b. Background and Rationale


Schooling is one of the most affected aspects of human life due to coronavirus disease-
2019 (COVID-19) pandemic. Since the rise and threat of the pandemic, many countries around
the world have decided to temporarily close schools that have affected millions of students.
Consequently, students who are mostly children have been facing a learning crisis due to the
pandemic. In a recent correspondence published in this journal, the authors cited that every
country has the responsibility to come up with strategies to reopen schools in a safe manner.
In the Philippines, the government’s Department of Education has come up with
guidelines to implement online and modular distance learning delivery of instruction. This is to
safeguard students from being infected by the disease. However, plans to conduct the pilot
implementation of limited face-to-face delivery in low-risk areas of COVID-19 transmission
for January 2021 have been approved by the president but later recalled due to the threat of the
new strain of COVID-19. Predicaments are raised whether the country is ready to open its
schools for students to go for face-to-face learning despite having been one of the longest and
strictest lockdowns in the world.
School reopening for face-to-face interactions must be carefully planned to ensure the
safety of students as well as teachers and school staff in a staged fashion especially in
following physical distancing. Planning and execution of school health protocols during this
pandemic must be supported by the truthful data being given by various institutions. Last 11
December 2020, the World Health Organization (WHO) has published a checklist to support
school reopening and the preparation for the possible resurgence of COVID-19. WHO cited
that ‘The checklist is aligned with, and builds upon, existing COVID-19-related WHO
guidelines and is structured around protective measures related to: 1) hand hygiene and
respiratory etiquette; 2) physical distancing; 3) use of masks in schools; 4) environmental
cleaning and ventilation; and 5) respecting procedures for isolation of all people with
symptoms.’ The checklist helps policymakers and school officials to enhance compliance and
adherence to public health protocols in the time of the pandemic.
In conclusion, school health protocols in conducting face-to-face classes must be
planned carefully following national and international guidelines to ensure that students will be
safe or at least mitigate the effects of COVID-19. After all, students’ lives matter as education
does to them. That is the responsibility of every government to ensure its fulfillment.

II. OBJECTIVES
The goal of this contingency plan is to provide effective, efficient, timely and well-
coordinated response mechanisms in the event of Covid 19 outbreak or surge in the locality of
the school. Such mechanisms shall help to protect lives, properties and the environment, and
restore the immediate needs of the personnel and operations of the school.
This document was developed by the School Disaster Risk Reduction and
Management.

This Contingency Plan aims to:


1. Set the response and rehabilitation or early recovery roles and functions of the learning
materials, deployment of multiple learning delivery modalities, provision of
corresponding training for teachers, and proper orientation of parents or guardians of
learners;
2. Establish the coordination and communication mechanisms of the school, parents and
partner agencies;
3. Provide guidance for the continuing capacity building of teachers and parents;
4. Determine the preparedness and prevention and mitigation measures to reduce the
impacts of the Covid 19 Pandemic;
5. Support the identification of the needed equipment and supplies to reduce the impacts
of Covid 19 Pandemic;
6. Protect the health, safety, and well-being of learners, teachers and personnel, and
prevent the further transmission of Covid 19;
7. Facilitate the safe return of teaching and non-teaching personnel and learners to school,
taking into consideration the scenarios projected by the DOH and the Inter-Agency
Task Force for the management of emerging Infectious Diseases in the Philippines
(IATF), complemented by other credible sources, and balanced with DepEd’s own
risks’ assessments;
8. Be sensitive to equity considerations and concerns, and endeavor to address them the
best we can; and
9. Link and bridge the Contingency Plan with DepEd’s LCP and to pivot to quality and
into the future of education , under the framework of Sulong Edukalidad and Futures
Thinking in Education.

IV. ACTIVATION, DEACTIVATION AND NON-DEACTIVATION OF


CONTINGENCY PLAN

A. Activation – The contingency plan shall be activated and implemented based on the
risk situation of the COVID-19 pandemic in JMarquez National High School having
reference to the DOH official declaration of hotspot or outbreak or a surge in number of
COVID-19 cases. The activation is in concomitance with the LGU IATF response.
Activation shall originate from the IC having recommended by the LGU IATF/CCHO
on red alert status. Afterwards the School Head?IC directs the School IMT who shall
mobilize and implement necessary response and mitigation actions at the school level.

B. Deactivation – The contingency plan shall be deactivated once the situation has
improved and when heightened alert is no longer required. The recommendation for
deactivation shall emanate from the IC having recommended by the LGU IATF/CCHO.
Once deactivated, operation will still remain until such time that the LGU IATF/CCHO
will be back to “white alert”status or the new normal. At this point, the operation is
already terminated

The COVID-19 Task Force shall primarily ensure the development and implementation
of the guidelines on health standards and protocols in handling, management, testing of
reported COVID-19 cases as well as tracing of personnel with close contact to confirmed cases
in their locality; conduct limited f2f or virtual meetings to discuss issues and concerns
regarding the implementation of the guidelines and to ensure enabling work environment.

Cotabato City Emergency Operation Center (EOC) is the repository of information and
main hub for coordination of the CDRRMO/ CCHO. It serves as the main communication link
for all responding units, receives emergency and non-emergency calls, monitors the security
and surveillance cameras in the province, dispatches call to concerned responding unit,
receives data and reports from responding units.
