TOPIC: BARANGAY PEACE AND ORDER

Problem 1: Implementation

1. Habiatan (2022) concluded that the level of implementation of ordinances on peace and order is
"moderately implemented." The implementation of ordinances was rated as "much
implemented" by the Barangay Tanod, Barangay Captain, and Community Based Anti-Crime
sectors, while it was rated as "moderately implemented" by the Youth, Lupong Tagapamayapa,
Teacher, Interfaith, Senior Citizen, and Non-Governmental Organization sectors. Thus, barangay
captain, Lupong Tagapamayapa, and the Community Based Anti-crime sectors showed a
better assessment of the peace and order ordinances' implementation than their counterpart
stakeholders. Barangay affiliations, which include barangay locations in urban areas and less
populated areas, showed better implementation of peace and order ordinances. In addition,
both urban and rural barangays say that ordinances on peace and order are being "moderately
implemented." This means that both urban and rural barangays say the same thing about how
well ordinances on peace and order are being implemented.

2. The study of Aydinan (2020) shown that majority of the barangay peace and order programs
are implemented only to a moderate extent based on the experience of the citizens.

Problem 2: Performance of Barangay Peacemaking Action Team/Barangay Police Officers

Bente et al. (2022), argued that the overall performance of barangay tanod was excellent, regardless of
age, educational attainment, or gender. There were no significant differences in the performance of
tanods divided into different groups. However, the delivery of BPAT services for crime prevention
needs to be enhanced. Their study focuses on assessing the BPAT’s performance during the COVID-19
pandemic in the urban barangays in Ozamiz City.

Problem 3: Community Satisfaction

According to Saligan et al. (2018), community satisfaction on BPAT performance in Ozamiz City is very
high. The residents positively perceive the outstanding commitment and dedication of BPAT in
performing its task as law enforcers at the barangay level. However, the delivery of BPAT services on
crime prevention has to be improved. Provision of proper facilities and training for crime prevention
may be helpful for BPAT members. The Local Government officials and PNP in Ozamiz City may also
consider what other support to provide for BPAT that will make it more effective in performing its
duties.
