Subject: Independent Engineer Consultancy Services for Four Laning of Munger – Mirzachauki
(NH-80) Section from Kharia village junction to start of existing Bhagalpur Bypass
(Design chainage km 95+580 to km 125+000) (Package 02) on Hybrid Annuity Mode
in the State of Bihar –.Reg- Non co-operation of your Staff & Quality assurance
during Excavation .

Dear Sir,

With reference to above cited subject, you are requested to go through the mentioned below
points:-

1.Earthwork:- At site you are doing the earthwork on scattered locations. The soil dumped is
either from excavated soil for structure construction work/borrow area.

a) Soil excavated soil should be jointly collected and tested in presence of your Lab in
presence of our representative to avoid any misconfusion as well as to have proper
quality of construction.
b) Soil is being used as per your self-testing reports. Your staffs deny to sign in test result
conducted jointly. Not a good sign of good industry practices. So in future, you are
instructed to do joint sampling of each material to be used for earthwork/embankment.
Construction & subgrade construction. Failing the compliance would be treated as
serious ignorance of CA.
c) Your plan and profile is in review stage. Late compliances to our designer is delaying the
review. But you are executing the work as per Article 12 of CA. IE don’t have any
objection but the work should be not compromised with standard & specifications.
d) Till dated no OGL recording has been done jointly. It have been observed you are
making bunds on both side of alignment, which is not also done as per MoRTH clause
305 and to be very surprising that concessionaire raising RFI of embankment 1 st/
embankment 2nd/ embankment 3rd layers. Justify in bunds construction is embankment
construction. Please adopt embankment construction with approved soil and as per
cross sections. On entire project length of 29.42 km, not 100m length of embankment
has been constructed as per MoRTH specification and other codal provision except
producing RFI for construction promptly and misleading. These should be immediately
stopped.
2.Concreting work and structure works:-

Your concreting work is very poor. PCC is being done in 4 to 5 stage having so many joints.
Proper bed is not prepared for pouring PCC concrete. So many times you have been
reminded regarding worst quality of concrete. But you are not listening. You also examine
the quality of Box Culvert.

Our representative has several times jointly conducted gradation of coarse and fine
aggregates in your Lab. All time results are coming beyond tolerances as per specifications.
With the same coarse and fine aggregate, you are doing concrete work and doing mix-
design and submitting to this office for review with own prepared results. Your mix design
concrete review is possible when done with coarse and fine aggregate specifications as per
codal provisions. Till dated whatever concreting of structure have been done- “You are
instructed to go for core cutting as per specification to evaluate the strength of
poured concrete”.

3. Safety:- it appears the Concessionaire is not versed with safety policy. All staffs including
the labors at site have been found all the times during executions without a safety measures
and equipment inviting fatal cases too themselves itself.

4. Pollutions:- Concessioners failed in maintaining the motorable surface for moving the
vehicles on the alignment portions. Concessioner’s vehicles/others are using the alignment
area for movement and creating heavy dust challenging the environment and local villagers
are badly harassed.
