The Development of Geothermal Power Plant on the Mount


Slamet Slope
Introductory:
Indonesia is one of the few systems in the world that has a great potential for the
development of geothermal power plants. Up to Augt 2017 only 1,699 MW installed
capacities or 5.9% of the total Indonesian geothermal potentials has been available. The low
utilization in comparison to the total potentials leads to continuous efforts to increase. To
produce electricity, a geothermal power plant needs only an area of 0.4 – 3.0 hectares, while
a steam power plant needs an area of about 7.7 hectares. Geothermal belongs to a new and
renewable energy resource, since the heat extraction is much less than the the geothermal
load. Carbon dioxide emission of geothermal power plant is now about 122 kg CO2 per
megawatt-hour (MWh), which is approximately one-eighth of that of coal power plant.
Another advantage of geothermal power plant is that it does not cause pollution, and at the
same time, does not contribute to greenhouse effect. As geothermal energy originates from
inside the earth itself, no fuel is needed to keep generator working. Most importantly, as
geothermal is a renewable energy, it will remain exist as long as we do not pump too much
water.
Case Description:
The development of geothermal power plant on the Mount Slamet slope is based on the
Minister of Energy and Mineral Resources Decree establishing Baturraden as the Working
Region of Geothermal with a total area of 24,660 hectares. Baturraden Geothermal Power
Plant is projected to fully operate in 2022 with the capacity of up to 220 MW. According to
the Decree of No. 4557 K/30/MEM/2015, the holder of Geothermal Permit (GP) in Baturraden
Geothermal Power Plant is PT Sejahtera Alam Energy (SAE) with shared ownership consisting
of 75% STEAG and 25% PT Trinergy. DJP development planning has been started since 2005
by the Ministry of Energy and Mineral Resources as the institution authorized to develop
energy for community welfare. The fact, is however, that no certainty has been available to
obtain the neccesary hot spot so far, while the process takes sufficiently long time. Cost and
energy have been spent, but no result is seen. Environmental obstacles include geological
aspect and extreme land condition. Social obstacle is local people resistance, which is
presumably because of large environmental impacts, particularly with respect to water
pollution and erosion due to infrastructure (road) development in Mount Slamet slope
resulting in high turbidity of Krukut River. The turbidity, along with thick mud, caused by the
development of Baturraden Geothermal Power Plant, gives rise to anxiety, fear, anger and
demonstrations against the development process. This phenomenon is sufficiently disturbing
for the development implementers and local government of Banyumas Regency and Central
Java Province, so that the project is suspended.

WORK DESCRIPTION
CASE: The Development of Geothermal Power Plant on the Mount Slamet Slope
Points to answer:

WORKING METHODS
1. Students read the CBL-4 scenario carefully.
2. Students try to understand all guiding questions to help for searching relevant
references. Students may use those suggested in the Learning Plan or any other
relevant ones.
3. Students discuss in the groups that have been coincided in the learning contract to
solve the assigned cases.
4. Students write a paper/summary on the discussion results and submit it at 13th
meeting, completed with names and student IDs of all the group members.
5. At the 13th meeting students present the paper/summary of the respective group.
The groups having no presentation are assessed for activities and contribution to the
class discussion based on their questions, responses and suggestions to the
presenting group.
6. Every student is asked to assess the contribution of his/her group mates in the
discussion of the CBL topic outside the classroom. The assessment of collaboration
is submitted along with the paper/CBL summary submission.

a. Object of Work: Compilation of paper/summary of discussion results and presentation ppt of the
group discussion
b. Output Format:
1. PAPER/SUMMARY OF THE CASE DISCUSSION (group) written in MS Word with
extension format (*.rtf), using file name: (CBL-5 group X.rtf);
2. Ppt slides of presentation, comprising: text, graph, table, figure, animation or video clips, in a
maximum of 5 slides. Submitted as softcopy with extension format (*.ppt), using file name:
