MINUTES OF THE REGULAR MEETING OF THE SANGGUNIANG BARANGAY

HELD ON THE 14TH DAY OF MAY, 2022 AT THE BARANGAY HALL 905.

CALL TO ORDER

The session was called to order by Punong Barangay Thelma B. Zambrona who is also
the presiding officer at 7:30 PM. It was followed then by an Opening Prayer lead by Kagawad
Darwin V. Peregrin.

ROLL CALL

The Barangay Secretary did the Roll Call and all members of the Council were
present.

READING AND APPROVAL OF THE MINUTES OF THE PREVIOUS SESSION:

The minutes of the previous meeting was read by the Barangay Secretary. Members
were asked by Punong Barangay Thelma B. Zambrona for any comments and clarifications,
and since none was made, Kagawad Winefredo B. De Pedro moved for the approval and was
seconded by Kagawad Ariel S. Himan.

The minutes of the previous meeting was approved without any comments.

The first agendum of this month of May regular meeting is about the first semestral State of
the Barangay Address or simply the barangay Assembly. Punong Barangay Thelma B. Zambrona
wanted her SOBA to be done on May, 15, 2022, 8:00 in the morning at the Barangay 905 covered court.
The State of the Barangay Address or SOBA was all about reporting of all accomplishment that has
been made by the Barangay for the first semester of the covered calendar year. By this time, it would
be face to face activity and the attendees will come from all sectors of the community. The Senior
Citizens Organization, the Ugnayon 14, the Kaginhawahan Village Neighborhood Association, some
youth and other constituents of the Barangay. The Barangay 905 experience the rudeness of Covid-19
Pandemic, P/B Thelma B. Zambrona said. But in spite of that, our Barangay was able to stand to give
our best effort to serve our community. Not just her alone but her whole Sangguniang Barangay, the
SK’s the Barangay Tanods, Lupon Tagapamayapa, the Admin and all the employees of the Barangay
together with so many volunteers that exerted their efforts to help our people. Truly, being united
was a great instrument to surpass all problems even it is a pandemic. She planned to report also all
the different Ayudas the government extended to us. The financial and food assistance that our city
government extended to us. The Department of Social Welfare and Development through the MDSW
and other private groups and individuals that extended their support that gives strength to our
frontliners and constituents as a whole. Now that the Pandemic is already deteriorating, it was a
great thing to remind the people of this SOBA’s theme. “IBAYONG INGAT ATING GAWIN LABAN SA
COVID-19”

Second agendum was the ongoing Basketball League of the Barangay that has been
spearheaded by Sangguniang Kabataan Kagawad Margarette Saspa. As reported, the League opened
last April 30, 2022 followed by the first game last May 2, 2022. Two divisions had been made. The
Junior Division whose age was from 18 to 25 and Senior Division whose age ranges from 26 to 40.
They divided each division into two brackets which has 5 teams each. Single round roving for each
bracket will be done to determine the first 2 highest team for the semis. In case of tie standing points
system will prevail. Cross-over games will be done on the semis and loser versus loser will vie for third
place and winner vs winner will vie for the championship. As of the moment, the league is already
halfway of the elimination round for both junior and senior divisions. Kagawad Edwin M. Zambrona
requested the whole Sangguniang Barangay to support the Sangguniang Kabataan in charge on all
matters of games and decision making. We might as well monitor everything and make sure that it is
running smoothly. All members of the Sangguniang Barangay take note of what Kagawad Edwin M.
Zambrona said.

Punong Barangay Thelma B. Zambrona on her third agendum announced the upcoming
schedule of the Senior Citizens Organization of Barangay 905 to be held on May 22, 2022 at the
barangay Covered Court. It will be a secret balloting and Commission on Election will be running the
activity. Secretary Emil Lerona was appointed by P/B Thelma B. Zambrona to be the Chairman of the
said commission and his whole admin staff to help him. Filing of candidacy has been made and
“MITING DE ABANSE” has been scheduled on May 20, 2022 wherein all the candidates from President
to P.R.O. and all aspirants to be Board Member will have a chance to campaign publicly on arena.
Three candidates filed for Presidency, the were Delia Francisco of 6 th street, Angeles Luzuriaga of 5th
street and Rachel Caramoan of 2nd St. The Sangguniang Barangay admires the activeness of our
Senior Citizens. It shows on their interest to serve their co-seniors.

Punong Barangay Thelma B. Zambrona asked the whole council for suggestion on topic/s they
wanted to discuss and since no one suggested, Punong Barangay Thelma B. Zambrona then adjourned
the meeting.

The first agendum of this month of May special meeting was about the assessment of the
different committees of the Barangay that is called Barangay Based Institutions. A memorandum
from the Department of Interior and Local Government, National Capital Region has been received by
the office of the Sangguniang Barangay 905 where in the subject is about the orientation on barangay
Based Institutions (BBI’s) Functionality Assessment / Audit. The content of the memo was read by
Secretary Emil R. Lerona and here were the details:
“Pursuant to the conduct of the Face to Face Functionality Assessment/Audit on the four BBI’s
which are Barangay Development Council (BDC), Barangay Peace and Order Committee (BPOC),
Barangay Anti-Drug Abuse Council (BADAC) and barangay Ecological Solid Waste Management
Comittee (BESWMC) in all the barangays of Manila. An orientation will be held on May 23-25, 2022 via
Zoom Teleconference. The following are the target participants.
1. Punong Barangay
2. Barangay Secretary
3. Sangguniang Barangay Member Committee Chair on Appropriations
4. Sangguniang Barangay Member Committee Chair on Peace and Order
5. Sangguniang Barangay Member Committee Chair on Anti-Drug Abuse and
6. Sangguniang Barangay Member Committee Chair on Ecological Solid Waste Management
Our barangay Schedule of Orientation will be on May 23, 2022 from 9:00 AM to 12:00 noon.

The second agendum is about the on-going Manila Waters “Libreng Pasipsip” Project. P/B
Thelma B. Zambrona reported to the council that there is an on-going libreng pasipsip of septic tank
per household. The project started last May 15, 2022. We already announced this project through our
public address but then again, P/B Thelma B. Zambrona told her council that if they know somebody
that needs this kind of service among their area they can still go in the barangay and ask for a
schedule. We are aiming to finish the said project on the last day of May, 2022 with the whole
barangay 905 household don’t have problems anymore regarding their septic tanks.

The third agendum of this special meeting was all about updates of the Basketball League
that we have now at present. Elimination round for all the brackets, both in junior and senior division
was finished. Four contender teams for the cross over games in the junior and senior division was
already selected. For the junior division teams were the Mindsets, the Cardinal, Aromas and Kalye
Sais while on the senior division were Road 5, Road 5 Buri, Super friends and Tropaganja. The
schedule has been set for the crossover games and the finals. The championship game was set on the
12th day of June, 2022. P/B Thelma B. Zambrona tasked Secretary Emil Lerona to prepare a short
program for the championship game wherein the awarding of winners will also be declared.
Everybody was hoping to have a successful league ahead of us and P/B Thelma B. Zambrona will be
announcing the next sports activities that will be lined up for this year.

wanted to discuss and since no one suggested, Punong Barangay Thelma B. Zambrona adjourned the
meeting.
