1 Below is a 16-10-2022 copy of correspondence regarding the investigation by Virginia Bell AC.
2 It indicates that the so called “vaccine mandates” were not at all based upon scientific evidence
3 but rather was for political purposes to serve foreign powers.
4 As the Commonwealth of Australia now unconstitutionally is also involved in a war against the
5 Russian Federation this matter becomes more and more critical and the AFP failure of any

26 I below set out why a request for extension of time for your investigation is warranted.
27 This morning I became aware of a short video at a Senate hearing where Paul Kelly
28 Commonwealth Chief Health Officer apparently claimed that the Biosecurity Act was amended
29 to require any person wishing to leave the Commonwealth of Australia to be vaccinated.

31 I understood his claim was that “under biosecurity act to provide evidence of vaccination” &
32 “obligation under international health regulations” & “for protecting other countries”.

34 While the commonwealth has the Biosecurity Act 2015 it cannot however insert some
35 requirement for which it lacks any constitutional powers. As the Commonwealth lacks any
36 constitutional powers to force anyone to be jabbed (so called vaccinated) unless it obtains an
37 order of a court of competent jurisdiction against a particular person then the Commonwealth
38 cannot by backdoor manner nevertheless enforce such unconstitutional jabbing. Not only against
39 Australians but also in regard of any foreign national seeking to leave the Commonwealth of
40 Australia.

2 used to circumvent legal principles embedded in the Commonwealth of Australia Constitution

31 Despite that so called “preparedness” events were held involving the WHO (World Health
32 Organisation” etc, as indicated below it never resulted to any proper health preparation but rather
33 to organise false/misleading advertising and political spin that to “vaccine” “do it for your
34 grandmother” when in fact it never was never scientifically justified. As such it was merely some
35 WHO inspired political game to get countries to sign over its sovereign powers to the WHO and
36 so the UN and W.E.F. (world Economic Forum.

13 While this article refers to the claims by the author, the fact that Pfizer Director Janine Small
14 under oath now stated this makes a huge difference, as now the issue is why did people like Scott
15 Morrison and his fellow Ministers, the State governments, etc, all had this mantra and used the
16 media and actors to terrify Australians with their fear mongering such as that the 2 jabs would
17 prevent infections, etc, when in reality this never was as such. As such this was political spin to
18 terrorise Australians. This also underlines, at least in my view, why Scott Morrison was wanting
19 to have additional appointments so using the unconstitutional “National Council” he effectively
20 could sidestep the Federal Council (Executives) and dictate unconstitutional funding.

22 But let us not leave “Travelling Pete” (Anthony Albanese) off the hook, as he prior to the federal
23 election made clear to support the vaccination mandates. His job as a Leader of the Opposition
24 was to hold the Government of the Day accountable and not to roll over as to perhaps undermine
25 his own election prospects.

4 The Lancet COVID-19 Commission published an article on Sept. 14, 2022 about the
5 lessons learned from the COVID-19 pandemic. As of May 31, 2022, 6.9 million deaths
6 from COVID-19 were reported, but the estimated excess death toll is 17.2 million, based
7 on data from the Institute for Health Metrics and Evaluation (IHME) at the University of
8 Washington. The report states that “this staggering death toll is both a profound tragedy
9 and a massive global failure at multiple levels.”
10 The Commission identified six major areas of failures, namely failures of prevention,
11 failures of rationality, failures of transparency, failures to follow normal public health
12 practice, failures of operational cooperation, and failures of international solidarity.
13 Due to these failures, social sustainability goals were set back a few years and 17.2 million
14 lives were lost.
15 What can we learn from these failures? I’d like to share my thoughts based on the six
16 failure reasons raised by Lancet.
17 First Lesson Learned: Failure of Prevention
18 Many countries adopted aggressive methods to stop the spread of the virus, such as social
19 distancing, lockdowns, vaccines, etc. But none of the methods hit the nail in the head, so to
20 speak.

25 Rationality refers to the ability to make decisions based on facts. In the process of vaccine
26 development, irrationalities included blindly pushing the vaccine among the masses
27 without a complete evaluation of its efficacy and safety.

32 safety issues has brought stress and tension among people, which can cause excessive
33 release of stress hormones and reduce the human body’s immune resistance to the

38 The Truth About ‘95% Effectiveness’: 95 out of 100
39 Protected?
40 In terms of the vaccine’s effectiveness, news reports around the world claim that the
41 vaccine is “95 percent effective.” Most doctors explain to the public that “if 100 people are
42 vaccinated, then 95 will be protected from infection.”
43 But that is not the case at all.
44 According to the paper published on Dec. 10, 2020 in the New England Journal of
45 Medicine studied the safety and efficacy of Pfizer’s BNT162b2 mRNA Covid-19 vaccine.
46 Of the 18,325 unvaccinated people, there were 162 symptomatic infections. The infection
47 rate was 0.88 percent. Among the 18,198 vaccinated people, there were 8 infections. The
48 infection rate was 0.04 percent. Then it concluded that “the vaccine was 95% effective in
49 preventing Covid-19.”
50 However, most people overlooked the fact that 99.12 percent of the population was not
51 infected despite being unvaccinated.

1 For the total population, the vaccine actually protects only 0.84 percent of the population,
2 which is the real absolute protection rate.
3 So the real “absolute protection” is out of 10000 people vaccinated, only 84 people
4 (0.84%) will be protected, but not the 95 out of 100 people will be protected, which is a
5 relative protection.
6 Had we known the facts of absolute protection, would we have worried about creating a
7 vaccine so much? We would not have such high hopes that a vaccine would resolve the
8 pandemic. The vaccine mandate would not be so solid at the beginning.
9 Instead, we would be more rational to seek natural ways to boost immunities so as to
10 prevent the virus in a more feasible and easy way.

12 The World Health Organization (WHO) responded on Sept. 15 that they agree with the
13 overall recommendations listed in the Lancet report, which are consistent with the WHO’s
14 commitment to “strengthening outbreak preparedness, prevention and response capacity.”
15 However, for the general public, what is needed more than official lip service is a real
16 approach to pandemic preparedness that can be implemented in the future.
17 Immunity boosting activities such as meditating, exercising, eating natural foods,
18 supplementing with essential nutrients like vitamin D should be encouraged, while
19 vaccines should not be mandated.
20 If another pandemic hits, I hope we will take a transparent, factual, rational, and wise
21 approach to protect us against any sort of pathogens.

2 I merely quoted some parts but obviously all videos & documents need to be considered in full.
3 It in my view underlines that there was a motive for Scott Morrison to pursue additional
4 appointments and while it appears to be debatable if Greg Hunt as Minister for Health did or
5 didn’t know about Scott Morrison also purportedly having been appointed as Minister for
6 Health, nevertheless all members of the Federal Executives should have questioned as to where
7 was the scientific basis upon billions of dollars of taxpayers monies was being squandered! Their
8 failure to do so I view makes them equally legally accountable, as they buy their refusal to do
9 their job as a member of the federal executives by this allowed for the condition for Scott
10 Morrison to do as he desired. Likewise I view that the Governor-General should have stepped up
11 to question the constitutional validity of matters, however I understand that because of the
12 Afghanistan inquiry into murders by the ADF (while he allegedly was in Afghanistan) he may
13 have been more concerned not to so to say rock the boat as to hold Scott Morrison and others
14 accountable. The same I view with the unconstitutional support for Ukraine which seems to
15 serve the W.E.F. policy to squash the Russian Federation to create a One World Government.

17 In my view, due to the resent publications referred to above I hold that your inquiry should be
18 extended in time and in the references of the inquiry as to allow additional information to be
19 properly investigated.

21 With Australia reportedly an increase of about 30% of overall deaths in 2022 (ABS) this may
22 also be considered that Scott Morrison was not interested in health issues, but pretended so as to
23 gain more political powers to so to say serve his overseas masters such as the W.E.F., etc. Let us
24 not ignore Scott Morrison addressing the W.E.F. and as such there is a clear link between Scott
25 Morrison and the W.E.F.!
