The Directorate of Information is in dire need of a good camera, a
photocopier, a projector and a laptop. At present, there is only a 12-year-old still
camera that too is not working properly.
It is, therefore, requested that Finance Department may please be
approached for the re-appropriation of Rs.1000000/= available under the head of
account “Printing and Publication A03902” into the head of account “Purchase of

Maqbool Rabbani Field Assistant of this office. He informed that the main store is
connected to the Director General’s office in which the publicity van and exhibition
equipment are kept. After the end of the Sibi show 2022, all the equipment was
placed in it. The store was inspected last week for additional equipment, so it turned
out that the store-kept items have been stolen. A lot of equipment which was kept in
wooden boxes was missing. This is for your information and further necessary action
please.

Enclosed find herewith a self explanatory letter received from

the main store which is adjacent to the Director General’s office and is away from
this directorate. In this store the publicity van and exhibition equipment are kept
from decades.
It is added that the broken boundary wall of Rani Bagh from the
railway trackside has pre disposed all the offices and assets toward theft. It is
therefore recommended that the matter may be reported to Police authorities.
Beside this a good watch and ward system may be ensured to avoid further
unwanted situation.

BRIEF REPORT REGARDING BIFURCATION OF AGRICULTURE EXTENSION AND ON

FARM WATER MANAGEMENT UNDER THE CHAIRMANSHIP OF DIRECTOR
AGRICULTRE INFORMATION BALOCHISTAN QUETTA HELD ON 25TH APRIL, 2022
A meeting of the committee constituted by Director General Agriculture

Extension vide order No.9175-801433/22-EA-I dated 19 th April, 2022, regarding the
bifurcation of Extension and OFWM was held in the office of the undersigned. The
following attended the meeting:-

The meeting started with welcome remarks by the chair. The chair apprised
that all concerned were informed about the date and time of the meeting.
Representatives of BAOA and APCA not being present were contacted on phone.
The committee discussed the assigned task and the allocation of time for the
purpose. It was unanimously agreed that detailed studies, surveys, and consultation
from various departments/provinces is not possible due to time crunch.
1. Dr. Qasim President of BAOA was contacted on the phone who informed
that Mr. Wali Tareen will shortly be available for the meeting.
2. Mr. Nooruddin President of APCA was also contacted on the phone who
requested the meeting after Eid. He had also some reservations about
the bifurcation.
3. Mr. Abdul Karim President of Agriculture worker Union (AWU) also
showed concern about bifurcation due to the pending cases of
promotion of workers. According to Mr. Abdul Karim, the process of
bifurcation is quite lengthy and time taking. It may delay promotion of
due cases for a considerable time.
During the course of discussion it was decided that representatives of
Balochistan Agriculture Officers Association (BAOA), All Pakistan Clerk Association
(APCAD) and Agriculture Workers Union AWU should give their response in writing.
Rationale of bifurcation
Agriculture Extension is the biggest wing of Agriculture and Cooperatives

department accommodating almost about 50% of the total employees of the
Agriculture & Cooperatives department. There are more than 8800 employees in
Agriculture Extension including a strength of 2027 employees working in the OFWM.
The OFWM has an existence and set up in almost all districts headed by a Deputy
Director. In 2012, the post of Director General OFWM was also created. Apparently,
after the creation of the post of Director General OFWM, the OFWM is a full-fledged
wing with a specific job description and DDO code for the DDOs right from the
Director-General OFWM at the provincial level to Deputy Director at the district
level. However, administratively all the service-related matters including
appointments to retirement of all employees are being dealt by the Directorate
General Agriculture Extension being a premier office. The worthy Minister for
Agriculture, in order to create a separate case for On-Farm Water Management and
developing special practices to conserve water, issued a policy directive for the
bifurcation of OFWM and the Extension wing as both the offices are separate and
independent of each other in all the sister provinces.
Main stakeholders
It is very clear that all categories of employees have stakes in the decision of
bifurcation. Mainly the technical officers of Agriculture of all graders from BPS-17 to
BPS-20 (approximately 743 inclusive WMO), the clerical staff of all graders
(in hundreds) and Agriculture workers like field assistant, budder, mali, beldar, etc
working in different graders (in thousands). One important stakeholder is the Water
Management officer Association (109 member) who are very active and interested in
the bifurcation. They have no representation in the committee. They also need to be
taken onboard.
The process of bifurcation
The process of bifurcation as per procedure is initiated through a

summary to the Chief Executive. It contains reasons and justification for bifurcation.
After the approval of the summary, a working paper is placed before the Provincial
Cabinet for amendment/ insertion of the newly created attached department in the
schedule II of the Balochistan Government Rules of Business 2012. Once the Rules of
Business are amended then the logical sequence of a further process of inviting the
options from the employees, seniority list, job description, redesignation, etc would
follow subsequently.
View of the constituted committee.
The committee is of the view that worthy Director General Agriculture

Extension may call a meeting of representatives of all concerned associations after
Eid holidays for the sake of consensus-building and killing the issues and fears of
APCA and AWU while setting up of priority among four-tier and bifurcation. Once the
consensus is built after sorting out the concerns of the stakeholders, the case may be
taken up with the competent authority.

It is once again submitted that this Directorate of Agriculture Information

has been given a target of Rs. 15000/- as revenue receipt for the year 2021-22. In this
regard, it is to inform that this office has the main activity of printing of Zarrat-e-Balochistan
and other informative material which is received from different sources.
This year too, the printing work has successfully been processed. Following
worth mentioning material would be printed and sent to all districts and different institutes.

It is further added that the material and contents for Zarrat-e-Balochistan

are mostly obtained in the form of articles from the scientists of Research and Extension
wings while the contents for brochures and booklets are mostly obtained from institutions
like Agriculture Research institute.
In order to generate revenue and to achieve revenue target, it is proposed

that a nominal fee of Rs.10/= may be charged on 50% of the printed material for the year
2021-22 as a considerable percentage of the material is sent back to the Research institute
from where the contents were received, and they would not be in a position to pay the cost.
Kindly approve living of nominal charges of Rs. 10/= of 50% of the printed
material (Zarrat-e-Balochistan and other booklets and brochures) and also convey the head
of the account to deposit the money as revenue receipt on urgent basis.

It was noted that there are many categories of employees who have stakes in

materialized in haste may stagnate their further carrier progression and promotion
for quite a long time. The BAOA representative was of the view that the four-tier
structure case should take lead as it seems to bring more position and space for
restructuring both Extension & OFWM.

restructuring both Extension & OFWM.
The matter may be placed before the provincial cabinet for necessary
amendment/insertion in the Balochistan Government Rules of Business 2012.
As there is enough strength of OFWM and positions/DDOs of OFWM exist

on all district levels including DG at the provincial level, there may be a settle chance
of financial implication and change of nomenclature. If the Government feels it
productively and efficient in service bifurcation then summary, followed by W.P
resultant insertion of the rules of Business in schedule II, invitation of the option of
choice by the employees, seniority lists etc would follow ultimately.
Another issue of distribution of spacer/offices, farms, vehicles, etc also needs

consideration is presently the assets belong to Agriculture Extension which is sharing
its resources with OFWM. It is felt that this aspect if not viewed at length, such
bifurcation may result in individual career progression but it may hatch into a poor
cadre in the service delivery towards the farming community.
The committee was of the view that the case of bifurcation may be started
with the consultation of all stallholders like technical officers, supporting official staff
(clerical staff), and technical workers (field assistants/beldars etc) with the
objectivity of better service delivery.
