The absence of the self-protection
systems on the Iranian F-5E/Fs made
them extremely vulnerable to the
enemy’s air-to-air (AAM) and surface-to-
air (SAM) missiles during the Iran-Iraq war.
Around 90 of the IRIAF’s Tiger IIs were lost
to the Iraqi’s SA-6 medium-range SAMs
in the early months of the Iran-Iraq war,
which officially started on September
22, 1980. There were also several cases of
friendly fire, with F-5E/Fs shot down by
the IRIAF’s MIM-23B HAWK SAMs.
When the Iran-Iraq war first started,
the IRIAF had 132 F-5Es and 26 F-5Fs in
service. At the end of the conflict, just
67 airframes remained – among them,
at least four were out of service due to
being heavily damaged. However, they
were later repaired by the IRIAF’s Owj
Industrial Complex in Mehrabad.
The knowledge gained during heavy
repair and restoration of the battle-
damaged F-5Es helped the Owj complex
produce F-5E/Fs structural and fuselage
panels. As a result, a total of two F-5Es
were produced by the complex in the
early 1990s, using parts taken from 11
F-5E Tiger IIs that had been procured
from Vietnam in 1990.
Later, the Owj complex designed and
produced an F-5E Tiger II equipped with
two vertical stabilizers similar to that of
the F/A-18. The new aircraft was later
named Saeqeh-80. Project Saeqeh was
subsequently continued by IAMI (Iranian
Aircraft Manufacturing Industries) in
Shahin Shahr from 2007. A total of six
F-5Es and one F-5F with two vertical
stabilizers were produced under the
project. They are now in service of the
23rd Tactical Fighter Squadron, 2nd
