1.0 INTRODUCTION

1.1 SCOPE
This specification covers the basic minimum requirements for the Distributed Control
System for the Makori field development surface facilities project. This specification shall
not be considered all-inclusive. Submit full technical details of the standard equipment,
which meet the requirements herein. Aspects of the requirements, which cannot be met,
shall be identified and variances explained. This specification shall be read in conjunction
with other specifications and documents indicated in the material requisition. The order of
precedence of the document shall be the following:

The Control System shall be complete, tested, pre-commissioned, and commissioned so
that it shall ensure a trouble-free start-up and operations of the new facilities.

1.5 DEVICE PROTECTION


All instruments shall be certified as EEx'd', IlA/llB per ATEX Directive.

Instruments, device enclosures and electrical installation materials shall be dust proof,
weather proof to IP 65, as a minimum for outdoor.

All external surfaces shall be suitably painted for corrosion protection.

Instruments and enclosures shall be selected based on Area classification drawings (by
Electrical).

2.0 CODES AND STANDARDS

2.1 GENERAL

Codes, specifications and standards referred to within this specification, form a part of the
requirements of this specification in a manner and to the extent specified within those
codes and standards.

Unless otherwise specified, the latest edition or revision to these codes specifications, and
standards in force at the time of request for quotation and/or Purchase Order shall apply.

No deviations from the Codes and Standards listed in this document will be allowed
unless such deviations are clearly identified in the bids, with the reasoning. In addition,
they must be approved in writing by COMPANY.

Where only British standards are quoted, other internationally acceptable codes and
standards may be put forward in lieu for COMPANY approval. All the applicable codes
and standards shall be of the latest edition at the time of order.

3.0 EXPERIENCE & PROVEN TRACK RECORD

Vendor shall furnish following the documents as a proof of his capability for project
execution:

Number of similar systems executed for their principals. This shall be supported with the
type of work done, value of the contract and the letter from the principals.

Number of similar systems executed in Pakistan with type of work done and the value of
the contract.

Vendor, who has not executed similar system, shall furnish back-up letter from their
principals who have executed similar systems.

Number of Engineers who have executed similar systems.

Location of system engineering, design and FAT. Location of service centres from where
after sales service will be provided.

4.0 OVERALL SCOPE

4.1 CONTRACTOR/VENDOR'S RESPONSIBILITY

The scope includes the design, engineering, manufacturing, assembly, supply,


Installation, testing, FAT, commissioning, training and documentation of the DCS based
Control System.

Overall scope shall include the following as a minimum;

Supply of all Central Control Room (CCR) hardware including, but not limited to, 02 LCD
screens (46" or above), operator workstations, engineer workstations, redundant OPC
servers, PI Server, Web Server, laser printers and network switching devices and cabling,
etc.

Supply all DCS related hardware for the Auxiliary Control Room (ACR) including
marshalling and control cabinets, accessories, communication cables etc.

Supply of all required software with licenses

Engineering and design

Functional design specifications

Configuration of the system including all interfaces

Application software development

HMI static and dynamic display development

DCS cabinet construction and assembly

Manufacturing and painting

Factory Acceptance Test (FAT) at VENDOR'S works

Packing, transportation and delivery

Site activities (i.e. installation and commissioning support)

Site Acceptance Test (SAT)

Training to the plant operators and engineers

Supply of start-up and commissioning spares, special tools

4.2 CONTRACTOR / VENDOR'S SUPPLY

Any conflicts or discrepancies found in the Company design documentation shall be


referred in writing to the Company for clarification. No deviations shall be made from

design documentation without prior approval in writing by the Company. Where conflicts
or discrepancies occur, the order of precedence shall generally be:

Every deviation from design documentation must be brought to the attention of the
Company, whose written approval must be obtained before any work can commence. If
no exceptions are stated, or the Company's approval of a deviation is not given, then full
compliance will be assumed and required.

5.0 MOL APPLICATION

Under this Project MOL following facilities are being added;

Wellhead surface facilities for the Wells Makori-1, 3 & 4

Gathering stations VA-MKO-1, VA-MKO-2

Gas Processing Facility (GPF)

A Scope of work for the Plant control system (DCS/ESD/SCADA) also includes the
integration of existing wells (Mamikhel-1 and Maramzai-1). The development of these
facilities is not part of this project, however, provision for the integration of future wells
shall be provided by the contractor. Details and number of wells and valve assemblies are
described below;

Total of 07 and 05 Gathering stations (02+03) wells will be integrated/controlled by


the Makori Control system (DCS/ESD/SCADA). In future 07 wells are expected to be
added to this plant Control System making total wells to 14 (07+07). Therefore 07
Wells for integration to Plant Control system and 07 wells are for future
consideration.

Hence the control system (Hardware, software, HMls etc.) will be designed to handle the
14 wellheads and 05 valve assemblies.

The control system must have sufficient spare capacity (30%) for future additions.

Following are the key requirements for the DCS Control system from monitoring and
Control aspect;

Various Wellhead process and status parameters of the process and the equipments shall
be monitored from the control system

Control system shall have the provision to control the SCSSV and SSV under normal and
emergency conditions

Monitoring and remote controlling of Choke valve

Monitoring operation status of Chemical and Methanol Injection skid of Wellhead

Monitoring and Configuration of Multiphase flow metering

Various process and status parameters of the process and equipment at Makori GPF

Fire and gas detection at Wellhead, Valve stations and Makori GPF

Security Systems (CCTV, IP phone & Anti intrusion) alarms at Wellhead, Valve stations
and Makori GPF.

Data availability from the third party equipments such as PLC of package items, ESD
system, Flow Computer, Gas Chromatograph.

Data availability from the SCADA system.

Data availability on WEB

6.0 DESIGN REQUIREMENTS

6.1 GENERAL

System hardware and software shall be proven and latest version at the time of the
supply. All licenses shall be purchased under COMPANY name.

It shall be possible to perform the following, on-line, without the need for the system
shutdown or affecting the plant operation.

Addition of the nodes. This shall include controller, operator station, or any other node.

Addition of I/O cards

System configuration and modifications for the additional nodes and cards

Replacement of failed card where redundancy is provided

6.2 SYSTEM EXPANSION

Future expansion shall be achieved by straight edition, without major modification of


hardware, and with the minimum of software configuration changes. Preference shall be
given to single VENDOR responsibility i.e. hardware and software from the same
manufacturer. This guarantees that assets are protected and upgrades/expansions are
easy without much disturbance to plant and production loss.

In future 07 05~06 wells are expected to be added to this plant making total wells to 14
(07+07) and amount of data needs to be made available from SCADA server to Control
System will automatically increase by same ratio, this will ultimately require expansion of
control system. Vendor to design system considering the expected future expansions.

6.3 ENTERPRISE INTEGRATION

MOL requires that control system be integrated with a web server service which can
provide access to any real time and archived data of main plant with the help of internet to
dedicated remote clients.

System shall be provided with DDE, ODBC, OPC, PI historian, and WEB connectivity as
standard features for interaction with business domain and plant network computer where
required plant data, production reports, maintenance reports, can be made available.

6.4 ASSET MANAGEMENT SOLUTION

Control system to provide asset management package for HART compliant devices. The
HART version and the list of make and the devices that are compliant with their AMS
package are to be provided. It shall provide capability to configure, calibrate, monitor, and
troubleshoot intelligent field devices. As a minimum, this system shall provide the
following capability:

Complete device configuration capability for HART devices

Complete capturing of all current and historical device data

Comparison/reconciliation and audit trail capability

Device alerts monitoring, diagnostics and maintenance history. This shall lead to
preventive maintenance and generation of alarms such as “due for maintenance"

Device signal tag and device tag search capability

On-line help

Database import / export capability

Diagnostic add-on capability

Client / Server capability

OPC capability

The system shall capture predictive maintenance and performance diagnostics data that
are embedded in intelligent field devices. Likewise, the performance degradation of
control valves shall be captured through on-line diagnostics using intelligent valve
positioners.

System shall also be configured to provide run hours for rotating/static equipment number
of cycles for on-off valves. This shall lead to preventive maintenance & generation of
alarm such as "due for maintenance".

6.5 SYSTEM DATABASE

Complete system configuration software packages shall be from the same VENDOR.

System database shall be based on relational tag based database and


configuration/changes shall be made only at one place. Programming and HMI display
configuration/changes shall also be made at only one place. Database/display
equalization shall be automatic and shall not require manual intervention.

6.6 SYSTEM PERFORMANCE

System shall not be loaded more than 50% in terms of its database, point capacity,
historian, displays, I/O capacity, memory capacity and communication capacity.

Control loop and monitoring loop execution cycle time shall be as follows;

Critical control loop, 250 msec.

Rest of control loops, 500 msec.

Monitoring loops, 1000 msec.

Interlocks and logic, 500 msec

The system performance for HMI shall be as follows;

Display call-up time, 1 sec.

Display update, 50 points 1 sec.

7.0 TECHNICAL REQUIREMENTS - DCS HARDWARE

7.1 GENERAL

Any other hardware or software which is not indicated in the specification but required for
operation and maintenance of the system shall be included. Hardware shall be the latest,
proven versions available on the market. The hardware and its associated components
shall be used without any custom modifications. Component spares must be available for
the 10 years without requiring any system upgrades.

DCS Control System will be installed in the building which is air conditioned. However, the
system components (controller, I/O modules, etc.) shall be designed for operation in
ambient temperatures of up to 60°C.

Controllers I/O modules shall have class G3 corrosion resistance as per ISA S-71.04
enhanced shock and vibration capability.

Information on whether anti-static precautions are necessary when handling I/O cards
shall be provided. If such precautions are required, grounding wrist straps shall be
supplied as permanently fixed items.

7.2 REDUNDANCY

Redundancy shall be provided for system server, data Highway, processor, network
hardware (hubs, switches), I/O bus and 24 VDC bulk power supply units.

For I/O card, redundancy shall be provided for control i.e. close loop signals. Redundancy
is not required for the I/O cards for monitoring signals.

Failure of one operator station shall not affect other operator stations or data availability.

Redundancy shall be transparent to the operator and no configuration or manual


intervention shall be required. Redundancy shall not require extra programming efforts in
order to achieve this requirement. A failed card can be replaced on-line without switching
off the power or disturbing the plant system operation.

The system shall be provided with a flash memory capable of storing the configuration
data (memory) upon power failure. Systems with battery backup shall be for a minimum
period of six (06) months upon failure of power. An alarm for the battery low condition

batteries. It shall be possible to change the batteries online without degrading the system.

7.3 CONTROL PROCESSOR

The processor shall be capable for performing continuous control, monitoring and logic

The processor shall be programmed and configured to meet the functional requirements.
At start-up, the system shall be immediately and automatically available without human
intervention. Processor shall have peer to peer communication feature with other
processor. This shall not require mapping of the points or hardwiring of the signals.
Complete application software shall be loaded and tested in the processor and shall be
stored in non volatile memory.

Control processor shall be protected from unauthorized configuration modification by key


lock and/or password. All facilities needed for any modification to the control configuration
shall be provided on the engineering workstation.

7.4 I/O MODULES

I/O rack shall be fitted with cover plates or suitably protected unused slots I/O location.

I/O modules shall have preferably Field Termination cards instead of the terminal blocks.

All I/O modules shall be of fail-safe design. Fail-safe is defined as the capability of a
system to go to a predetermined safe state (zero, last good value) in the event of one or
more failures. This shall be configurable on per channel basis.

Modules shall be provided with LEDs for normal and fault indication. Internal diagnostic of
major parts (I/O modules, processors, buses, memory and power supply) shall be
considered as being of primary importance.

7.4.1 ANALOG INPUT CARD

Analog input card shall accept 4-20 mA DC signals from 2-wire, 3-wire and 4-wire
instruments. For 2-wire and 3-wire instruments, 24 VDC power shall be provided from the
system.

Analog input circuits shall be provided with out-of-range detection. The range shall be
software configurable per input channel. HART compatible cards shall be included instead
of conventional card.

7.4.2 ANALOG OUTPUT CARD

All Analog outputs shall be standard 4-20mA DC signal. Output channels shall be
independently isolated. Power to field instrument shall be provided from the system.
HART compatible cards shall be included instead of conventional card.

7.4.3 DIGITAL INPUT CARD

All digital inputs shall be 24 VDC. All digital inputs are voltage free contacts and system
shall provide the wetting voltage. Card shall have LED for status indication for each digital
input.

Input modules shall include circuitry (filtering, etc.) to ensure that any "chatter" or "bounce"
encountered during contact closure does not initiate erroneous information. Filter time
may be software configurable.

7.4.4 DIGITAL OUTPUT CARD

All digital outputs shall be 24 VDC powered. Card shall have LED for status indication for
each digital output. In addition to this it shall have one LED for "fuse blown" indication, if
available.

Output circuits shall be short circuit proof. Short-circuiting of one output shall not affect
any other outputs. Each output shall be individually configurable for latched or pulse or
normally open or normally close output.

8.0 COMMUNICATION AND INTERFACES

8.1 DATA HIGHWAY

High speed data highway shall be provided for communication with the operator
workstation and engineer workstation. The data highway shall be Ethernet with TCP/IP
protocol or similar.

Required hubs, switches, systems cables are in scope of work. All these hardware shall
be reliable and industrial grade.

8.2 SCADA INTERFACES

At Makori GPF, SCADA server will collect the data from the well head and valve station
RTU PLC systems. Control System shall display the required data from the SCADA
server over OPC link. The operator stations (HMI) in the central control room act as the
primary window for the operator and all the control and monitoring data available at the
SCADA server shall be displayed on the control system HMl's.

Data communication for the wellheads and valve stations from the Auxiliary Control Room
(ACR) to the Central Control Room (CCR) shall use Modbus TCP/IP protocol.

If the SCADA system and the DCS control system are supplied from the same VENDOR,
then the interface shall be on the same data Highway.

8.3 FLOW COMPUTERS, ANALYZERS & PACKAGED EQUIPMENT PLC


INTERFACES

If Smart/Intelligent MCC to be considered, it should also communicate with the DCS &
ESD systems as per the available protocol on MCC side.

Flow Computers, Analyzers, UPS and DC System will communicate with Control system
using Modbus TCP/IP protocol. Necessary data of flow computers, analyzer, UPS and DC
System shall be displayed on HMI.

If vendor packaged PLC's are not from same vendor, than these PLC's shall also
communicate with control system using Modbus RTU, otherwise they will communicate
using TC/IP Protocol.

Cathodic Protection system (CP system) at Makori GPF and at remote locations will
communicate with the DCS via hard wired or via SCADA. All necessary/monitoring data of
CP system will be displayed at the DCS.

9.0 SOFTWARE

9.1 GENERAL

A list of all software components that are needed for operation, configuration, modification
and firmware required for the configuration of the system, graphics and database building,
maintenance, troubleshooting, modification, etc. shall be provided.

All software and firmware must be 100% free from Viruses and provided with virus
protection software. It shall not be possible to crash or hang any part of the system due to
operator usage or alarm/event flooding.

All licenses shall be original and purchased on COMPANY name. The necessary
quantities of licenses shall be provided and the purpose and the limits of the different
licenses provided shall be clearly indicated. Licensed software shall be supplied in two
sets of CD-ROMs. Application software and configuration shall also be supplied on CD-
ROMs; however number of copies shall be as per documentation requirements.

The software and version update policy for the quoted system whether free or chargeable
basis shall be clearly indicated. A System which offers license based on number of points
or tag shall be quoted with license for at least 1000 points.

For OPC PI Historian, WEB connectivity 5-user license shall be provided for COMPANY
use. If it requires special package to be loaded on client machine the same shall be
provide.

Off-line testing facilities of the control program, including full emulation of program and
monitoring of the emulated program

Automatic documentation and report generation for documenting control schemes,


programs, logics, and audit trail of program changes and user actions.

System configuration shall employ graphic block connecting formats based on IEC 1131
standards. On line help shall also be provided. All invalid configuration entries shall be
identified and the parameter affected shall be indicated. Configuring additions, changes
and deletions shall automatically update all modules and tags affected by the change.
Back-up device shall always be updated automatically, with latest configuration and data.

non-removable media for back up purposes without taking the system offline. The system
shall be tag driven using the P&ID as a basis. The system shall be capable of accepting
up to 8,000 tags in the database.

9.3 CONTROLLER SOFTWARE

Control configuration shall employ graphic block connecting formats based on IEC 1131
standards. On line help shall also be provided. All invalid configuration entries shall be
identified and the parameter affected shall be indicated. Configuring additions, changes
and deletions shall automatically update all modules and tags affected by the change.
Back-up device shall always be updated automatically, with latest configuration and data.

System shall generate self-documentation for the control, logic and sequence
configuration.

Control Software shall be provided with following features;

The graphics must be provided with features to make it easy to operate, including
navigation from one graphics page to another, jump to a graphic page with an alarm and
scroll between graphic pages. The graphics shall be of the interactive type through which
it shall be possible to control the process. Pop-up/drop down features shall not be
normally visible in the graphic display. Pop-up displays shall be available to the operators
on demand and it shall be possible to move the pop-up displays on the graphics.

Graphics shall include features for windowing up to (04) four graphics on the screen. The
system shall have the ability to import AutoCAD DXF graphics.

Color coding, representation of symbols and presentation of events shall be defined


during the detailed design phase of the project and implemented only after approval from
COMPANY.

Graphics shall be free from clutter and shall be neat, tidy, and consistent in presentation
and ergonomically laid out to the satisfaction of COMPANY.

Graphics shall provide display of all variables in engineering units. Vessel levels shall in
addition to numeric readings be shown as shaded levels in the vessels indicative of actual
level. Dynamic color coding shall be used to open/close status for on-off valve and run/trip
status for electric driven rotating equipment/heater.

Colors shall be selected to minimize the impact on slightly color-blind operators. Graphics
shall provide status of each condition in a self-explanatory manner which if not self evident
from the tag shall include a service description. Colors shall match the existing graphics at
Gurguri Gas Plant.

9.5 REAL TIME TREND & HISTORY

Real time and history trend shall be possible on any parameter or variable such as
measured variable, set point, output, calculated variable, etc. Real time trend sampling
period shall be 01 second onwards.

It shall be possible to configure history for any point in the system. Sampling rate available
for the history shall be 01 second to 60 minutes. Retention time for historical data shall be
60 days minimum. In addition to the above Long term data historian like YOKOGAWA
Exa-Quantum, Pi-historian or equivalent should be utilized.

History shall be based on OPC, PI historian technology. It shall provide hairline cursor
movement feature that indicates the time and actual value at that point.

Shift/Daily and Weekly/Monthly averages shall be a standard feature. Other features such
as min, max, X-Y plot shall also be provided.

The system shall be complete with a minimum of 200 assigned trends each with tag
number and service descriptions. These shall be directly selected from the process/utility
graphics. The points to be trended shall be agreed with the COMPANY during detailed
design. The system shall also include a minimum of 20 operator assignable trends.

9.6 EVENT LOGGING, ALARM HANDLING & MANAGEMENT

(03) Three or (05) five levels of priorities shall be provided for alarm configuration. Three
different audible tones - continuous, intermittent, low, shall also be provided. It shall be
possible to connect plant sirens for priority one alarms.

Alarm message shall be displayed by flashing the page and group number of the input
under alarm irrespective of type of display. All alarms shall be displayed as and when they
occur with change in color of display.

Recent alarm summary shall display minimum 100 alarms while alarm history shall store
minimum 5000 alarms. Operator actions and events shall be stored in separate journal.

It shall be possible to sort and filter the alarms/events similar to MS-Excel spreadsheet. It
shall also be possible to do frequency analysis, i.e. number of times an alarm has
occurred.

An event logging display system is required and shall additionally print and timestamp
each event and return to normal. Temporary suppression of the printing of selected non-
critical events during major shutdowns is required. All shutdown alarms shall be time
stamped - 10 milliseconds.

9.7 ARCHIVING

The system shall store all events, alarms and trend data for a period of 60 days or 40,000
occurrences whichever is greater. After this period, data shall be archived on the CD/DVD
for storage and subsequent retrieval on any of the operator station. The equipment
required to store and recover this data including the first six (6) months of storage medium
shall be supplied.

9.8 REPORTS

The system shall be complete with pre-configured reports. All reports shall be defined
during the detailed design phase of the project and implemented only after approvals from
COMPANY.

It shall be possible to use any variable in the system or the history files in a report. It shall
be possible for all reports to be displayed on a workstation screen as well as printed on a
report printer. Hourly, daily, monthly, end-of-month, quarterly and yearly reports shall be
supported.

Reports shall be printed and/or saved to disk when a process event occurs. The daily and
monthly production reports shall be printed automatically by the system at predetermined
time. It shall be possible to activate a report in the following manner:

It shall be possible to transfer data via standard off-the-shelf software tools to generic
report writers.

9.9 SYSTEM MAINTENANCE SOFTWARE

This software shall provide overall as well as detail on-line diagnostics for every hardware
component of the subsystem. These shall include controller and I/O subsystem,
communication system and operator console sub-system.

The system shall have an extensive set of diagnostic routines that shall locate and identify
the system failure, at least up to the module level, and if possible, up to I/O channel level.
Downloading, check pointing and archiving functions shall be provided.

For controller and data highway processing and memory loading, communication errors
shall be displayed.

In case of sub-system failure, diagnostic message shall appear on the operator console,
irrespective of display selected.

9.10 SECURITY

The system shall be completely configured with a multiple level security system to meet
the security levels of the OWNER. This shall include levels as follows;

Operations / Maintenance supervisors level

Engineering level

The system shall be software driven using passwords leaving an audit trail for all changes.

Security shall be by class such that classes of access can be moved between access
levels and may if necessary, be customized to an individual or changing operating
philosophy.

9.11 TIME SYNCHRONIZATION

All host peripherals that have a real time clock and all PLC/RTU shall be time
synchronized with the main host DCS. The main host shall act as a master clock and be
responsible for synchronizing the rest.

The Vendor can advise an option of the system synchronizing i.e. GPS for OWNER'S
approval.

10.0 WORK STATIONS, PRINTERS & SERVERS

10.1 OPERATOR WORKSTATION

Two operator workstations (dual screen) shall be provided. Engineering facilities shall be
included within one of the operator workstation. Access to this facility shall be protected by
password.

Both operator workstations shall be provided with facility for control and monitoring. In
addition to this, one of the workstation shall be provided with system configuration,
engineering, HMI configuration, diagnostics and troubleshooting, monitoring, forcing,
automatic documentation and report generation facilities.

System shall be designed such that failure of one of the operator workstation shall not
affect the operation of the plant and all the functions shall be available. To achieve this, a
redundant server with two workstations may be provided.

Workstation shall be desktop type. Hardware and operating system shall be the latest
available in the market at the time of ordering. Following are the minimum hardware
requirements for operator and engineering stations;

11.0 DCS CABINET AND CONSOLE FURNITURE DESIGN

11.1 CABINET CONSTRUCTION

Cabinet shall be floor mounted, free standing type, with front and rear access. Dimension
of the cabinet shall be as per manufacturer’s standard. However, minimum size shall be
1200 mm W x 2000 mm H x 800 mm D, with 100 mm plinth. Empty enclosure shall be
sourced from standard manufacturers such as Rittal, Hoffman, Weidmuller, B-line or
equal.

Material of construction shall be minimum 02 mm (14 or 16 gauge) sheet steel. Cabinet


color shall be RAL 7035. Complete enclosure shall be of minimum IP 54 design suitable
for indoor installation.

The bottom plate must be sized as per the number of cables entering the cabinets; all
cable must be entering the cabinet using the cable glands. Cable entry without glands is
not acceptable. The cabinet size must be designed in such a way that cable congestion
should not be there.

Door shall be provided with flush pull handle and the door swing shall be a minimum of
165°. Screws, clamps and fasteners used shall be of stainless steel. Cabinet shall have
bottom cable entry and removable gland plate shall be provided at the bottom for field
cables entry.

The front door shall have a pocket, sized to contain drawings and documents and shall
contain a folding shelf to accommodate a laptop computer. Cabinet shall have an internal
light and a duplex convenience outlet.

Fan with louvers and filters shall be provided, if required, to dissipate the heat generated
by the components inside. Louvers installed at the top of the cabinet shall be protected by
a filter or shroud to prevent debris from falling into the cabinet. Filters shall slide into pre-
formed grooves or be fastened with removable hardware.

Cabinet fan failure/high temperature alarm shall be provided on the HMI. For this purpose
an adjustable thermostat shall be provided and contact shall be wired to the Control
System as digital input.

All relays, power supplies, terminal strips, etc. shall be installed at the back (inside) of the
cabinet on a backplane. All components/items and wiring inside the cabinet shall be easily
accessible for the safe and easy maintenance. Cabinet shall have overall 40% spare
capacity which means 30% installed spare for I/O channel in each category, these shall
wired up to the terminal block and 10% spare space with installed terminal blocks.

Eyebolts shall be fitted on top of the cabinet for lifting purposes. Blanking plugs shall be
provided and installed to replace the eyehooks, once the cabinet has been installed.

11.2 CABLING & WIRING

All cabling shall be low smoke type. Connected wiring shall have an adequate cross
section (not less than 0.2 mm²). If stranded copper wire is applied, wire ends at terminal
points shall be provided with suitable type wire crimp pins/lugs and markers.

All internal wiring shall be laid in close-slotted trunking with a covering lid. Trunking / wire
ways shall have 40% spare capacity. Trunking / wire ways shall be manufactured from
low smoke material. Wiring carrying signal susceptible to electrical interference shall be
adequately screened.

Color code and marking of wires shall be as per VENDOR’s standards. All power wiring
shall be clearly marked with reference codes and/or tag numbers, with permanent wire
markers.

Signal and power terminal strip shall be separate. Analog signal strip and digital signal
strip shall be separate. Solenoid valve signals and limit switch signals shall be wired on
the separate terminal strip. Terminal arrangement shall follow the CONTRACTOR
interconnection drawings.

Terminals shall be Weidmuller or CONTRACTOR/VENDOR recommended equivalent. 24


VDC field terminals shall be “disconnect type” terminals while 230 VAC terminals shall be
fused terminal with blown out LED indication.

Terminal arrangements shall be such that all single cores, including spares, of the multi
core cables can be connected in the same sequential order as the pattern and layout of
the cores in the cable.

All terminals shall be marked i.e. provided with suitable markers for identification. Terminal
markers shall be pre-printed from manufacturer and not hand written.

All cable entries shall be through bottom. Bottom plates shall have removable sealing
clamp plates for cable entries. Sufficient free space shall be made available for proper
accommodation and termination of the cables plus 40% spare. Cable clamps and support
shall be provided for all incoming cables. Adequate cable connection stress relief shall be
provided.

11.3 GROUNDING

Both instrument screen ground and plant safety ground shall be included.
All metallic equipment of and within the cabinet shall be connected to single “common
cabinet” plant safety ground point. Each cabinet shall be provided with an M10 ground
bolt for connection to the plant safety grounding system.

Screens for field cables shall be grounded at cabinet end to the instrument signal ground.
For this purpose an insulated instrument signal ground bar at the bottom of the cabinet
shall be provided. Ground bars shall be supplied complete with lugs for each type of
ground.

Doors or other parts which are connected with the cabinet via hinges must be provided
with grounding strips.

Clean earth (Instrument Earth) to be ensured and it must be separate from dirty or
electrical earthing system.

Grounding details for the quoted system shall be provided in the offer.

11.4 CONSOLE FURNITURE

Vendor shall provide state of the art console furniture for Central Control Room (CCR) to
accommodate all work stations, servers and printers. It shall be designed to keep in view
architectural and control room interior decoration aesthetic sense. Control room
dimensions shall be provided to vendor prior to initiate the console furniture design.

As the existing control room layout is being revised, vendor to provide the furniture to
match the existing furniture/console arrangements. Or otherwise provide new furniture for
entire control room including replacement of existing ones.

11.5 NAMEPLATES & LABELLING

Cabinet shall have its own identification nameplate indicating tag number and service
description. Apart from this, nameplate shall be provided under each item at the front and
major components inside the cabinet e.g. isolators, relay, terminal strips.

Nameplate shall be laminated plastic, engraved in English with black lettering on a white
background. Nameplate shall be secured with adhesives. Nameplate size on the cabinet
front shall be uniform and letter height shall be such that service description can be read
from the distance.

Nameplate details for cabinet front items will be provided to the VENDOR after placement
of order.

Terminals carrying voltages higher than 24 Volts shall be protected against accidental
contact by having removable cover plates, and shall be labelled to indicate high voltage.

Sockets, terminals and main wiring shall be clearly identified in strict accordance with the
system documentation.

Grounding for screens, AC and DC systems shall be segregated and identified. Cabinet
shall be identified with tag number and shall be complete and sufficient for ordering and
identical component without further clarification.

12.0 POWER SUPPLY

Cabinet shall receive 220 ~ 240 VAC nominal, 50 Hz, single phase, power supply.

AC/DC power supply units/converters shall provide 100% fault tolerance (redundancy) for
24V DC power. Mains power interruptions of up to 10 milliseconds shall not affect
operation.

Each power supply in a redundant set of power supplies shall be rated such that all loads
can be simultaneously energized.

Diagnostics and signalling facilities shall be provided to service/replace a faulty power


supply unit. Power supply failure alarm shall be wired to the Control System as digital
input.

It shall be possible to isolate, disconnect, remove and replace faulty power supplies
without loss of operation. Circuit breakers of proper rating shall be provided for isolation of
power. Circuit breakers for different voltage level i.e. for 230 VAC and 24V DC shall be
segregated.

13.0 INSPECTION AND TESTING

All equipment shall be inspected and tested the VENDOR’S facility. The Control System
shall undergo a Factory Acceptance Test (FAT) at the VENDOR premises. The FAT will

be witnessed by COMPANY or their representative and the CONTRACTOR. A minimum


of fifteen (15) days notice shall be given to the COMPANY before the FAT.

FAT/SAT procedure should be developed by the vendor and submitted to the company at
least 3-4 weeks prior to the respective test date. Requirement of additional test shall not
be a cause for price variation, unless the test is excluded in the quotation.

Acceptance of shop tests shall not constitute a waiver of requirements to meet field tests
or relieve VENDOR from his responsibilities. Equipment shall not be dispatched until it is
released by COMPANY representative.

The Factory Acceptance Testing (FAT) shall be as per procedures provided by the
CONTRACTOR/VENDOR and approved by COMPANY. Testing shall include, but not
limited to following:

Physical / dimensional checks, bill of material including spare parts

Inspection of all test record performed by CONTRACTOR/VENDOR prior to FAT

100% check for control and logic functions

100% check for the database

Site Acceptance Test (SAT) shall be done by the CONTRACTOR with the VENDOR at
site to demonstrate satisfactory functionality.

14.0 DRAWINGS AND DOCUMENTATION

The drawings and documentation to be supplied shall be in accordance with the Material
Requisition. The documentation listed below is the minimum expected and shall be
provided by the CONTRACTOR/VENDOR:

Project schedule, quality control plan and TIP

Drawing and document schedule

System architecture drawing

Functional design specification, hardware and software

Detailed engineering drawings of the system

material), nameplate details for cabinet front items, etc. GA drawings must include the
bottom plate drawing showing the positions of glands for each cable, to make sure that
the size of plate is in accordance to the number of cables entering the cabinet.

CONTRACTOR/VENDOR data book

15.0 DESCRIPTION OF ALL COMPUTATIONAL ALGORITHMS

User program shall be self-documented. Database, I/O assignment, logics, control


schematics shall be issued through printouts reports to allow engineering or maintenance
staff to control the whole configuration.

The entire configurations, graphics, software etc. shall be stored on DVD ROM, in two
sets and provided to COMPANY at Provisional Acceptance.

16.0 SPARES, SPARE PARTS & SPECIAL TOOLS

Following shall be provided as mandatory spares:

30% installed spare for I/O channels in each category. These shall be wired up to the
terminal block. In addition, 10% spare space with terminal blocks. Overall 40% spare
space would be available.

25% installed spare for relays and MCB wired up to the terminal block.

The 40% spare capacity do apply to easily arrange cable entry from bottom of the cabinet
through cable glands in future.

The 40% spare capacity do apply to trunking/ducting/wire ways within the cabinet.

The 40% spare capacity do apply to power supplies to accommodate future expansion.

VENDOR shall supply special tools, if any required for configuration and maintenance of
the system. The VENDOR shall include with the bid the recommended spare parts list as
per the following:

Itemized recommended spare part list for start-up and commissioning;

Itemized recommended spare parts list for two (02) years operation in SPIR forms.

17.0 SITE SERVICES

The system CONTRACTOR/VENDOR shall be responsible for the delivery, off-loading


and installation at site. VENDOR shall provide the services of an experienced ENGINEER
to assist the CONTRACTOR for the following site activities:

Mechanical completion: assistance for system installation and site preliminary tests

Power-up, loop checking, functional testing and system commissioning

Site Acceptance Test

Plant start-up

Provide all necessary hardware and software arrangements to ensure the monitoring and
communication with all the field devices on HART protocol, through HMI. This feature
shall also allow the calibration of devices from HMI console. Yokogawa PRM / Emerson
AMS Suite or equivalent may be used for intended purpose.

18.0 TRAINING

The scope shall include training for the operators, maintenance personnel & engineers as
per the terms and conditions in the Purchase Order. Training shall cover the following
areas as a minimum:

System Operation

Maintenance / Troubleshooting

Configuration

Training for the complete system shall be provided for COMPANY operations for 01 day
and for maintenance / engineers for 03 days at VENDOR factory.

For each trainee who will attend a training course, a copy of the complete training course,
notes and drawing shall be provided to the COMPANY. The copies shall be retained by
the trainees on completion of the training course and shall be the property of the
COMPANY.

19.0 REFERENCE DOCUMENTS

In addition to this specification, Control System shall be designed on the basis of the
following reference documents:
