1 . Discuss the implication of RA 10121 is disaster risks reduction and management

The NDRRM Framework is an essential part of the development process and a key
component in ensuring the country’s sustainable development. Its thrust is to reinforce the
paradigm shift from disaster response to disaster risk reduction and management principles.
On the other hand, the NDRRM Plan provides the legal basis for policies, plans, programs
and activities to address the impact of disasters. It also highlights activities in empowering
and strengthening the capacity of both local and national government in order to build
disaster-resilient communities and institutionalize measures to reduce disaster risks. This is
also done by partnering with key stakeholders.

RA 10121 is an act strengthening the country’s National Disaster Risk Reduction and
Management System towards sustainable economic development. It provides a
comprehensive, all-hazard, multi- sectoral, inter-agency, and community- based approach to
disaster risk management through the formulation of National Disaster Risk Management
Framework. This can be achieved by integrating this System in all national and local
development processes. However, it requires institutionalization and organization of its
structures, in all levels of government nationwide. Likewise, it is the DRRM Act that
mandates the crafting of the Framework and the Management Plan that will provide the
strategies, organization, task of concerned agencies and LGUs, and other guidelines in
dealing with disasters or emergencies. Under the core value of safer-adaptive and disaster-
resilient communities, the Plan has four thematic areas: Disaster prevention and mitigation,
disaster preparedness, disaster response and disaster rehabilitation and recovery.

2. Formulate a disaster management framework in your locality based on the six (6) thematic
area under the disaster management cycle.
