1. Competition Regulations

1.1 Competition Name

§ International Design Competition for National Design Museum

1.2 Context and Objectives

§ The National Design Museum is a cultural institution centered on the


concept and value of design, and its purpose is to promote the creative
cultural industry through the records and interpretations of
contemporary designs, to understand social and cultural aspects through
design, and to promote mutual understanding and cultural prosperity.

§ The purpose of this international design competition is to select the


optimal design for the establishment of the 'National Design Museum'
with the above background.

1.3 Project Overview

§ Site Location: cultural facility lot (Culture S-1) in Sejong-ri (Area S-1),
Sejong, Korea
§ Site area : 12,157㎡
§ Architectural Area : 19,648㎡(14,071㎡ + 5,577㎡[underground parking])
§ Scale : 2 stories below ground, 22m or less in height, 5 stories or less
above ground
§ Total construction cost : 40,374 million KRW for construction
§ Architectural design cost : Approx. 1,932 million KRW (including design
cost for corridor and underground parking lot, VAT included)
§ Design period : about 12 months from the date of contract
§ Building-to-land ratio: less than 50%
※ The site area and building area for calculating the building-to-land
ratio is based on the sum of the existing facilities (Children's Museum,
Integrated Facility, Museum of Urbanism and Architecture).
- Site area: 59,936㎡ (existing facilities 47,779㎡+National Design Museum
12,157㎡)

※ The underground parking lot may be subject to changes such as area
increase or decrease, location change, etc. depending on budgetary
circumstances during design service, and the winner must change the
design within the above architectural design cost.

1.4 Competition Method

§ This design competition is classified as general design competition and


international design competition.

1.6 Organizing Body

§ The National Agency for Administrative City Construction is the organizer of


this competition.
§ The competition organizer is responsible for the funding of the competition
and oversees all of its related matters.
§ The organizer approves the decisions of the Jury Committee and is in
charge of the follow-up procedures regarding the submitted design
documents and the awarding of contracts.

1.7 Competition Administration

§ The host appoints Design Oasis Co., Ltd. as the competition


management party for the smooth progress and management of the
design competition.
§ The competition management party performs the registration of design
contest participants, Q&A and submission of submitted works, conducts
technical assessment, and assists in the entire process of the
assessment.

1.8 Language and Units of Measurement

§ The official languages of the competition are Korean and English.


§ All measurement units are in the metric system.
§ Participants' submissions and inquiries must be written either in
Korean or English, and in case of a conflict of interpretation between
Korean and English, Korean shall prevail.

1.9 Eligibility

§ Both domestic and foreign architects (Licensed Architects, including


corporations) can participate.
§ A joint application can be made by up to 5 people (individual or
corporation), and one of the joint applicants must be selected as the
representative and registered.
§ The representative of the application must be a person who has an
architect's license as stipulated in Article 7 of the Korean Architects
Act as of the date of announcement, has completed a report on the
establishment of an architect's office in accordance with Article 23 of
the same Act, and has no grounds for disqualification according to the
relevant laws and regulations. If elected, the main contractor becomes
the representative for the application.
§ Foreign architect's license holders must become joint contractors with
the application representative to participate.
§ Representatives of the application and those who are registered as
co-applicants cannot participate in duplicate participation in other
joint-application teams participating in this design contest.
§ National Design Museum Design Competition Steering Committee
members, judges, technical judges, or their immediate family cannot
participate in this contest.
§ Employees of the organization or company to which a member of the

judge committee belongs cannot participate in this contest.
§ If the judge committee member concerned is a 'full-time faculty
member', such as a full-time professor, associate professor, or assistant
professor, belonging to a university under Articles 14 and 15 of the
Higher Education Act of the Republic of Korea, ‘Full-time faculty
members’ belonging to the same department/faculty of the same
university as the person concerned are not eligible to participate in this
contest.
§ If a person who violates the above qualifications registers for
participation, the competition host and the competition management
party may refuse the application.

1.10 Registration

§ Registration Period : Oct 1st 2021(Fri) ~ Oct 11th 2021(Mon)


§ Participants must register on the competition website
(www.designmuseum.kr) by the registration deadline.
§ Registration is complete only after accessing the competition website
and entering the necessary information according to the instructions. At
this time, the personal identification number (PIN) is used to identify
the participants and the submitted drawings and documents during the
competition period.
§ After registration, it is possible to change members except for the
representative until the deadline for submission of entries. However, if
the representative, of the application is changed, the registration of
participation will be invalidated.

1.11 Q&A

§ Participants may ask questions through the competition website after


registering as a member of the competition website. Inquiries are not
accepted through separate e-mails or phone calls.
§ Questions and answers are considered as additions or amendments to
the design competition regulations.

1.12 On-site Disclosure

§ (Venue) Sept 9th 2021(Thu) 13:00~16:00, 551-7 Sejong-ri,

§ There is no separate on-site briefing session due to the ban on

gathering, and each person collects information within a set time. If
there is a request for explanation of the site situation from the
competition host and competition management party at the site, it is
possible to respond within the on-site disclosure session.
§ Attendees must follow the COVID-19 quarantine rules and the
management guidelines of the PR center when entering the building.
§ To help the understanding of the site, a video of the target site filmed
with a drone will be provided through the competition website.

1.13 Reference Materials and Forms

§ Reference materials and forms are provided by downloading directly from


the competition website after registering as a member of the competition
website.
§ Part or all of the provided data cannot be used for any purpose other than
this design competition.

1.14 Submission Material


§ Each participant may submit only one work.
§ Submissions must be submitted in person according to the date and
time specified below.

- Submission date: Dec 17th 2021(Fri) 10:00~17:00


- Place of submission: 1F, Soyanggang-ro, Dong-myeon, Chuncheon-si,
Gangwon-do

§ All submissions must be submitted before the deadline, and submission,


modification, or replacement is not possible after the deadline.
§ Submitted submissions will not be returned.

1) Drawing Panels

§ The drawing panels consist of 6 sheets of A1 (841㎜×594㎜) size


attached without borders on a 10㎜ foam board (horizontal direction).
§ The scale of drawings (layout, plan, elevation, cross-section) to be
included in the drawing panels shall be 1/300.
§ The arrangement of the panels is as follows.

§ The drawing panels may be placed at the applicant's discretion, and the

- Other conceptual diagrams, explanatory drawings, etc. that express the

2) Design Description

§ The design description ([420㎜ x 297㎜_horizontal direction], A3 size)


should be written within 15 sheets (including cover page, table of
contents, and separator).
§ The design description should be printed on white paper so that the
short side is vertical, stitched on the left side, and bound with adhesive
(no spring binding). 15 copies should be submitted.
§ The design description is freely prepared according to the designer's
intention by referring to the following contents.

§ On the cover of the design description(using Form 5 provided through


the website), only the name of the design competition is written, and
out of the number of copies submitted, only 2 copies are marked with a
personal identification number on the upper right corner of the cover,
and the rest are not marked.

3) USB

§ Include the drawing panels image file (300dpi or more, jpg format), design
description(pdf, high quality print) and other template(form) files (scan as
pdf) and submit them after packing in a case.
§ Create a new folder in the root folder, and copy all files into it. The
folder name should be in the form of “□□-000_representative name”.
§ Drawing panels are designated using PINs and plate numbers such as □
□-000_PANEL1.jpg and □□-000_PANEL2.jpg, and submitted as a total
of 7 files including the design description (□□-000_description.pdf). For
other templates(form), write the name of the document in the file name
(□□-000_document name.pdf) and submit.

4) Drawing Panels and Design Description Advisory

§ All drawings and documents can be freely expressed, and there are no
restrictions on the use of colors.
§ Except for the specified scale, it can be completed freely and the
bearing of the site plan and floor plan should be to the northwest side
with the entrance to the National Museum Complex facing up.
§ When including an aerial view, perspective view, or conceptual drawing,
excessive expressions such as rendering and decoration should be
avoided as much as possible.
§ The area and name of each space should be marked on the drawing.
§ Any act of arbitrarily adjusting the size of the building or the site etc.
expressed in the drawings as different from the facts may result in a
penalty such as being eliminated by the jury committee.

§ A copy of the architect's license must be submitted by all participants,
and only the representative of the applicant must submit a copy of
Architect’s work report certificate and the Architect’s administrative
disposition inquiry
※ Persons who have received administrative dispositions such as
cancellation of registration, cessation of business, closure of business,
or suspension of business as of the announcement date cannot
participate as representatives of the design competition.

1.15 Anonymity

§ The information registered for participation is not disclosed until the


assessment result is announced, and the participant must not include
any identifying information in the design plate and design description
except for a personal identification number (PIN). Violations of this will
be reported to the jury committee.
§ For fair assessment, the participant cannot disclose the submitted
design proposal and PIN through any media such as SNS until the final
assessment is completed.

1.16 Personal Identification Number(PIN)

§ Participants must use the random personal identification number


(consisting of two letters and five Arabic numerals) given when
registering for participation through the competition website.
§ Write the personal identification number (hereinafter referred to as PIN)
on the design plate, design manual, and USB.
§ On the drawing panels, the PIN is written on the upper right space of
the back side as shown in the figure below, and the plate number (the
number indicating the display order of the plates) is written in the
space at the bottom right of the back side of each plate as shown in
the figure below.

§ The font size of the PIN written on the panel is 20 point (however, the
panel number is 50 point), the font is ‘Arial’, the color is black, the
position is aligned in the center, and the lines are unified in black with
a thickness of 1mm.
§ Of the number of design descriptions submitted, only two copies are
marked with a personal identification number in the upper right corner
of the cover, and the rest are not marked.
§ The PIN must also be marked on the USB, and the method of marking
is not specified.
§ When a work is submitted, the PIN is covered with opaque paper and
replaced with the application number given by the management party to
be used during the assessment period.

1.18 Technical Committee

§ The technical committee judges violations of the work based on the


design competition rules and guidelines and related laws, organizes
them into a report, and submits them to the jury committee.
§ Technical judges can attend the jury committee and explain the
technical assessment results to the judges.

§ Preliminary judges (in alphabetical order)

§ The jury committee opens with the presence of judges. The jury
committee becomes a member only when a majority of the number of
judges (including cases succeeded by preliminary judges) attend, and a
decision is made with the consent of a majority of the judges present.
If necessary, preliminary judges and technical judges may participate in
the jury committee.
§ The judge chairperson is elected at the first meeting. The chairman of

the jury committee operates the jury committee by collecting the design
competition rules and the opinions of the judges, and sets the
assessment rules for the assessment and selection of works. In
addition, on behalf of the judges, a report on the results of the
assessment is prepared and submitted to the management party.
§ Submissions that fall under any of the following reasons may be
rejected regardless of the progress of the review according to the
decision of the jury committee, and even if discovered later, the award
may be withdrawn by the judge's decision.

- In the event that an unqualified person submitted an entry based on


the eligibility rules
- In case of not following the design competition brief and
requirements such as design competition regulations
- If it is found to be plagiarism because it is a previously published
work of another person or his/her own work, or similar to it
- In case the work has been published before the final assessment
result is announced (including [non-public Social Media])
- In case of submitting more than one work
- In case of ignoring the anonymity of the work

1.20 Assessment

§ The assessment process is divided into technical assessment and main


examination.
§ In the technical assessment, violations of the design competition rules
and guidelines, related laws, etc. of the submitted work are reviewed,
and the results are submitted to the jury committee.
§ Regarding the submitted technical assessment results, the jury
committee decides the criteria for reflecting this to the main
assessment.
§ The participant's work presentation (2nd round assessment) will be
conducted for the works selected after the 1st round assessment.
However, if the number of submissions is less than 10, the 1st round
assessment may be omitted according to the decision of the jury
committee.
§ Applicants that have passed the 1st round assessment will give a
presentation regarding the works during the 2nd round assessment.
§ Specific details of the assessment, such as the presentation of the
participant's work, and the time, place, and method of assessment, may
be changed according to the decision of the jury committee. Final
details will be announced on the competition website
(www.designmuseum.kr) up to 20 days before the start of the

assessment.
§ In principle, the screening will be conducted face-to-face with the
judges and applicants at the designated assessment location, but it may
be changed to online assessment depending on the extent of the spread
of COVID-19 in the future. If any changes are made to the method of
assessment, applicants are notified through the competition website,
including details such as the assessment schedule and submission
material.

1.21 Selection and Contract

§ Assessment results will be posted on the competition website after the


assessment is over and only the winners will be officially notified.
§ The compensation fee is paid to the representative of the application as
follows according to the ranking of the successful candidates and prize
winners.

§ The winner has the priority to negotiate a design contract with the
host. The period of signing a design contract shall be within 10 days
from the date of announcement of the assessment result. However,
depending on the circumstances of the host and project promotion
conditions, the contract signing period may be adjusted in consultation
with the contract partner.
§ Contracts with the winners, including joint applicants, must be made in
accordance with Article 72 of the Enforcement Decree of the National
Contract Act of the Republic of Korea and only with those who meet
the qualifications for license, permission, registration, etc.
§ In the case of a joint application, all legal rights and obligations related
to the design competition belong to the representative of the
application, and the internal business conditions between the parties
involved in joint application do not bind the host.
§ The host can grant the right to negotiate to the 2nd place winner if the
1st place winner surrenders or loses the right to negotiate or if the
contract is broken. In this case, the 2nd place winner who signs the

contract must return the previously received compensation fee, and the
host will pay the returned compensation fee to the 1st place winner.
§ Compensation fee includes airfare for attending the assessment and
awards ceremony, all copyright fees, taxes, and various fees such as
currency exchange and remittance. Taxes are subject to the tax laws
of the Republic of Korea.
§ The winner must perform design work with cooperation from relevant
engineers such as structural, civil engineering, landscaping, machinery,
electricity, and fire safety, and contracts with related technicians who
must conclude a contract separately from the ordering agency under
the relevant laws and regulations are jointly subcontracted(joint
performance or shared performance) with the winner.
§ In the event that the project cannot be proceeded due to suspension of
the project after the contract, the host will settle the actual expenses
until the time of suspension and pay the winner.

1.22 Copyright and Publication & Exhibition

§ The copyright of the submitted work belongs to the participant, and all
matters related to copyright, such as the attribution of copyright, are in
accordance with the Copyright Act of the Republic of Korea.
§ The host has the right to use all submitted materials for
non-commercial purposes, such as using it for publication or exhibition
of reports or collections of works related to this design competition, or
providing it to newspapers, broadcasting, internet, or other media, and
it is considered that participants have granted permission to do so
without compensation or consultation.
§ Participating works must be creative works and must not infringe the
intellectual property rights of others. In the event of any issues related
to the intellectual property rights of others, all responsibility lies with
the participant and the award may be revoked.

1.23 Disputes

§ This design competition is executed in accordance with the laws of the


Republic of Korea, and if a dispute arises in relation to the competition,
a court located in the Republic of Korea will arbitrate or adjudicate.

1.24 Other

§ Matters not specified in this brief shall follow the ‘Construction Design
Competition Brief’ (Ministry of Land, Infrastructure and Transport
Notice No. 2021-872, effective on August 1, 2021).

2. Status of Project Site

2.1 National Museum Complex

§ The National Museum Complex, where the National Design Museum will
be built, is located in the S-1 living area cultural facility site (S-1) in
Sejong City, where an administrative complex city is being developed.

§ The National Museum Complex aims to create synergy effects by


bringing together museums in various fields as a core cultural
infrastructure of an administrative complex city, and to expand and
reorganize the museum culture from the collection, preservation, and
exhibition of artifacts to the reproduction of cultural contents.

§ In Zone 1 of the National Museum Complex, an integrated operation


center, an integrated storage (partially), the National Children's Museum,
and an underground parking lot will be built as the primary construction
facilities, and remaining national museum and integrated storage
(partially) facilities, including the National Design Museum, will be built
as secondary construction facilities.

§ Based on the current master plan for Zone 1, the integrated operation
center, the National Children's Museum, and the integrated storage (the
first construction area) have been designed and are under construction
with the goal of completion in December 2022.
§ The winning design for Museum of Urbanism and Architecture was
selected from the preceeding design competition in October 2020 and is
currently being designed.
§ Among the secondary construction facilities, the underground parking lot

of the entrance plaza and the integrated storage are currently being
designed.

1) Surrounding Facilities

§ The National Design Museum is located on the left side of the north
side of Zone 1 of the National Museum Complex and is located adjacent
to the National Museum of Urbanism and Architecture and the National
Digital Heritage Center.
§ In addition, the National Design Museum is connected to the
underground integrated storage in the secondary construction area in
Zone 1 and the underground parking lot of the Museum of Urbanism
and Architecture and the National Digital Heritage Center.
§ The museum complex entrance plaza is integrated with the city symbol
plaza and serves as an active space for various events and the main
entrance for visitors to enter the museum complex's integrated
operation center.
§ The central plaza of the museum complex is a central space connected
to all of the facilities in the museum complex, and is used by visitors
when moving to individual museums through the integrated operation
center.

2) Traffic and Flow Planning

§ Public transportation and general vehicles all approach through the


northern road (city symbol plaza, Junganggongwon-ro), and general
vehicles can also access Naseong Bridge 1 (west side of the site).
§ Currently, there is a road that passes through the National Museum
Complex from the north to the east, but it is not necessary to consider
the road as it will be relocated or abolished when the National Museum
of Urbanism and Architecture begins construction.
§ General vehicles enter through the underground parking lot entrance
ramp on the north side (entrance plaza) and west side (Naseong Bridge
1) and park in the integrated parking lot on the 2nd basement floor.
§ Emergency vehicles and service vehicles are accessed through the road
on the east side of the site and through the interior of the complex.
§ As the Integrated Operation Center and the National Children's Museum
opened first, an outdoor parking lot will be created on the north side of
the National Children's Museum.
§ All visitors to the museum complex will visit the individual museums
after being issued a ticket at the integrated operation center. However,

since they can freely visit individual museums after they have a ticket,
the main entrance to the National Design Museum can be freely
proposed.

3.2 Key Design Considerations

1) Harmony and linkage with the entire National Museum Complex and
adjacent facilities

§ As a facility within the National Museum Complex, the National Design

Museum reflects the planning direction of the National Museum Complex
(National Museum Complex Master Plan Brief) in order to contribute to
the creation of an integrated spatial environment of the complex, but
through reinterpretation of the brief, a differentiated design direction
for the National Design Museum should be presented.

§ The exhibits of the National Design Museum are stored in the


integrated storage and then moved to each exhibition room through the
temporary storage to be displayed. The artifact movement passage (B2)
from the integrated storage to the National Museum of Urbanism and
Architecture ~ the National Design Museum ~ the National Digital
Heritage Center should be planned for each museum.
§ The corridor is the medium that unifies the museum complex and plays
an important role in creating the identity of the museum complex. For
the unity of the entire museum complex, the standard and shape
(height, width, grid) of the corridor should be maintained and planned
with reference to the provided materials.
§ In addition, spatial linkage with adjacent facilities such as the entrance
plaza, the central plaza, the integrated operation center, the National
Museum of Urbanism and Architecture, the National Children's Museum,
and Jecheon Waterfront Park should be implemented.

§ In particular, since the underground parking lot is a space that is


expanded step by step according to the sequential construction of
individual museums, the underground facilities of the Integrated
Operation Center, the National Children's Museum, the National Museum
of Urbanism and Architecture, and the underground facilities of the
National Design Museum should be planned to be linked effectively in
accordance with the circulation system. The connection with the
underground facility (under planing, undecided) of the National Digital
Heritage Center to be built nearby in the future should also be
considered.
§ The Sunken Courtyard, planned between individual museums, divides the
areas of individual museums, and serves as a buffer space during the
construction period when each museum is built sequentially.

§ The Sunken Courtyard should be planned as a public access road that
leads from the underground parking lot to the central plaza of the
museum complex, inducing lighting/ventilation to the exhibition hall and
public space on the 1st basement level and the underground parking lot
on the 2nd basement floor.
§ The east and west sides of the target site are to be 3m or more apart
from site boundary line. The design does not need to consider the
clearance on the north and south sides. Obstacles such as installations
and projecting structures must not be placed in the space required for
clearance.

2) A Variety of Exhibition Spaces that can Respond to Diverse


Requirements of Exhibition Productions

§ In order to induce the active participation of audiences as well as focus


on individual exhibition objects produced in general museums, it is
necessary to devise a variety of exhibition spaces beyond the
monolithic space of existing museums.

3) Organic Linkage Between Functions Related to Archives · Exhibition


Education · Research

§ Unlike typical museums centered on artifacts, the National Design


Museum should be a space where content can be continuously produced
or reproduced through the operation of an archive center and its own
studio.
§ Functional distribution and linkage should be considered when designing
the building for a virtuous cycle in which the information and materials
collected by professional researchers are continuously archived along
with the contents of the special exhibitions, and the archived materials
are periodically arranged in the form of an archive exhibition and
displayed permanently.

§ By connecting the exhibition spaces around the education, research, and


service functions, it should be possible to provide visitors with a
regular archive-based education and research program regardless of
whether or not an exhibition is being held.

4) Energy saving measures through architectural and urban application

§ The Green New Deal is emerging as a policy tool to simultaneously


solve environmental, economic, and social crises such as solving climate
change and energy problems, creating jobs and stimulating the

economy, and resolving inequality issues.
§ In Korea, Green New Deal projects such as green remodeling carried
out by the Ministry of Land, Infrastructure and Transport are actively
underway to convert the living environments to green areas through the
promotion of building zero energy facilities, reducing greenhouse gas
and fine dust emissions from buildings, and reducing cooling costs.
§ In accordance with this situation, it is necessary to apply the passive
design by reflecting the eco-friendly concept in detail, and to plan for
a building that can maximize its energy self-reliance rate.

3.3 Planning Directions

1) Layout and external space planning

§ The layout should reflect the National Museum Complex master plan
and adjacent facility plans.
§ Considering the city context, plan by securing visual continuity with the
surrounding buildings that make up the museum complex.
§ Since the National Design Museum faces the central plaza, plan an
outdoor space where various events are possible and with a
nature-friendly green space in consideration of the connection.
§ Plan in consideration of connection plans such as landscaping and visual
continuity with Jecheon Waterfront Park facing the west side of the
museum. Physical connection with Jecheon(stream) is not within the
scope of this project, so it should be avoided.

2) External circulation and access planning

§ Plan in consideration of the circulation plan of the National Museum


Complex master plan.
§ Encourage active pedestrian access from surrounding areas such as
City Symbol Plaza, Naseong Bridge 1, Junganggongwon(central park),
and Geumgang Pedestrian Street.
§ Consider natural pedestrian access to the central plaza, National
Museum of Urbanism and Architecture, and the National Digital Heritage
Center.
§ Visitors pass the central plaza through the main entrance of the
museum complex, so plan to have an elevation that can show the image
of the National Design Museum when viewed from the central plaza.
§ All spaces are planned as barrier-free spaces so that children, the
disabled, and the elderly do not feel uncomfortable when using the
facilities.

3) Corridor

§ The design of the corridor should be planned with reference to the


materials provided, and the standard, shape (height, width, grid),
material, and structural form of the corridor should be maintained for
the unity of the entire museum complex.

4) Parking Planning

§ The number of parking spaces is planned to be 120% or more of the


installation standard for the attached parking lot. There is no need to
plan a separate parking lot except for the underground parking lot.
§ The parking lot should be planned to be connected to the National
Museum of Urbanism and Architecture on the north side and the
National Digital Heritage Center on the south side on the second
basement floor. The parking route should be planned to match the
parking route location of the National Museum of Urbanism and
Architecture in the provided material.
§ An underground parking lot will be built on the 2nd basement level of
the National Design Museum. The parking lot will be entered through
the vehicle entrance on the east side of the museum complex and
through the underground parking lot entrance ramp on the north side
(entrance plaza) through the Children's Museum and Museum of
Urbanism and Architecture. The entrance ramp of the underground
parking lot on the west side (Naseong Bridge 1) and the underground
parking lot connected to the entrance ramp will be built sequentially
according to the construction of other museums in the future.

5) Guidelines for Each Major Area

① Exhibition Area

§ Refer to the provided material 8(National Design Museum Basic Plan


and Exhibition Operation Concrete Research Service Report) for the
contents and direction of the exhibition items necessary for the space
composition of the exhibition area.
§ The exhibition area is a functional area that plays the key role as the
original function of the museum, and consists of an exhibition space and
an auxiliary space to support it.
§ Just as an urban space is completed by combining design objects from
various fields, plan so that the various exhibits of the Design Museum
and the entire space surrounding it function as a “designed city”.
§ The permanent exhibition room is the representative exhibition space of
the design museum and is a major exhibition space that shows the
overall history of design.

§ Special exhibition rooms 1, 2, and 3 are special exhibition spaces that
accommodate exhibitions that change according to planned intentions
and themes.
§ It is necessary to link with the permanent exhibition room and the
special exhibition room as well as the archive exhibition room so that
the contents of the special exhibition are continuously archived. Also,
the archived materials are to be periodically organized in the form of
an archive exhibition and reflected in the development of the contents
of the permanent exhibition.
§ The exhibition preparation room is a place where the process of
assembling, disassembling, and dismantling the exhibits takes place, and
also a space for storing work and equipment for the exhibition.
§ The multi-purpose warehouse uses the concept of an anteroom for
exhibitions and a multi-purpose space to store items necessary for
various events or perform necessary work.
§ Plan a space with high flexibility in preparation for future expansion of
exhibition scale and change of exhibition format.
§ The exhibition space should be planned as an unoccupied space and in
a volume that considers sufficient height and load according to the
characteristics of the exhibits.
§ Plan the space considering the smooth import and export of exhibits.
§ To prevent damage to the exhibits during the exhibition period, the
installation environment, such as lighting and air conditioning, should be
fully considered when planning.

② Education Area

§ The education area is a support facility for education, and it is planned


to be organically linked with the exhibition area.
§ Studios 1, 2, and 3 should be planned as multi-purpose and integrated
areas, separated using flexible walls, to flexibly hold participatory
workshops, not lecture programs.
§ The seminar room is planned to be used as a place for educational
programs.
§ The library is an integrated use facility of the museum complex, and a
user-centered creative community space plan is required as it is a
complex cultural space that provides not only design-related materials
but also Various types ofinformation.
§ The multipurpose and educational area is a space where movement is
concentrated, so plan to reduce congestion of visitors, and consider
blocking external noise and preventing echo.

③ Archive Area

§ Long-term storage artifacts are stored in integrated storage, but the


storage area of the National Design Museum is planned separately for
archiving and temporary storage.
§ The archive area is planned to be seamlessly linked with other
exhibition areas.
§ The archive area is largely composed of the archive center as the
research area and the temporary storage area for the storage purpose.
§ When archives are brought into the museum, they are sent to
integrated storage, through the processing and work space of the
research area in integrated storage, and to the archive exhibition room
if they are for permanent display or to the exhibition preparation room
if they are to be displayed.
§ The Archive Center is composed of an archive exhibition room, archive
library, and archive research laboratory, and is a space where basic
archiving objects and experimental exhibition research are possible.
§ The archive exhibition room is a space that exhibits materials or
objects that can be shown during and after the process of archiving.
§ The archive exhibition room and archive library are semi-viewing areas
that are open to advance reservations.
§ The archive library is a space where external researchers can read
materials, and the archive research laboratory is a semi-operating area.
§ Consider constant temperature, humidity, security, and disaster
prevention, and plan to minimize the distance between bringing in
exhibits and moving them.
§ Plan so that the traffic moving exhibits in and out is not exposed to
visitors.
§ Temporary storage is planned, including loading and unloading space.

④ Research/Management Area

§ The research area is a facility that supports curator’s research, an


important activity of the museum.
§ Secure an independent entry and exit route separated from the
circulation of visitors.
§ Plan the spaces for the faithful research activities and efficient
organizational management of curators.
§ The Research Planning Department is a space to research and plan
exhibitions and programs based on archive materials, consisting of the
Research Department, Exhibition Planning Department, and Archive

Management Department.
§ The general office is a space for performing clerical and administrative
tasks and consists of an Operation department, Education/External
Cooperation Department, Customer Support Department, and conference
room.
§ Plan convenient facilities to provide a pleasant working environment for
administrative support and operational personnel.

⑤ Service/Maintenance Area

§ Convenience spaces (restaurant, cafes, museum shops, etc.) should


consider the circulation of visitors so that they flow naturally, but be
planed independently of the flow of audience appropriately.
§ The lobby allows the space itself to be expanded as an event space as
well as an exhibition space, and secures visual openness.
§ Plan to provide information about the museum's exhibitions and events
in the lobby.

⑥ Other

§ Plan to satisfy green building certification (highest grade), building


energy efficiency grade certification (1++), zero energy building
certification, and obstacle-free living environment certification (excellent
grade).
