITY
Directory for Engineering and Asset Management, Supplies Directory, Operations Directory, and
Suppliers.

3. BASIC CONCEPTS

3.1 Normative Conditions


The equipment and its accessories and materials shall be designed, manufactured and tested
according to the main applicable Brazilian and/or foreign Technical Standards, in their latest
revisions, among ABNT, IEC, ANSI, ISO, BS, DIN, VDE and others, except where otherwise

established by this Technical Specification. Should conflict occur between any items in the
Technical Standards, the item which assures best quality shall prevail over the others or,
alternatively, the decision shall be taken by CPFL.

3.2 Units of Weights and Measures


All documents and drawings shall make use of the International System of Units (Metric
System). If another system of units is used, conversion to the International System shall be
indicated next to it.

3.3 Technical Bidding


Technical Bids, as well as all the technical documents and annexes which make part thereof,
shall be written in Portuguese or in English. The technical standardization applicable to the
equipment being offered shall be clearly appointed. Proponents are entirely responsible for any
error concerning writing or printing that may affect interpretation of Technical Bids; in such a
case the Proponent will be subject to the consequences and penalties thereof.

Technical Bids shall necessarily contain the information asked for in the data sheets of Sub-
Item 6.1 - Technical Characteristics by the Time of Bidding of this Technical Specification,
completely filled in and signed by the responsible Proponent. After confirmation of the Purchase
Order no alterations of declared type and/or supplier will be accepted without CPFL’s prior
analysis and authorization. Proponents shall attach separate sheets containing any answers
that are too long to be inserted in the data sheets of Sub-Item 6.1 (with clear reference to
them), or that include other information of real interest for the perfect characterization of the
equipment now being bid.

The accessories and components of the equipment shall be of type and manufacture as
indicated in this Technical Specification. The use of such parts do not exempt the Bidder from
all responsibilities thereof. The Bidder may, nevertheless, make use of alternative components,
provided that a justification for inadequacy of those specified by CPFL is clearly expressed and
quality, functions and technical characteristics herein specified are fully maintained, as well as
their use has been approved by CPFL prior to application onto the equipment. Every accessory
and component necessary for the full operation of the equipment shall be supplied even though
they may have not been herein specified.

Technical Bids shall also contain the following information:

• Outline drawing of the equipment, showing main dimensions, weights, components and
accessories, etc.;
• Drawing of the cubicle, box, cabinet or panel of the recloser protection and control, with at
least front view containing indication of internal components and accessories;
• A copy of the drawings or catalogues of components and accessories to be used;
• The complete list of materials for the supply, including recommended spare parts and special
tools, and the instrumentation eventually necessary for mounting and maintenance;
• Detailed scheme of the processes for treatment, finishing and painting of the parts to be
painted;
• Detailed drawing of the support for fixing the recloser and the protection and control cabinet
to the pole;
• Tripping “time × current” curves for phase, earth, and sensitive earth protections;

• One copy of the reports of type and special tests that have already been carried out by
independent laboratories on equipment of the same type or model as that now being bid;
• A list with quantities of pieces of equipment of the same type or model as that now being bid
purchased by other customers, including these customer’s names and purchase dates.

CPFL may require any other information judged necessary for the perfect understanding of the
technical characteristics of the type or model of the equipment now being bid.

3.4 Spare Parts


The Bidder shall quote items concerning the recommended spare parts, which shall be strictly
identical to those correspondent in the original equipment, and covering an operative period of
at least 5 years. They may be subjected to inspection and testing, under CPFL’s criterion.
Packing and transportation of these components shall be done taking into consideration what is
established in Sub-Item 3.12 - Packing and Transportation of this Technical Specification.

3.5 Special Tools


The Bidder shall quote items concerning any special tools necessary for mounting and
maintenance of the equipment and its accessories that are not usually found in the Brazilian
market. They may be subjected to inspection and testing, under CPFL’s criterion. Packing and
transportation of these special tools shall be done taking into consideration what is established
in Sub-Item 3.12 - Packing and Transportation of this Technical Specification.

In case a tool proves to be special in mounting or maintenance and it has not been included in
the Bid, the Supplier will be obliged to furnish it in the quantity indicated by CPFL at no cost.

3.6 Calculation Memorials


By the time of design, the Supplier shall send the calculation memorials of the equipment to
CPFL, demonstrating the main characteristics of the equipment. Should any information be
considered confidential by the Supplier, he will not be obliged to furnish them. However, CPFL
reserves the right to consulting them during design, manufacture and testing, if in its opinion this
is deemed necessary for the purpose of clarifying doubts and attesting the quality of the
equipment.

3.7 Manufacturing
The Supplier will not be allowed to modify the terms, values and units adopted in this Technical
Specification. In case of details not mentioned in this Specification the Supplier shall make
certain that they obey the highest standard available in the field.

Whenever more than one unit of the same model or type of equipment is acquired under the
same Puchase Order, they shall have the same design and be essentially identical, with all the
corresponding parts and accessories being interchangeable.

Thus, any modification to the original project which proves technically necessary shall be
previously communicated and may only be done after CPFL formal approval.

3.8 Warranty
The equipment and its accessories and components shall have a warranty covering any design,
manufacturing and finishing defect for a minimum period of 30 (thirty) months after unloading at

the destination stated in the Contract.

During the warranty period the Supplier shall substitute or repair as quickly as possible, after
CPFL request, any accessory or part which is defective or faulty due to unsuitable material or
manufacturing or finishing processes. If after having been notified the Supplier refuses to do the
required repairs or replacements, CPFL reserves the right to do the service and charge their
costs to the Supplier, and this will not affect the equipment warranty.

In case of repair or replacement of parts, components, and even the whole equipment, the
warranty shall according to case be renewed and come into force after the equipment is put into
operation again. After the repairs, if, a new set of tests deemed necessary and specified also by
CPFL shall be applied to the equipment at no cost.

Should any failure or fault as a consequence of defective or unsuitable design or manufacture


occur in the equipment after expiration of the warranty period, the Supplier shall be solely
responsible, at no cost to CPFL.

3.9 Documents for Approval


This Item specifies the requirements to be followed concerning the technical documentation
which shall be approved by CPFL, after the Purchase Order is signed, referring to the supply of
the equipment described in this Technical Specification. Should any document requested by
CPFL involve data proven by the Supplier to be confidential, he will not be obliged to furnish
them. However, CPFL may examine them if this is deemed necessary for the purpose of
attending and attesting the manufacturing quality.

Approval of the documents shall not exempt the Supplier from his responsibilities for design and
manufacture of the equipment, which shall be in accordance with this Technical Specification
and fulfill its purpose. The Supplier may send CPFL any document besides those mentioned in
this Specification whenever he considers this necessary. CPFL may also at his own discretion
and at any given time specify and require from the Supplier any document or description of any
accessory or material.

All the documents asked for approval in this Sub-Item 3.9 shall be in Portuguese, shall be sent
at the same time in a single set, and shall preferably be made by computer media resources.
They shall comply with the following ABNT Standard requirements for paper sizes: A1, A2, A3
and A4. Adaptations obtained by matching equal or consecutive specified sizes are not allowed.

At the end of the approval process such a documentation shall necessarily be in digital media to
be included in CPFL’s electronic document system, for which the following applications
softwares shall be used. Any other software not included will be subject to agreement between
parties:

• Texts, spreadsheets, presentations and data banks: Microsoft Office 97;


• Images: .TIF standard;
• Time schedules: Microsoft Project 98;
• Drawings: Autodesk AutoCAD Release 14, and layers shall be created to separate and
identify the main parts or materials indicated.

Thus, this documentation shall be sent to CPFL (and got back) by electronic means (e-mailing),
or by floppy discs. Alternatively, 4 printed copies of all the set of drawings and documents of the
equipment may be sent. Any way, the Supplier shall provide the documentation for CPFL
approval within 30 days after confirmation of the Purchase Order and before manufacture starts.
All the documents shall bear a caption with the following information:

• The name CPFL;


• Name and type/model of equipment and its manufacturer;
• Number and date of the Purchase Order;
• Title, sequential number and scale;
• Manufacturing serial number or numbers of the equipment referring to the Purchase Order.

Once these drawings have been checked by CPFL within 30 days after their receipt, a copy of
each one will be returned to the Supplier, classified according to one of the following
possibilities:

• Approved drawing, stamped APROVADO PARA CONSTRUÇÃO (Approved for


Manufacture) by CPFL, or;
• Drawing approved with restrictions, stamped APROVADO COM RESTRIÇÕES (Approved
with Restrictions) by CPFL, containing observations to be followed by the Supplier, or;
• Reproved drawing, stamped REPROVADO (Reproved). The eventual observations shall be
followed by the Supplier.

After having followed the required instructions the Supplier shall submit the modified document
for CPFL approval again, and these mentioned possibilities will repeat until definitive approval.
Any further modifications may be performed only after CPFL’s previous approval.

The documents shall be at least those listed below, with the mentioned information and other
details considered important:

• Outline drawing of the recloser, made up of floor plan, elevation, side views, section views
and captions, indicating all the accessories localization, dimensions, weights and forces;
• Drawing of the protection and control cabinet with details of all the components, function
schemes and electronic circuitry connection schemes;
• Detailed drawings of the poles, bushings, line terminals, main and auxiliary contacts, closing
coil, auxiliary coils, axes, couplings, rods, etc., with all dimensions and specifications
necessary for mounting or replacement of these components;
• Constructive drawings and functional schemes of the recloser operating mechanism, with
bearings, joints, transmissions, etc.;
• Detailed drawing of the auxiliary voltage transformer, if any;
• Drawing of the terminal blocks with their identification numbers, including identification of
wiring arriving at each terminal;
• Drawing of the fixing support for the recloser and its protection and control cabinet, showing
dimensions and enough details for attachment to the pole, with materials specification and
finishing;
• Detailed drawing of earth connector for the recloser and the protection and control cabinet;
• Drawings, specifications and wire and connection diagrams for current and voltage

transformers;
• Current transformers saturation curves for frequency of 60 Hz;
• Tripping “time × current” curves for phase, earth and sensitive earth protections;
• Nameplate drawing;
• If applicable, table or diagram for SF6 gas density switches actuation values;
• List of all the accessories and components used (material list), with description, type,
characteristics and quantities thereof, as well as their location in the functional schemes;
• Drawings and catalogues or leaflets of all the accessories and components used;
• List of identification tags of the accessories and components;
• List of special tools and spare parts;
• Instructions Manual;
• Quality Control Plan;
• Manufacturing schedule.

The Instructions Manual shall be such as to satisfy at least the following requirements:

• It shall contain a chapter with information of particularities of the equipment supplied;


• It shall have an index showing the sections, items, topics and annexes, numbered in such a
manner to facilitate handling;
• It shall contain detailed information concerning and necessary for handling, transportation,
storage, mounting, putting into service, operation and maintenance of the equipment and its
accessories and materials;
• It shall cover the aspects related to the tests and checking, adjustments and calibration,
cleaning and lubrication, frequency of checking, lifting and moving, field tests, instruments
and devices to be used and so on;
• In case there are special tools for mounting and maintenance of the equipment, they shall be
referred to in the Manual, according to their use;
• It shall have a cover with the following information:
→ Supplier's name;
→ Equipment and its type/model;
→ Number and date of Purchase Order (P.O.);
→ Title and number or code for reference;

The Quality Control Plan shall contain all the tests and checkings for reception of raw material,
manufacture, and final tests. The corresponding test methods, technical standards, and sites for
each event realization shall also be indicated.

The Manufacturing Schedule will be given back with eventual necessary modifications or
suggestions within 15 days of its receipt by CPFL. Any modification to this Schedule after it has
been approved shall be communicated with its reasons beforehand for CPFL analysis and
decision. The Manufacturing Schedule shall fulfil the following requirements:

• Technique of elaboration: Critical Path Method (CPM) – time;


• Initial event: date of confirmation of Purchase Order, or other documented indication by
CPFL;
• Final event: delivery and acceptance by CPFL at its warehouse or works;
• It shall delineate all main events that involve each stage of project, provisioning of raw

materials delivered at the plant and assembly of each component of the equipment,
containing, at least, the following topics:
→ Processing of the order;
→ Project;
→ Drawing analysis;
→ Purchase of material;
→ Purchase of imported material;
→ Assembly and electrical connections;
→ Manufacture inspection and tests;
→ Final inspection and tests;
→ Painting;
→ Packing;
→ Transportation.

3.10 Inspection and Testing


The equipment, its accessories and the raw material for its manufacture shall be submitted to all
the tests indicated in the Quality Control Plan approved for the supply. CPFL reserves the right
to attend the tests and perform inspections in any step of the supply, appointing its Inspectors
and following the approved Manufacturing Schedule. Spare parts and special tools are included.
Inspection and tests scheduled to happen during manufacture shall have their dates informed to
CPFL at least 10 days in advance.

Moreover, the Supplier shall communicate CPFL at least 10 days in advance the date when the
equipment, or lot thereof, is ready for final inspection, complete with all its accessories and
wiring finished. For this purpose the Supplier shall send an Inspection and Testing Schedule
containing the dates and sites of realization and the duration of each test.

It is of the Supplier’s sole responsibility the provisions to carry out inspection and testing, even
though CPFL may not directly attend it, mainly with respect to: compliance with applicable legal
determinations; safety; capacity and adequacy of its installations or of third parties; qualification
of professionals involved; use of methods, activities and practices for the required work
execution; appurtenance or truthfulness of the necessary information; associated
documentation. Also, the Supplier is responsible for recomposition or replacement of tested
units, when necessary, before delivery to CPFL.

Should any failure in any test occur in the equipment, CPFL shall be communicated at once and
the cause be determined. Within at most 10 days the Supplier shall send a report of such event
to CPFL, who will analyze the extent and implications thereof before determining the sequence
and kinds of tests to be applied, at no cost. This report shall contain:

• Kind of defect or failure;


• Cause of failure or occurrence;
• Correction to be adopted;
• Equipment references (number and date of Purchase Order, manufacturing serial number,
etc.);
• Other information considered necessary.

What is stated in Sub-Item 3.11 - Acceptance and Rejection of this Technical Specification
may be applied to the supply upon occurrence of failures or defects in tested equipment.

Tests to be considered, either routine or type or special, for information in the Technical Bid and
to be included or not in the Purchase Order (what will be strictly dealt with in the occasion to
sign it), shall be at least those stated by the applicable Technical Standards. Other tests not
prescribed by Technical Standards but that are usual for the type of equipment offered shall
also be carried out. Dismissal to carry out any type or special test is of exclusive CPFL’s
decision, after analyzing the copies of certificates furnished with the Bid and as a function of
operational performance of the type or model of equipment.

Independently on the above-stated, the following tests shall be performed in all units of the
supply:

• Manual Operation:
It shall be given to the recloser conditions to allow its closing operation. Should the recloser
need power supply for that, this shall be its rated value. The test consists in opening and
closing the equipment at no-current by manually actuating the opening and closing devices.
The opening and closing cycle shall be repeated 10 times without interruption. The recloser
will be approved if the complete sequence of openings and closings is performed without any
abnormality.

• Automatic Operation:
The test consists in applying for 3 times a current equal to 110 % of the minimum recloser
tripping current, for the phases and for earth. The test shall be performed at normal operating
voltage to check the closing coil. The recloser shall be set for 2 operations in the fast curve
and 2 operations in the slowest curve, with the fastest reclosing and reset times.

• Operation of Protection and Control Cabinet:


The test consists in checking if the recloser protection and control cabinet functions are in
normal conditions. The test shall be performed at operating voltage and values set as per the
following table, in 5 series, as applicable for the recloser rated current:

- Switch for inserting and extracting the earth protection;


- Operations number reading for earth protection;
- Reading of instantaneous values for phase and earth currents by means of a portable
ammeter;
- Recloser operation by means of a remote command.

Inspection and testing reports shall contain information necessary to their perfect identification
and traceability with respect to the supply of the tested equipment, such as:

• Technical identification of the equipment (name, type, serial number, characteristics, etc.);
• Number and date of the corresponding Purchase Order (P.O.);
• Schemes, calculations, croquis, results, curves, tables, graphs and oscillograms;
• Guaranteed values for each inspection or test;
• Name and signature of the Inspector who attended the inspection or test;
• Name and signature of the laboratory supervisor and his declaration certifying the exactness
of data and results of the inspection or test;
• Site and date where inspection or test is carried out;

The Supplier shall send CPFL these reports within 20 days after the accomplishment of the
inspection, and this may be done by electronic means, as has already been informed above in
Sub-Item 3.9 - Documents for Approval. Alternatively and within the same time, 4 printed
copies may be sent of the reports.

3.11 Acceptance and Rejection


Equipment acceptance will take place with realization of at least the following events:

• Issue of the corresponding Boletim de Inspeção (Inspection Bulletin) by CPFL, once the
equipment be approved in all the tests it is subjected;
• The complete inspection and testing reports have been received by CPFL;
• Integral accomplishment by Supplier's part of Sub-Item 3.9 - Documents for Approval of
this Technical Specification;
• Physical reception at delivery site and checking of all the parts, accessories, components,
special tools and spares which belong to the supply, attesting quantity according to Purchase
Order and their perfect integrity.

Inspection or its omission as well as acceptance of the equipment by CPFL will not exempt the
Supplier from its responsibility to furnish the equipment in thorough accordance with the
Purchase Order and this Technical Specification, nor will invalidate or hinder any CPFL's further
claims based in existence of inadequate or defective equipment.

Rejection of the equipment due to failures in inspection and tests, or owing to disagreement with
the Purchase Order or this Technical Specification, will not exempt the Supplier from its
responsibility to furnish the equipment according to delivery date. If CPFL considers impossible
delivery of the equipment in the date as per Contract, or if the Supplier is unable to satisfy the
Contract requirements, CPFL reserves the right to rescind all its obligations and acquire the
equipment elsewhere. In this case the Supplier will be considered to have infringed the
Purchase Order and will be liable to applicable penalties.

3.12 Packing and Transportation


Once the equipment has been submitted to final inspection and accepted the Supplier may
begin its packing for further transportation and storage. Packing and preparation of equipment
to embarkation shall be the Supplier's sole responsibility, being subject to approval by CPFL.

Packing shall be done obeying the following main principles:

• The equipment and its accessories shall be arranged so that a safe transportation is
guaranteed, whatever the conditions and limitations, including environmental;
• Packing shall have positioning indications of weights in order to guarantee stability of the
equipment and its accessories to be transported;
• Packing shall be designed in order to withstand and facilitate the operations of embarkation,
disembarkation, handling and storage, taking into account operators security and equipment
integrity;
• All disassembled parts, accessories and instruments shall be numbered, and a
corresponding indication shall exist on the equipment to facilitate mounting at installation site;
• Each part or lot of identical parts shall bear a label or an adhesive card containing name and
identification in accordance with the packing list and the Instructions Manual;

Each volume shall be identified in an indelible and legible way and in accordance with the
packing list (which shall also be supplied), having at least the following information:

• The name CPFL;


• Supplier’s name;
• Name and type/model of the equipment;
• Number fo the Purchase Order (P.O.);
• Number of the Bill;
• Equipment manufacturing serial number;
• Sequential number of the box or volume;

• PARA CIMA (i.e., TOP) on one or more sides to indicate the top of the equipment.

The packing process should take into consideration the delivery of the equipment with all the
pieces, parts and pertinent accessories necessary for its assembly, energization and operation
in the respective destination addresses indicated in Purchase Order. Should any damage occur
to the equipment due to unsuitable or defective packing the Supplier shall be entirely
responsible and shall replace the parts or the equipment affected, at no cost to CPFL.

If spare parts are purchased they shall be packed in totally closed boxes. Such boxes shall be
identified as stated above and have the inscription COMPONENTES DE RESERVA (i.e.,
SPARES). The same applies, if the case, to special tools.

3.13 Technical Instructions for Training


The Supplier shall provide in the Technical Bid the presentation of technical instructions for

training about installation, operation and maintenance of the equipment and its accessories and
components for the personnel indicated by CPFL. This presentation shall be organized by the
Supplier and performed in Portuguese by one or more Supplier's qualified supervisors at the
site and dates to be defined in common agreement with CPFL, and before equipment
installation.

Such instructions shall encompass:

• Complete instructions on handling, adjustment, mechanical and electrical testing, parts


replacement and use of templates, by means of manuals and drawings;
• Instructions on functional logic of auxiliary circuitry for command, signalling and protection,
based on the approved drawings and manual;
• Identification of parts and components which shall be checked about operational limits and
tolerances by means of a checklist, referring everything to planned maintenance periodicity;
• Complete list of all the parts and components, including names, descriptions, catalogue
numbers, quantity used and identifications in the drawings;
• Complete instructions for installation and handling of all the accessories.

4. ENVIRONMENT

4.1 Installation Site Conditions


The equipment shall be suitable for use in tropical climate, compatible also with the following
environmental conditions:

• Altitude above sea level: up to 1,000 m;


• Maximum temperature: +40 ºC;
• Minimum temperature: −10 ºC;
• Maximum average temperature for any 24-hour period: +30 ºC;
• Air relative humidity: 80 to 100 %;
• Wind speed: 130 km/h;
• Wind pressure: not greater than 700 Pa (71.4 kgf/m2);
• Polution: not inferior than level II (medium level) – Technical Standard IEC 815.

4.2 Electrical Systems Characteristics


The electrical power system in which the equipment will be installed constitutes the CPFL’s
primary distribution grid, both urban and rural, and has the following characteristics, according
to locale:

a) 15-kV Class System:

5. DESCRIPTION

5.1 15-kV Class Recloser

a) Constructive Characteristics
The recloser shall be three-phase, automatic, appropriate for pole installation, with a sensor
device for overcurrent protection against overload and faults in the phases and to earth, capable
to interrupt and reclose a medium-voltage circuit according to a pre-established sequence of
openings and closures followed by reset and blocking. It shall also be self-sufficient in
functioning of protection, control and programming.

The recloser shall be supplied with its respective pole-fixing support and all the requirements
herein specified shall be taken into account in its design so that the manual operation of the
recloser by means of an isolating rod as per described ahead is not obstructed.

The recloser shall have the following electrical characteristics:

• Rated operating voltages: 11.95 kV and 13.8 kV (rms values);


• Maximum operating voltage: 15 kV (rms value);
• Maximum design voltage: 15.5 kV (rms value);
• Rated lightning impulse withstand voltage, for 1.2×50-µs standard wave: 110 kV (peak);
• Rated power frequency withstand voltage:
- dry, 1 minute: 34 kV (rms value);
- wet, 10 seconds: 34 kV (rms value).

• Rated frequency: 60 Hz;


• Rated minimum continuous current: 280 A (rms value);
• Rated minimum symmetrical interrupting current: 8 kA (rms value);
• Maximum interrupting time: 65 ms.

The electric arc interrupting medium shall be vacuum or sulphur hexafluoride gas (SF6). In case
of recloser with SF6 gas, including as a part of the insulation, the recloser shall be supplied filled
with such a gas ready for operation. If SF6 gas is the arc quenching medium, there shall be full
insulation with open contacts for maximum operating voltage in case of total loss of positive
pressure within the extinguishing chamber. SF6 gas characteristics shall comply with Technical
Standard IEC 376. Other technologies proven to be efficient for insulation or electric arc
quenching purposes may also be accepted, under CPFL’s criterion.

In recloser with gas, or even the air, whose constructive design may cause sudden pressure
increase with risk of explosion, be it under normal operation or following a failure to extinguish
the arc, an efficient pressure relief system shall exist as a safety requirement to deal with
overpressures of such a nature. Moreover, it will not be accepted recloser with mineral oil,

neither for arc quenching nor as insulation purposes.

The recloser shall always be capable to perform automatic or manual opening after a closing
operation. It shall also be possible at least the independent blocking, suitably signalized, of the
functions for automatic reclosing, earth protection, and sensitive earth protection, with the
recloser either open or closed.

The recloser shall also be so designed as to have an operating mechanism with eye-tipped
external levers, easily operated by means of an isolated rod from the ground that allow: blocking
reclosing; deactivate and activate earth and sensitive earth protections; open and close the
recloser. Alternatively, the recloser may have switches within its protection and control cabinet
that perform such actions. Upward position of these levers or switches shall indicate normal
service condition (i.e., no reclosing blocking, with active protections, and equipment closed);
downward position of the lever for external recloser opening shall block any reclosing attempt.
Independently on these provisions, the manual opening of the recloser using an isolating rod to
operate an eye-tipped external lever shall always be possible, whatever situation.

For recloser with closing coil or solenoid, this device shall be adequate to indistinctly operate
under any of the two rated operating voltages (that is, 11.95 kV and 13.8 kV), including within all
the range of variations for these voltage service values which, overlapped, go from 10.5 kV to
14.4 kV. This coil shall suitably protected with respect to temperature rise of its windings.
Provided that the above-mentioned operative requirements be fulfilled, it is acceptable recloser
that makes use of other technologies for closing (and even opening) operation, once proven
their efficiency.

The Supplier shall guarantee the values informed in the Technical Bid for interrupting, opening,
arcing, and closing times.

The minimum load current through the recloser for its suitable operation shall not be greater
than 5 A. The Technical Bid shall declare the maximum number of operations of the recloser for
its maintenance for the following multiples of the rated current: 5; 10; 15; 20. The recloser
design shall allow easy execution of maintenance and replacement services of
electromechanical and electronic pieces and components.

The tank or metallic container that makes up the recloser external frame shall be provided with
an earth connector, conveniently placed and adequate for cables in the range from 10 to 33.6
mm2. It shall also have a perfect electrical contact between the recloser and its fixing support to
guarantee a solid earthing. These requirements apply also to the voltage transformer, according
to the pertinent Technical Standards (see sub-item “c” ahead). As an information, the pole will
be provided with a set of distribution-type 12-kV rated operating voltage lightning arresters,
connected to earth by means of a 35-mm2 section copper cable, fixed externally onto the pole.

The recloser shall be provided with the means to make possible its filling, drainage, and the SF6
sampling, if the case, as well as have a valve to couple a monometer.

The recloser and its protection and control cabinet shall have means for being lifted and moved,
such as hanging eyes or hooks. All the surface discontinuities such as access devices, vents,
doors, windows, etc. shall be protected against weather effects and entering of insects.

The recloser shall have 2 operations counters, one to record the total operations and the other
to record the operations due to earth faults (including sensitive-earth faults). The counters shall
be made up of resistant material and have the same life expectancy of that of the recloser. If the
counters are placed externally, it shall be possible to see their readings from the ground, with
naked eye, being the equipment in operative position on the pole. Each counter shall have at
least three-digit numbers, of black colour against a white background, with height of 9 mm and
width of 6 mm. If the counters are placed within the protection and control cabinet, it shall be
possible to read at least the total operations counter without the aid of any device.

It shall be possible to indicate the recloser operative position by means of a window bearing the
word ABERTO (i.e., OPEN), with white letters against a green background, and the word
FECHADO (i.e., CLOSED), with white letters against a red background, clearly visible from the
ground with naked eyes. The letters shall have a minimum height of 15 mm and a minimum
width of 6 mm. These words may be shortened to a minimum of 4 letters (ABER and FECH).

The recloser line terminals shall be of the NEMA 2N (2 bores) standard, tin finished, for
aluminum or bronze terminal connectors. It shall be furnished with each terminal, properly tin
coated too, the respective hex-headed bolts and hex nuts in silicon bronze (M12×1.75×45-mm
thread), besides 2 washers in silicon bronze plus 2 pressure washers in phosphor bronze.

b) Control and Protection System Characteristics


The control systems and devices for reclosing, reset, and phases, earth and sensitive-earth
overcurrent sensors shall be totally electronic, chosen and/or protected in order to withstand the
overvoltages resultant from lightning strokes and the equipment operations, as well as the
temperature within the cabinet where they will be installed (which may reach +60 °C). Power
supply for these electronic circuits may depend on rechargeable batteries provided that they
have a useful life for 9,500 operations or 10 years before replacement. This power supply shall
be independent from the external low-voltage secondary distribution grid; however, a voltage
transformer (VT) may be used, including for the batteries charger.

These electronic systems shall be placed within a cubicle, box, cabinet or panel for recloser
protection and control, and shall be adequately designed and programmable to allow:

• Selection of the number of operations under the “fast” curve, independent for the phases,
earth, and sensitive-earth protection trippings;
• Selection of the number of operations under the “delayed” curve, independent for the
phases, earth, and sensitive-earth protection trippings;
• Selection of the characteristic time curves, both for phases and earth protection trippings
(including sensitive earth);
• Selection of reclosing time;
• Selection of reset time;
• Selection of tripping currents for phases, earth, and sensitive-earth protections;
• Operation of recloser by means of a remote command via cable (see ahead);
• Blocking of remote command through a switching device with inscripted words LOCAL
(LOCAL) and REMOTO (REMOTE), or other indication of easy understanding;
• Activation and deactivation of earth and sensitive earth protections by means of a switching

• Indication of the recloser status, ABERTO (OPEN) and FECHADO (CLOSED), by means of
telesignalling through cable: make available free auxiliary contacts;

The protection and control cabinet shall be adequate for outdoor installation onto the pole,
sufficiently rigid, sealed, ventilated and appropriate to withstand the normal service conditions,
having its own fixing support. To ease access, the cabinet shall be installed below the recloser
with its top no less than 1.5 m and no more than 2.5 m apart (vertical projection). The cabinet
shall have an external earth connector, as well as it shall be guaranteed for such purpose its
perfect electric contact with the fixing support. The cabinet shall be installed to the pole at the
opposite side with respect to the recloser.

The cables needed to interconnect the cabinet to the recloser shall be suitably designed,
protected against weathering and shielded against interferences, mainly coming from
electromagnetic surges and transients, in order to avoid undesired recloser operation or
malfunction of its protection and control systems.

It shall be possible to select the recloser minimum tripping value for phase sensors amidst at
least 5 different current magnitudes conveniently distributed, beginning from a minimum up to
280 A. Tolerance for actuation shall be ±10 % of informed values.

It shall be possible to select the recloser minimum tripping value for the earth sensor amidst at
least 5 different current magnitudes conveniently distributed, starting from 5 A. Tolerance for
actuation shall be ±10 % of informed values.

Maximum number of openings to recloser operation blocking: 4.

It shall be possible to select the reclosing time among the following values: 0.75; 1.0; 2.0; 3.0;
5.0; 10; 15; and 20 seconds. These figures may vary up to a maximum of ±50 %. The setting of
reclosing times shall be independent from each other.

It shall be possible to select the reset time among 5, 10, 15, 20, 30 and 40 seconds. The figures
may vary up to a maximum of ± 50 %.

The reset mechanism shall operate automatically. Hence, if the defect that caused recloser
operation disappears before the end of the adjusted operating sequence, the recloser shall
close or remain closed and, after reset time elapses, the control shall go back to its start
position and stay ready for a new operating sequence.

The device for phase, earth, and sensitive-earth overcurrent protection of the recloser shall
have a time-delay protection scheme constituted by “time × current” curves, with at least 2 “fast”
curves and 3 “delayed” curves, complying as much as possible with Technical Standard IEC
255-4. Time curves shall be of “time dependent” type and their graphs shall indicate the total
time for the overcurrent extinction by the recloser (clearing time, as defined by Technical
Standard ANSI C37.60). For earth and sensitive-earth protections, part of the curves may be of
the “definite time” type, provided that the “time dependent” part begins at most at 20 A for earth
protection and at 4 A for sensitive-earth protection.

The recloser shall have a restriction device for inrush currents to inhibit its sensitivity to transient
currents. It shall be possible to adjust such a restriction for up to 12 times the rated phase
tripping current, chosen for a determined application, during 0.1 of a second.

It shall be possible the external programming of the recloser protection functions (or others
eventually supplied) by means of an applications software. For that, the protection and control
cabinet shall be frontally provided with a 9-pin RS 232 serial port, to make possible a
communications interface with a PC type IBM compatible portable microcomputer (laptop or
notebook), using a Microsoft Windows 98 operation system, or later. The software shall make
part of the supply and shall allow adjustments, setting of parameters, setting-up, identification,
resetting, reading of set values, current values, memorized failure data, etc. All the records and
readings shall allow capture by the microcomputer for subsequent data treatment and/or report
printing.

The supply shall include together with each cabinet a serial communications cable (between the
microcomputer and the recloser cabinet). In case of different serial port standards, the specific
converter shall be supplied, including the connecting cable with the microcomputer. Yet, should
the protection and control system have an integrated communications protocol, it shall be the
DNP 3.00 standard.

c) Voltage Transformer
Should the recloser for its operation be provided with a voltage transformer (VT) for power
supply of the above specified electronic systems, for battery charging, and for opening and
closing operations, such a voltage transformer shall be an integrated part of the supply and
shall comply with the following minimum technical characteristics:

• Type: single phase, with one secondary winding provided with one tap;
• Connection group: 1 (connection between phases);
• Voltage class: 15 kV;
• Basic insulation level: 110 kV (peak);
• Rated primary voltages: 11.5 kV and 13.8 kV;
• Rated secondary voltages: 115 V and 115 V;
• Rated ratios: 100/120:1;
• Continuous overvoltage factor: 1.15;
• System operating voltage range: from 10.5 kV to 14.4 kV.

All the connections and wiring between the recloser and the voltage transformer are of the
manufacturer’s responsibility and shall comply with the requirements adequate for operation
throughout the life expectancy (outdoor installation, electromagnetic interference, easy
assemblage and maintenance, safety, etc.). All the other VT characteristics shall be in
accordance with Technical Standard ABNT NBR 6855. Should the VT be for outdoor
installation, it shall stay on the same recloser structure, subject to the same service conditions.
It is also applicable to the VT what is required in Sub-Item 3.10 - Inspection and Testing of
this Technical Specification.

5.2 24.2-kV Class Recloser


All the technical requirements and characteristics established above in Sub-Item 5.1 for the 15-
kV class recloser are wholly applicable, except those details explicitly indicated as follows:

fixed externally onto the pole.

b) Control and Protection System Characteristics


It shall be possible to select the recloser minimum tripping value for phase sensors amidst at
least 8 different current magnitudes conveniently distributed, beginning from a minimum up to
400 A. Tolerance for actuation shall be ±10 % of informed values.

It shall be possible to select the recloser minimum tripping value for the earth sensor amidst at
least 8 different current magnitudes conveniently distributed, starting from 5 A. Tolerance for
actuation shall be ±10 % of informed values.

The device for phase, earth, and sensitive-earth overcurrent protection of the recloser shall
have a time-delay protection scheme constituted by “time × current” curves, with at least 3 “fast”
curves and 4 “delayed” curves, complying as much as possible with Technical Standard IEC
255-4.

c) Voltage Transformer

5.3 Finishing and Painting


The metallic or metallized surfaces to be painted shall have necessarily the gray Munsell N 6.5

final colour. Should these surfaces be carbon-steel, they shall be submitted to degreasing,
scouring and phosphatization or, alternatively, to sand or granulated-steel blasting until near-
white metal (degree Sas 2½ of the Swedish Standard SIS 05 5900).

Then, they shall receive two or more coats of epoxy-polyamide primer paint, each coat at least
30 µm thick. The paint finish shall have a minimum of two coats, not less than 30 µm thick each,
of gray Munsell N 6.5 synthetic-alkyd or aliphatic-polyurethane enamel. It is also acceptable
polyester-base (outdoor use) or epoxy-base (indoor use) powder-painting, 80 µm minimum
thickness, in the above-specified colour.

In case the surfaces be galvanized, the first coat shall be a 10-µm to 20-µm epoxy-isocyanate
paint (shop-primer) layer, after which they shall receive the previously described paint finishing.

The painting final adhesion degree shall not be worst than 1, according to ABNT Technical
Standard MB 985/1976. CPFL may accept within its own discretion other treatment, finishing
and painting schemes that guarantee equivalent quality and performance of that specified
above.

5.4 Nameplate
The recloser nameplate shall contain indelibly engraved at least the following information:

• Manufacturer’s name;
• The words (in Portuguese) RELIGADOR AUTOMÁTICO;
• Type, as designated by the Manufacturer;
• Manufacturing serial number;
• Indication of adopted Technical Standard and its date of issue;
• Manufacturing year;
• Rated voltage, current and frequency;
• Basic insulation level;
• Rated symmetrical interrupting current;
• Maximum and minimum limits for the closing coil voltage.

Should the recloser make use of SF6 gas, a warning plate shall be attached to it and shall bear
the minimum admissible operating pressure.

6. FORM

6.1 Technical Characteristics by the Time of Bidding


The characteristics required below shall be informed in these data sheets by the responsible
Bidder, taking into account what is written in Sub-Item 3.3 - Technical Bidding of this
Technical Specification. The information shall be guaranteed by the Bidder, being his sole
responsibility its truthfulness and applicability to the equipment herein specified.

In case of Bid adjudication and after issue of the respective Purchase Order (P.O.) it will not be
allowed, whichsoever hypothesis, modifications to the characteristics and information herein
declared (and, if the case, clarified later for acceptance).
