Dear Mr. Vice President,

RE: OUR OFFER FOR AKSA LICENSES/PERMITS

Find attached, following preliminary discussions in Yaounde on October 16 th our

negotiable offer for the above services. Our team comprising engineers, economists and jurists will
deliver the above services to AKSA within the fast track prescribed time of a maximum of three (3)
months, from the date of signature of a service contract between Alpha Technology, the consultant, and
AKSA the Independent power producer. Our job will consist of:

1. Preparing a technical file for both the production and sales licenses, as well as the
technical files for the permits (Municipal and Construction).
2. Preparing a financial model for the tariff to be proposed and its adjustment mechanism.
3. In addition to the above, there shall be a permanent follow-up by a team headed by Mr.
John Fongang, the General Manager of Alpha technology, who will interalia coordinate
all activities related to the acquisition of AKSA licenses and permits and report regularly
to AKSA.

As already indicated above, we could fast track in line with AKSA investment objectives and deliver the
licenses and permits before three months if we have the necessary collaboration from your end.

FINANCIAL OFFER
We estimate that the total cost of the above services, including the 1% fee, and other related
charges for your building permits will be 198,200 (one hundred and ninety-eight thousand, two
hundred) USD. This cost does not include ARSEL fee for your production and sales licenses.

a) Production/Sales licenses:

Preparation of AKSA financial model for

proposed tariff and the adjustment 70,000 (seventy thousand) USD
