Project screening
• Screening is an assessment to decide whether a
project requires further investigation in an EIA
• .. An evaluation of potential impacts
• .. Emphasis on problem ID and avoidance

• Techniques of Screening
Decision-makers’ discretion
Initial environmental examination
Project lists with/without thresholds, and
Exclusion lists

Project screening - thresholds
thresholds
 Soil erosion = 1ton/ha/yr (EU)
 Carrying capacity
 Fisheries
 Water quality with focus on eutrophication
 Water quantity
 Land use and land use change
 Soil degradation
 Non-renewable resources

  DAO denr_water quality

Project screening -Initial environmental examination
Environmental concerns
 Natural vegetation – grassland / forest
 Rare species – plant and animals
 Sensitive terrain and unique landscape
 Fish and fish habitat
 Wildlife and wildlife habitat
 Surface water
 Goundwater
 Heritage resources

Project screening
• Criteria for the determination of the need & level of EIA
Character of the receiving environment
Potential Impact of the proposal
Resilience of natural and human environment to cope with
change
Confidence of predictions of impacts
Presence of planning, policy framework and other
decisions making processes
Degree of public interest

University of Southeastern Philippines

7
COLLEGE OF GOVERNANCE AND BUSINESS
Project screening
• Types of Information Required During the Screening of
Proposals
Description of the proposal
Description of the receiving environment and community
Sustainability criteria
Other relevant information
• Potential for conflicts of interests
• Relevant policies/laws/guidelines
• Degree of public interest
• Views of other agencies, other permits or approvals required

University of Southeastern Philippines

COLLEGE OF GOVERNANCE AND BUSINESS
Project screening
• Outcomes of Screening Process
Proposals which do not require additional environmental
investigation because it is expected that they will not have
significant impact

Proposals which require a limited environmental study because

environmental impacts are known and can easily mitigated, and

Proposals which require environmental impact assessment to

determine the extent and magnitude of a range of appropriate
mitigation, monitoring and management measures

University of Southeastern Philippines

risks of your project?

Question 2: What is the level of significance of the

potential environmental risks? Low, medium, high

Question 3: What is the level of environmental

assessment and management required to address
potential impacts and risks (for Moderate and High
Risk Projects)?

Question 4: Describe how the Project mainstreams

environmental sustainability?
