Metro Clark is touted to be the emerging "business hub". Ronquillo (2021) states that
Metro Clark provides potential landing destinations for local and foreign investors. Likewise,
many articles raise the anticipation that Metro Clark can become a "global city." According to
Seckin (2015), global cities are the urban centers for catering to international trade, investment,
production, and consumption. With this, these are the strategic production sites in an economy.
Moreover, having read articles and related information, Metro Clark can indeed be on the road
to becoming a "global city."
Supporting the abovementioned claim, Metro Clark can attract foreign investment due to
the "Build, Build, Build" infrastructure program. In 2018, it garnered PHP3.68 billion in foreign
investments, a 43% increase above the PHP2.6 billion in approved foreign investments, according
to Rhyna Ventura, vice president of the Business Development and Business Enhancement Group
of CDC. She claimed that these foreign investments could create 6,690 jobs (Crismundo, 2022).
This information supports the fact that Metro Clark has the characteristic of attracting investments
as vital to the core of a global city. Another supporting assertion is that infrastructure
developments in Metro Clark are enhancing Central Luzon’s GDP, which has risen to 9.3% in
2017. The 9,450-hectare Metro Clark will be the nation’s first disaster-resilient and sustainable
city. Residential, commercial, agro-industrial, and educational developments will all coexist there
(BCDA, 2018). This news correlates with Metro Clark’s ability to call for infrastructure
development as well as economic growth.
Metro Clark has also been selected by the BSP to decentralize financial government
operations from Metro Manila. This estate now has a leading financial service provision,
allowing the organized flow of monetary transactions (BSP, n.d.). Metro Clark also has four
districts, which all serve different purposes. These districts that Metro Clark has can allow this
estate to be a global city in which it provides certain competitive advantages (Remo, 2019). This
would regularly be recognized as the top location in all of Asia, if one were to look at what
defines a favorable, appealing, and accommodating business environment (Sison, 2020).
New Clark City has also suffered from various natural disasters. However, the EBA is
said to produce the cement necessary for the buildings in Metro Clark by combining it with
Lahars considering various architectural features and location. This can reduce the amount of
water and energy consumed. It will not cause much damage to the natural environment and will
contribute a good deal to people's safety (Messling, 2019). To fulfill the nation's expanding needs

for trash disposal, Metro Clark Waste Management Corp. has also finished an expansion project
at its landfill facility in Kalangitan, Clark, Pampanga. MCWM is the first engineered sanitary
landfill in the nation and can process up to 4,000 tons of waste per day for use by more than 150
LGUs and various industries (Jocson, 2022).
According to Mohammed (2018), it is important that many industrial and commercial
facilities are present in using a land area to become a global city, but accessible transportation
should be present. For instance, Clark International Airport. Metro Clark has also facilitated
urban development and is considered a major urban center. This is because Metro Clark is home
to the largest airport in the Philippines, which is four times larger than Manila's constrained 640-
hectare NAIA airport (Sison, 2020).
Clark has also made progress with the construction of a military base. As such, Air Force
units are also present here. On May 4, 2022, the Philippine Army and 7th Infantry Division
renewed their partnership for the security of New Clark City. This memorandum agreement is
for the continued deployment of paramilitary troops. The establishment of regional task forces
at the provincial, city, municipal, and barangay levels has fostered a culture of convergence
within national government agencies, local government entities, and other sectors of society.
Furthermore, RTF-ELCAC 3 had effectively provided government services in Metro Clark
while conducting anti-insurgency operations. Additionally, they have been successful in
reducing guerilla fronts (Office of Presidential Adviser on the Peace Process, 2022).
In conclusion, Metro Clark has the potential to develop into a global city. This is
consistent with its capacity to draw foreign investments that result in the development of
infrastructure and employment. In addition to having a central bank, this is a crucial factor in the
growth of the country's GDP. Even though Metro Clark had experienced natural calamities, its
directors had taken actions to increase sustainability. The "green" efforts that reduce energy and
waste usage are being supported by Metro Clark. Finally, Metro Clark is protected by the armed
forces and municipal and federal government agencies, effectively decreasing the crime rate.
These elements are consistent with Metro Clark's ascent to the status of a global city. It might
still require improvements, but it's a very feasible estate for a global city.
