11 THE ELEBORATE FRAUD PURPETRATED BASED ON A HOAX

13 Sir/Madam,
14 in this COMPLAINT ( which will be in several parts) I will address various matters
15 albeit not stated in any order of importance, while some must be considered also as to my past
16 complaints provided to IBAC.

18 IBAC & JURISDICTION

20 I understand that ordinary IBAC is limited in jurisdiction to matters involving Members of
21 parliament, Ministers and their officials, which include those acting for and on behalf of the
22 State government such as the Victorian Police, etc. However, where conduct of such a person
23 aforementioned involved also conduct that directly/indirectly involved matters then I view IBAC
24 can deal with those issues also. For example where the Premier Daniel Andrews engaged in what
25 is called a “NATIONAL CABINET” that is not something for which THE Commonwealth of
26 Australia Constitution Act 1900 (UK) provides for and already a tribunal regarding FOI Act
27 made clear that this “NATIONAL CABINET” is not part of the “FEDERAL CABINET” AND
28 AS SUCH ORDINARY EXCLUSIONS OF A Cabinet is not applicable, then one must take the
29 same view where Ministers for Health from the various states, Territories and the
30 Commonwealth get together to set up this covid scamdemic to cause Victorians to be jabbed
31 with a deathly at times but often harmful compound as a “vaccine” this even so the Pfizer and/or
32 Moderna are not “vaccines at all but “gene therapies.
33 I understand that during Senate Estimates on 11 November 2022 it was claimed that APHRA did
34 no more than to pass on what the Ministers committee (being the Ministers for health of the
35 States, Territories and Commonwealth) had decided. Just that the none and I repeat none of
36 those Ministers had any constitutional powers to force any Australian to be jabbed without an
37 individual having been ordered by a court to be injected. This means that where a Minister for
38 health doesn’t have the direct powers to order a person to be jabbed against an alleged infectious

2 constitutional limitations.

19 permission to occupy a few minutes in discussing it.

22 In 2020 I already then commenced to expose what I deemed lies and disinfomation by the
23 various Department of Health but regrettably I was not able to prevent the murderous onslaught
24 resulting from the Ministers conspiracy. This aided by the Premiers and Prime Minister and First
25 Ministers to make decisions in the unconstitutional “NATIONAL CABINET” and then Premier
26 Daniel Andrews enforcing this against Victorians no matter the harm and deaths inflicted as
27 result. I understand that lawyer Gillespie at an inquiry made known that Scott Morrison PM
28 offered the Premiers and First Ministers $7 billion to implement the so called (misnamed)
29 (covid) vaccination. I understand Premier Daniel Andrews went along with this and well needs
30 to be held legally accountable for this.

32 While we have the Commonwealth of Australia Constitution Act 1900 (UK) within which the
33 States were created in Se3ction 1067, nevertheless much that goes on in Victoria violates the
34 separation of powers between legislators, executives and/or judicature.
35 For example the State implemented a gas price that effectively punish us for using more gas
36 than the State deems acceptable and so we are forced to pay a higher gas usage price as result
37 without any Court order to legally justify this.
38 When we had a loss of water we ended up with an about $800 bill as we were charged again
39 some kind of penalty charge for using more than the State deemed acceptable, again without any
40 Court order.
41 When we use more electricity likewise we are penalised without any Court order.
42 My wife is 90 and suffers from hearth failure and other comorbidity and because of this she
43 needs to have the heater on to be able to stay warm and for this we are punished to pay a higher
44 gas price for what is deemed excess gas usage. This I view is medical discrimination.

46 It may be argued that we could go to court but that would be the wrong way to argue. It is the
47 State that offends against the legal principle of separation of powers and as such should not be
48 permitted to inflict financial harm without being authorised by a competent court of jurisdiction.

2 Then we have the municipal/shire councils. The Framers of the Constitution made clear that the
3 Commonwealth would be the “CENTRAL government” and the States would be the “LOCAL
4 GOVERNMENT”. As to municipal/shire councils they recognised them are being corporations
5 representing the local community. We find however that it was argued that municipal/shire
6 councils were for example looking after garbage collection and so could apply a “rate” to
7 recover the cost of such service. However, I find that my so called “rate” bill has apart a garbage
8 collection fee. This even to a property I own in Mallee where no collection was used for more
9 than 10 years. Meaning many thousands of dollars unjustified unlawful charges.

11 Below I will quote some of the past correspondence relating to the covid scam. Due to now it
12 collapsing like a house of card when Pfizer Director Janine Small made known that Pfizer never
13 did test for its product to prevent infections, etc, than what I quote below about then Minister for
14 health Greg Hunt, the TGA and the Department of Health claiming that it was subjected to
15 rigorous testing and “safe and effective” all were fraudulent claims to deceive Australians. And
16 well Premier Daniel Andrews and his minions pursued the same. As Senator Gerard Rennick
17 during Senate Estimates on 110 November 2022 exposed that TGA John Skerritt allegedly had
18 claimed that the lipids were a daily usage when in fact Senator Gerard Rennick read out what
19 Pfizer had stated. What we therefore appear to me to have had was that the TGA never really
20 bothered to properly check and test matters.

28 you, given that this was new technology, allow this vaccine to be rolled out without getting
29 genotoxicity studies done, given that the actual vaccine virus contains

31 proline insertion at 986 and 987 and you added 70 adenine nucleotides to the poly(A) tail,
32 which was going to increase its life span? Surely, all of those things—with a normal
33 vaccine you attenuate the vaccine, you don't put a superman cape on it and strengthen it by
34 increasing its longevity.
35 Prof. Murphy: We have great confidence in our regulatory system, in our TGA, in our
36 advisory committee on vaccines. The portfolio of information that they reviewed from
37 the vaccine sponsors were sufficient to convince them that these vaccines were safe to
38 roll out. The department, the delegate—who's my delegate, in a sense. I have great
39 confidence in the competence and training of those people advised by the various experts
40 that they have. Their view was that there was an accumulation of data submitted
41 before the vaccines were provisionally approved, and now we have multiple billions of
42 doses administered without any evidence of the sorts of things that I think you are
43 suggesting might be possible. We were very confident

46 I have followed carefully what the FDA released as to Pfizer documentation and also what
47 deception was involved and as such find it absurd that Prof Murphy claimed “The portfolio of
48 information that they reviewed from the vaccine sponsors were sufficient to convince them
49 that these vaccines were safe to roll out.” And “Their view was that there was an

1 accumulation of data submitted before the vaccines were provisionally approved,” when it
2 ought to have been well known that Pfizer had raked up adverse court decisions I understand
3 involving more than $2.3 billion . How indeed could it be claimed “safe” when the very “clinical
4 trial” was to determine if it was indeed safe?
5 What we seems to have had is that Premier Daniel Andres and fellow Ministers and officials
6 were not at all concerned about the harm inflicted upon the many Victorians.

8 However, before continuing further I firs deem it appropriate to refer to election issues.
9
10 As I did set out I in 2001 promoted that “compulsory” part of voting was unconstitutional and I
11 was charged by AEC (Australian Electoral Commission) for FAILING TO VOTE. I
12 (representing myself) filed a NOTICE OF CONSTITUTIONAL MATTERS and served all
13 Attorney-Generals. On 4 December 2002 the Magistrates Court of Victoria at Heidelberg
14 ordered the NOTICE OF CONSTITUTIONAL MATTER to be heard and determined by the
15 High Court of Australia. This order was never appealed by anyone and remains applicable. The
16 AEC again in AEC v Schorel-Hlavka charged me for FAILING TO VOTE in the 2004 federal
17 election. On 4 August 2005 the magistrate then ordered for the Commonwealth to file and serve
18 all and any evidence it sought to rely upon. This despite the opposition of the Commonwealth
19 having to do so. On 16 & 17 November a Magistrate then made known not to apply the previous
20 court orders and convicted me, this I successfully appealed on 19 July 2006. The Court noting
21 that the Commonwealth had not filed any evidence, by this underlining the 4 August 2005
22 orders.
23 What however was one of the critical issues that I raised on constitutional ground is that there is
24 no such thing as a nationality of “Australian citizenship”. This was also raised on 19 July 2006
25 and none of the Attorney Generals and/or the Commonwealth challenged this. Hence, once I
26 challenged the validity of the purported Australian Citizenship Act (Cth) then it became
27 ULTRA VIRES Ab Initio unless and until if ever at all a competent court of jurisdiction
28 declared it to be INTRA VIRES. This never has eventuated.

30 The then Attorney General Rob Hulls for the State of Victoria made known to abide by the
31 courts decision.

33 Yet, it is now about 20 years since I filed the NOTICE OF CONSTITUTIONAL MATTERS and
34 not a single government official contacted me as to how possibly resolve the issue in a legal
35 manner. It is the typical by government officials and their minions to ignore issues. Just that as I
36 have court orders in my favour this means they are undermining my legal rights. More to this, as
37 the constitution was not enacted merely to provide me with legal rights but was for all and any
38 Australian then all Australians are robbed of their constitutional rights.
39 It means that all those people terrorized by the governments as to FAILING TO VOTE and
40 forced to pay fines clearly are denied their rights.
41 Again politicians and their minions are used to blatantly disregard constitutional limitations and
42 do as they like knowing that it is extremely difficult for an ordinary citizen to succeed against
43 them and even if in the end the wrongdoer is held to be in the wrong then usually the tax payer’s
44 end up paying the bills.
45 It is for this also I view that the blatant disregard by Premier Daniel Andrews, Minister for health
46 and others simply are without legal consequences for their wrongdoings and as such pursued the
47 unconstitutional/unlawful mandates.

1 Now however there is a State election I raised the issue and well the VEC (Victorian Electoral
2 Commission) claims it is not within their powers. Well, the VEC falls in a portfolio of a Minister
3 and so the responsible Minister. I and so every other Victorian are entitled to the proper
4 compliance with the legal principles embedded in the constitution and as such the 26 November
5 2022 purported election cannot proceed where it has no legal approved candidate to stand for
6 election and neither any legal approved elector.

16 the AEC (Australian Electoral Commission) charged me in AEC v Schorel-Hlavka for
17 “FAILING TO VOTE” in the 2001 federal election. Representing myself I filed a NOTICE
18 OF CONSTITUTIONAL MATTER and the Magistrates Court of Victoria at Heidelberg
19 (exercising federal jurisdiction) (by consent of the parties) ordered that the NOTICE OF
20 CONSTITUTIONAL MATTERS was to be heard and determined by the High Court of
21 Australia. The AEC then in AEC v Schorel-Hlavka charged me for “FAILING TO VOTE” in
22 the 2004 federal election. On 4 August 2005 the Magistrates Court of Victoria at Heidelberg
23 (exercising federal jurisdiction) ordered the Commonwealth to file and serve all evidence it
24 relied upon. I had successfully opposed “averment” to be applicable. On 16 & 17 November
25 2005 the matter returned before the Magistrates Court of Victoria at Heidelberg (exercising
26 federal jurisdiction) and the Court then made known it would not take consideration of existing
27 orders and convicted me. I appealed this and represented myself again before the County Court
28 of Victoria (Case numbers T01567737 & Q10897630) and the Court upheld both appeals noting
29 the Commonwealth had not filed any evidence. As such enforcing the 4 August 2005 orders. At
30 the time, prior to the hearing Attorney-General Rob Hulls informed me that the State of Victoria
31 would accept the ruling of the court. I had submitted to the Court that as I had challenged the
32 constitutional validity of the ‘compulsory’ part of voting, this as the constitution has embedded
33 in it “political liberty” which prevents any government to force a elector to vote where the
34 elector doesn’t desire to do so, then the additional (2004) charge couldn’t sustained against my
35 already existing objection. I also had challenged the constitutional validity purported Australian
36 Citizenship Act (Cth) in the NOTICE OF CONSTITUTIONAL MATTERS and hence this
37 purported Act was neither legally valid. As I challenged the validity of the Commonwealth
38 purported legislation Australian Citizenship Act. When a legal objection is made then the
39 legislation and/or part thereof is ULTA VIRES Ab Initio unless and until if ever at all a court of
40 competent jurisdiction declares it to be INTRA VIRES. As anyone wishing to be an elector,
41 and/or a candidate is required to have “Australian Citizenship” as a nationality and the purported
42 legislation is ULTA VIRES Ab Initio then obviously there can be no valid electors, and neither
43 any valid candidates, and therefore neither any Victorian 26 November 2022 election.
44 I therefore object to the holding of the purported Victorian State election. I may assume you will
45 refer this matter to IBAC considering you also made a request of an investigation regarding
46 certain matters. After all if there can be no valid election then IBAC can hardly, at least in my
47 view, pursue matters against anyone who is not a valid candidate due to the lack of the required
48 ‘Australian Citizenship’ nationality that is a requirement to be enrolled as an elector as well as to
49 be a candidate.

13 Since the 4 December 2002 court order it was the duty of every Attorney-General to attend to the
14 issues I raised on constitutional grounds. The fact that they failed for about 20 years to do so is
15 no excuse. Having some member of a “Customer Feedback and Complaints Team”
16 responding is like the lower order and not some competent professional who understand the legal
17 issues regarding my COMPLAINT.

32 The Electoral Act 2002 (Vic) (Electoral Act) sets out the requirement for the VEC to
33 administer State, local government and some statutory elections in Victoria. It also gives
34 the VEC the responsibility to investigate any potential breaches of the Electoral Act.

37 Electoral Act. Nonetheless, I appreciate you taking the time to raise this with the VEC.

1 Mr. SYMON.-Very likely not. What I want to know is, if there is anybody who will come under the
2 operation of the law, so as to be a citizen of the Commonwealth, who would not also be entitled to be a
3 citizen of the state? There ought to be no opportunity for such discrimination as would allow a section of a
4 state to remain outside the pale of the Commonwealth, except with regard to legislation as to aliens. Dual
5 citizenship exists, but it is not dual citizenship of persons, it is dual citizenship in each person. There may be
6 two men-Jones and Smith-in one state, both of whom are citizens of the state, but one only is a citizen of
7 the Commonwealth. That would not be the dual citizenship meant. What is meant is a dual citizenship in
8 Mr. Trenwith and myself. That is to say, I am a citizen of the state and I am also a citizen of the
9 Commonwealth; that is the dual citizenship. That does not affect the operation of this clause at all. But if
10 we introduce this clause, it is open to the whole of the powerful criticism of Mr. O'Connor and those who
11 say that it is putting on the face of the Constitution an unnecessary provision, and one which we do not
12 expect will be exercised adversely or improperly, and, therefore, it is much better to be left out. Let us, in
13 dealing with this question, be as careful as we possibly, can that we do not qualify the citizenship of this
14 Commonwealth in any way or exclude anybody [start page 1764] from it, and let us do that with precision
15 and clearness. As a citizen of a state I claim the right to be a citizen of the Commonwealth. I do not want
16 to place in the hands of the Commonwealth Parliament, however much I may be prepared to trust it, the
17 right of depriving me of citizenship. I put this only as an argument, because no one would anticipate such a
18 thing, but the Commonwealth Parliament might say that nobody possessed of less than £1,000 a year
19 should be a citizen of the Federation. You are putting that power in the hands of Parliament.

21 Mr. SYMON.-I would not put such a power in the hands of any Parliament. We must rest this Constitution
22 on a foundation that we understand, and we mean that every citizen of a state shall be a citizen of the
23 Commonwealth, and that the Commonwealth shall have no right to withdraw, qualify, or restrict those
24 rights of citizenship, except with regard to one particular set of people who are subject to disabilities, as
25 aliens, and so on.

30 terms that are just to both.
31 Mr. DEAKIN.-It is made for the lawyers under this clause.
32 Sir JOHN DOWNER.-I do not think so. If you say "Trust the Parliament," no Constitution is required at all;
33 it can simply be provided that a certain number of gentlemen shall be elected, and meet together, and,
34 without limitation, do what they like. Victoria would not agree to that. But there is a desire to draw the very
35 life-blood of the Constitution, so far as the states are concerned, by this insidious amendment, which would
36 give the Houses authority from time to time to put different constructions on this most important part of
37 the Constitution. I hope we will do as we have done in many instances before, in matters that have been
38 much debated-adhere to the decision we have already arrived at.

2 Mr. SYMON.-The honorable and learned member is now dealing with another matter. Would not the
3 provision which is now before us confer upon the Federal Parliament the power to take away a portion of
4 this dual citizenship, with which the honorable and learned member (Dr. Quick) has so eloquently dealt? If
5 that is the case, what this Convention is asked to do is to hand over to the Federal Parliament the power,
6 whether exercised or not, of taking away from us that citizenship in the Commonwealth which we acquire
7 by joining the Union. I am not going to put that in the power of any one, and if it is put in the power of the
8 Federal Parliament, then I should feel that it was a very serious blot on the Constitution, and a very strong

13 not prepared to trust the Federal Parliament or anybody to take away that which is a leading inducement
14 for joining the Union.

42 which where already subject to litigation and I representing myself successfully appealed on 19
43 July 2006. There orders were not appealed by the State of Victoria or for that by anyone else and

43 one person in a family could have the flu but not other members in the same family.
44 Perhaps it can be compared with Hay fever, that this appears to me to be resulting from
45 “pollen” in the air and even if 2 or more in the same family were to end up with Hay

3 With “pollen” then perhaps some kind of filtering system might be appropriate, which

5 If this Hay fever issue were to eventuate in a nursing home it would be ridiculous, at least
6 in my view, to have all other residents, staff and visitors all wearing a mask or face shield
7 as that likely would have no effect at all.

9 reaction of a person visited who had cat hair on his/her clothes and then trigger an
10 allergic reaction.

14 decision/assessment when instead of the “Sponsor” being either Pfizer or AstraZeneca or
15 whomever seeking approval it is the Federal Government flip-flopping about the

17 jabbing as it may suit the Federal Government and I understand without any “double
18 blinded” “control group” being a group of participants who will be injected with a
19 “placebo” as to compare the differences between those injected with claimed “vaccine”

22 called “vaccine” but not against another there needs to be an accurate record being held

7 the “provisional approval” for clinical trials” no longer was applicable. As such the sale and the

14 to sell the property as is and now there is a new owner who is not a builder but simply commences

16 inspector approval. Surely, it couldn’t be claimed that the new owner has every right to build as he
17 desired where the property was under special conditions by the local council?

19 Let take it that a person applies for a learners permit to be able to be tested for a drivers license.
20 The person pass the written test and now sells the entitlement to another person who then sits for
21 the physical exam. Just that the Authorities discover that this person while having passed the
22 physical driving exam was not the person who did the written test and hence cancel the drivers
23 license.

25 It should be clear that while a “sponsor” might enlist the assistance of others to work on its behalf
26 for a “clinical trial” however once it sold the so to say “vaccine” as a “commercial vaccine” in
27 violation of legal and other regulated provisions then the new owner is no longer acting for the
28 “sponsor” as the sponsor” no longer is the true owner of the alleged “vaccine” to be tested.

30 As I understand it the very purpose of a “provisional approval” is to limit the usage of any alleged
31 “vaccine” until the TGA can make a proper assessment if the alleged “vaccine” is provising
32 thedesired result or not. It might never receive “commercial approval” and as such no sale can be
33 legally valid that purports a sale prior to any “commercial approval” having been given.

35 The fact that Pfizer in the purported Agreement even refers to the issue that final Approval is
36 required then clearly it cannot be claimed it was unaware of the legal requirements. Neither can it
37 be claimed that somehow a federal executive (federal government) can disregard or override the
38 rule of law, this, as it is provided with executive powers by the Parliament within the legal
39 provisions of existing laws and not despite of it.

41 Obviously this then also begs the question how could the TGA assess the validity of any
42 “vaccine” if it never in the first place had an “isolated” “SARS-CoV-2” (COVID-19) to be able to
43 consider if any “CLINICAL TRIAL” should in the first place be permitted to be engaged in.

45 It as I understand it cannot be a case that I come around and have some bottle filled with POISON
46 to have TGA “approval” to commence a “clinical trial” as the TGA (so its advisors) would require
47 to be able to investigate what the POISON is about and what the disease I claim to exist is about
48 and the possible likelihood that this POISON would address the disease. As such, if I came around

17 Doctors, health professionals and millions of concerned Australians demand an
18 immediate end to unprecedented, pervasive and coercive “States of Emergency” and
19 the return to transparent and evidence-based pandemic preparedness and early-stage
20 treatment.

22 PRIMUM NON NOCERE -- FIRST, DO NO HARM
23 We, your fellow doctors, write to you motivated only by our concern for the welfare of our
24 patients and the health of our community.
25 Every doctor, like any individual, must answer to their own conscience. Doctors in
26 particular must answer to an Oath, the swearing in of which has fallen away, yet not
27 without leaving its spirit alive. This oath was, and is, founded upon ‘primum non nocere’
28 or ‘first do no harm’.
29 And so this letter is aimed at reminding all doctors of our ethical obligations and to furnish
30 our consciences with information so that none can claim ‘I did not know’ or ‘I was
31 wrongly advised’ or ‘I was just following orders’.
32 The people of Australia face unprecedented, pervasive and coercive ‘States of Emergency’
33 with severe restrictions to liberty and widespread impacts on health, life and livelihoods.
34 ‘Flattening the curve’ for a few weeks has become eighteen months of fear, anxiety and
35 control. Much of it unnecessarily contrived through sensationalist media, failed political
36 leadership that has abdicated its responsibilities to academic and health bureaucrats who
37 appear far removed from the realities and sufferings of ordinary Australians.
38 In early 2020, the Australian government, following the example of other countries, and
39 the sudden about-turn of the World Health Health Organisation (WHO), abandoned long-
40 established and existing pandemic guidelines in favour of enforced lockdowns, mask
41 mandates, mass-testing, digital surveillance, border closures and the quarantining of the
42 healthy. This approach was novel, untested and unprecedented.
43 We have had multiple on-again/off-again lockdowns, mask “mandates”, the coercion and
44 mandating of novel and unproven vaccine technology, invasions to privacy in the forms of
45 QR check-in codes and severe economic stress. In the reckless pursuit of the mirage of an
46 unattainable ‘Covid Zero’ state, 400 Australians die every day from all causes. These
47 Australians are dying within a grossly disrupted heath care system and while their loved
48 ones are inhumanely denied the opportunity to properly mourn them.

1 Whilst in 2021 to the 6th of August, we had twenty-two registered deaths attributed to
2 Covid-19. The average age of death from Covid-19 remains 84 years, which is higher than
3 average life expectancy in Australia.
4 This global public health experiment has clearly failed, having caused untold harm to
5 literally billions of people. A return to long established, evidenced-based pandemic
6 preparedness guidelines must now be urgently sought.

11 LOCKDOWNS
12 The collateral damage from lockdowns is clear; significant harm is being inflicted upon
13 humanity, and devastating health and wellbeing across the globe. Vulnerable and
14 disadvantaged communities, and especially children, are paying the highest price.
15 Evidence suggests lockdowns have not reduced mortality from COVID-19, and they
16 provide little benefit over less restrictive measures. In addition, there are grave concerns
17 lockdowns may ultimately result in a longer and more lethal pandemic, with many
18 unforeseen and unintended health consequences.

20 CASES AND PCR TESTS
21 Every medical student is taught that clinical diagnosis is founded upon three unshakable
22 tenets. History, Examination, Investigation in that order of hierarchical importance. With
23 the unprecedented utilisation of PCR based diagnosis in the interest of public health and
24 mass screening the Doctor has been dangerously removed from the diagnostic process. We
25 now have a situation where an infection has been defined as a positive result on PCR. PCR
26 has been demonstrated to be inadequate as a measure of illness severity and infectivity and
27 so is not fit for purpose. Excessive Amplification Cycles of 37 - 45 have been used
28 routinely, guaranteeing many possible clinically false positive results. We call upon
29 doctors to inform themselves more fully and reject the flawed data and overly severe
30 policies driven by forensic PCR technology.

32 MORTALITY RISK
33 SARS-CoV-2 is of course a real virus which has caused many deaths worldwide. How
34 many deaths is difficult to calculate as ‘covid deaths’ have often been defined as ‘a death
35 with a positive PCR Test’ rather than as a result of the recognised disease process and
36 illness caused by the SARS-CoV-2 virus.
37 However, we all know that multiple co-morbidities are involved 94% of the time (CDC --
38 CDC: 94% of Covid-19 deaths had underlying medical conditions | WEYI
39 (nbc25news.com ). Thus it is more than likely the 3.8 million deaths are an overestimate.
40 Overwhelmingly these deaths have been in the frail elderly and others with serious pre-
41 existing illness, (See here and here) often in populations where the average age of death
42 with/from covid exceeds that of the average life expectancy. That said, estimates of the
43 infectious fatality rate (IFR) cluster around 0.15-0.2% overall, which is similar to the IFR
44 of influenza, and 0.05% for those <70 years. The risk to children is very low, less than for
45 influenza, and the risk to adolescents and young adults is 4 orders of magnitude lower than
46 the elderly and so do not justify any restrictions applied across the population. We endorse
47 the recommendations embodied in the Great Barrington Declaration.

6 RESTRICTIONS
7 Restrictions on our liberties (lockdowns, border controls etc) have been used as an article
8 of faith in the absence of empirical evidence of benefit. Evidence to date from multiple
9 global comparisons supports the conclusion that there is a lack of relationship between the
10 stringency of restrictions and mortality. Indeed, if anything, restrictions appear more
11 harmful than helpful with delayed medical care resulting in many deaths, increased
13 morbidity and adverse psychological impact. World renowned epidemiologist, Prof John
14 Ioannidis of Stanford University has described lockdowns as ‘pro-contagion’.
15 We find it unethical and anti-scientific to support the punitive policies of Australian
16 governments both state and federal, and call for an immediate and permanent end to
17 lockdowns in all its forms and all ‘states of emergency’ in peacetime.

19 MASKS
20 Pre-existing WHO guidelines state that there is no evidence that face masks are effective in
21 reducing transmission. Cloth masks were not recommended under any circumstances
22 However, the evidence of harm caused by long term use is well-recognised and well-
23 evidenced. N95, surgical or cloth masks were never designed, nor are capable of, stopping
24 or reducing viral transmission.
25 Without any new evidence, and under politic pressure, the WHO changed its guidelines to
26 allow governments to enforce mask mandates on its populations. However, it continues to
27 acknowledge that there is limited evidence to support the use of face masks by healthy
28 people in the community.
29 Much of the claimed ‘evidence’ prompting this policy change comes from computer
30 simulations, laboratory studies, or observational studies, which lack the rigour of
31 randomised controlled trials (RCT). However, the recent RCT ‘Danmask-19 trial’ by
32 Bundgaard et al, found no statistically significant difference in rates of infection with
33 SARS-CoV-2, between those who wore masks and those who did not in the community.

37 EARLY TREATMENTS
38 There is abundant evidence supporting the use of anti-viral therapies, such as Ivermectin in
39 combination therapies with other agents including Zinc, Doxycycline, Azithromycin and
40 Vitamin D3, as both a relatively safe prophylactic and early treatment for Covid illness.
41 Aspirin, inhaled and oral steroids have also shown to be beneficial.
42 Other agents being used in more difficult cases include Montelukast, Anti-coagulants,
43 Maraviroc (a CCR5 Antagonist), Statins and Fluvoxamine. We believe doctors have an
44 obligation to be informed of this and to offer such choices as preventative or early

12 THE VACCINE TECHNOLOGIES
13 The issue of Covid Vaccines is a controversial and sensitive one. The Covid Medical
14 Network is NOT ‘anti-vax’. We acknowledge vaccination may curb the pandemic and is
15 aimed at reducing hospitalisation and death from SARS-CoV-2 virus. However, we
16 believe, in the interests of transparency and for the sake of individual patient
18 care, doctors should be aware of some important, yet lesser-known issues. We are
19 concerned that many members of the public and some medical colleagues seem unaware of
20 some basic facts concerning the current Covid vaccines.
21 Only provisional approval for 2 years has been granted by the TGA, for both available
22 covid vaccines, as they are considered investigational. Similarly, in the USA, due to
23 incomplete efficacy and safety data, the available gene-based (mRNA and DNA) vaccines
24 have only been made available by the FDA under Emergency Use Authorisation
25 legislation. The TGA Deputy Secretary, Professor John Skerritt, and Minister for Health
26 Greg Hunt have both made public statements that this vaccine rollout is a clinical trial
27 (effectively an experiment) that will conclude in 2022.
28 Both available vaccines in Australia are totally new gene-based, nucleic acid (mRNA and
29 DNA) vaccines and viral vector vaccines.
30 The mRNA vaccine technology, using Lipid Nano-Particles (LNPs), has never previously
31 been used on humans. Both vaccines carry genetic instructions for the host’s cells to make
32 antigen to induce an immune response.
33 Due to the unprecedented ‘rush to market’ via Emergency Authorisation Usage in the
34 USA, doctors should be aware of the deficiency of many of the established standards for
35 vaccine development which have been bypassed. Of particular concern being the absence
36 of completed Developmental and Reproductive Toxicity (DART) studies. Neither were
37 genotoxicity nor carcinogenicity studies performed. There is also an absence of long-term
38 safety data.
39 Concerns about biodistribution are also now being raised about both the ‘produced’ Spike
40 Protein and LNP components of the vaccines. Evidence of their delivery and expression
41 systemically, beyond the injection site, is now available, including the unexpected
42 accumulation of LNPs in the ovaries as revealed in the Japanese Ministry of Health animal
43 studies, as well as studies revealing spike protein biodistribution concerns among health
44 workers from Harvard’s Brigham Women’s hospital. Both findings raise significant
45 concerns about future fertility issues for young people. More information.
46 Concerns have also been raised that the induced Spike Protein itself can act as a pathogen
47 independent of the virus, as has been revealed in the Salk Institute study, entitled: COVID-

3 Doctors, their patients and the general public should also be made more aware of the
4 concerning and unprecedented ‘safety signals’ being raised through official reporting

7 to the TGA. Currently 377 deaths and 39,077 adverse events have been reported. Although
8 this does not prove causation, the comparison with previous incident reporting experience
9 and comparative reporting systems raises grave concerns.

20 INFORMED CONSENT
21 Doctors have a legal obligation to inform patients of the important, ‘material’ risks
22 involved in any proposed procedure or treatment. In keeping with the principle of shared-
23 decision making and the NHMRC’s informed consent guidelines, and the Australian
24 Vaccination Handbook Guidelines, it is the opinion of the Covid Medical Network that
25 informed consent cannot be said to have been granted if the doctor has not informed the
26 patient (a) that they are a trial participant (b) that effective preventive and early treatment
27 therapies exist, (c) that there are a wide range of possible adverse effects including death
28 (d) that people below 70 years are a low risk of death from the virus and (e) that
29 breakthrough infection and transmission is possible. More information here and here.
30 We also believe that the conditions of free and informed consent are not being met if the
31 patient is under duress regarding their employment or freedom to travel.
32 We believe any medical therapy, including vaccination, should not be mandatory,
33 consistent with the right to bodily integrity as recognised by Universal Declaration of
34 Human Rights as well as other national and international human rights documents and
35 covenants.

37 PROFESSIONAL AUTONOMY AND THE DOCTOR PATIENT RELATIONSHIP
38 The government has decided it is the best arbiter of what information you are provided
39 access to and has threatened practitioners with disciplinary action should they offer any
40 critique against the government’s public health responses, including the vaccine rollout.
41 They have also been inhibited in discussing and recommending early treatment alternatives
42 such as Hydroxychloroquine and Ivermectin, even risking jail for 6 months in Queensland
43 for transgressing such draconian directives and legislation.
44 We of the Covid Medical Network believe it is the duty of doctors to advocate for
45 their own professional Doctor - Patient relationship and stand against undue
46 government interference in the consulting room.

22 country. From this mantra our leaders and their agents have successfully compelled large groups

28 Australia has largely embraced vaccinations over the years, and most consider them safe and
29 effective. So, it was surprising that many were hesitant to roll up their sleeves for covid-19
30 vaccines when it became available. A widely circulated survey from 2020, completed by
31 hundreds of thousands of Australians, indicated the reason for hesitancy was the fact that they
32 were new and largely untested.

34 Those who took a closer look at these “vaccines” found even more reason to be apprehensive,
35 because they didn’t seem to fall under the traditional definition of what a vaccine is. Historically,
36 vaccines contain a small amount of the virus in question, so the immune system can mount its
37 own defence to the disease. But this new group of vaccines does not work in this way.

39 The technology being used is as novel as covid-19 itself and is previously untested on humans.
40 Prior to this, tests on animals resulted in complications that ended in death when those
41 vaccinated animals were exposed to the live virus.

4 If the decisions being made were in the best interests of the public, decisions which strip us of
5 our freedom and cause untold social and economic damage to society, why are we not privy to
6 them? This lack of transparency around what are life and death decisions for the health and
7 wellbeing of the population should be a major concern to us all.

9 For those who don’t already know, Pfizer has a dubious history and in 2009 the company was
10 fined $2.3 billion in a legal settlement over misleading marketing practices. Since the year 2000,
11 according to Violation Tracker, Pfizer has accumulated $4,660,896,333 in fines for:-
12  Off-label or unapproved promotion of medical products
13  False Claims Act and related infringements / offenses / charges
14  Drug or medical equipment safety violation
15  Foreign Corrupt Practices Acts violations
16  Environmental violation
17 Johnson & Johnson are not far behind Pfizer, being fined $4,248,447,763 for offences such as:-
19  False Claims Act and related offenses

21  Foreign Corrupt Practices Act violations
22  Price-fixing or anti-competitive practices
23 AstraZeneca are not much better either, being fined only $1,148,775,284, guilty of offences

30 Regardless of the questionable business practices of these pharmaceutical giants, our
31 government, in its infinite wisdom, decided it was necessary to:-
32  undertake secret deals with corporations that have criminal records, for medical products
33 without the normal rigorous due process of approvals, including adequate and
34 independent safety studies,
35  use tax-payer funds to pay for them, including promoting their safety and effectiveness,
36 when that is clearly false and misleading,
37  have AHPRA, the medical watchdog, dictate to doctors, nurses and pharmacists
38 announcing that they will face harsh penalties, including being stripped of their
39 ability to practice, if they “undermine the national vaccination program”,
40  bury the “vaccine” related deaths and injuries being reported, calling them
41 “coincidental”,
42  grant these pharmaceutical companies legal indemnity from any harm caused by their
43 experimental vaccines
44 Our government has granted these criminal organisations legal indemnity from any harm
45 caused by their experimental vaccines, so in the event that a person decides to sue for damage
46 and loss, the government assumes the position of the company being sued in costly Court
47 proceedings. So when a damaged person is awarded damages our taxes, not the relevant

1 pharmaceutical company’s vast profits, will be depleted. Hardly the act of a government with its
2 constituents’ interests considered in any way.

4 Now the government has introduced a “No Fault COVID-19 Indemnity Scheme”, which could
5 be interpreted as hush money, attempting to circumvent Court proceedings, and silence the
6 victims. Given how most reported deaths - 495 up to 29/8, of which 486 are considered
7 "coincidental"- it is understandable why some may conclude that this scheme is a sham.

9 Our government has consistently marketed these pharmaceutical products to its citizens as safe
10 and effective, but given their manufacturers’ criminal histories of safety violations, false claims
11 and bribery, we have every right to be concerned.

13 They cannot hide the truth any longer, because everyone knows these experimental vaccines do
14 not stop you from getting the virus, and spreading it, and those fully vaccinated are still subject
15 to the public health orders restricting their freedoms, the same restrictions on the freedoms of the
16 unvaccinated. So what benefits are the vaccinated enjoying?

18 Side-effects are NOT as rare as one-in-a-million. TGA statistics show the reality: side-effects
19 reported are 2.9 per 1000. It is now more common for us to know more people injured by their
20 'cure' than the virus itself, highlighting their false and misleading safety claims.

22 And Pfizer is making a killing. Pun intended. According to Nasdaq, they made $18.98 billion in
23 the second quarter of 2021. The vaccine is clearly contributing to their massive wealth, but you
24 should also know stocks in their anti-blood clotting drug Eliquis rose 13%; and Vyndaquel, their
25 cardiomyopathy drug, rose 77%. According to the TGA, cardiomyopathy and blood clotting are
26 known side-effects of their experimental vaccine.

28 If you follow the money trail further, you will find that former Treasurer Peter Costello, now
29 chairman of Nine Entertainment (which included newspapers Sydney Morning Herald and The
30 Sun), is also chairman of the Board of Guardians of the Future Fund, an Australian government
31 investment fund.

33 This fund has more than $2 billion-worth of shares in manufacturers of vaccines and
34 pharmaceuticals, including Pfizer, Johnson and Johnson, Merck, Novartis and CSL. And during
35 our covid-19 state of emergency, the funds’ investments into vaccine and pharma manufacturing
36 increased from $1.7 billion to $2.5 billion. Would it be out of line to ask whether there might be
37 some insider trading going on here? Some conflicts of interest?

39 Speaking of coincidences, this fund was established in 2015, the same year the Biosecurity Act
40 was created.

42 With the NSW Police Commissioner receiving handsome pay rises in the past year, equating to
43 $87,000, in spite the NSW government’s 12 month pay freeze, this commissioner is now paid
44 $665k per year, which is more than the Prime Minister, and the President of the United States of
45 America. With such an expensive police force, it’s no wonder Australian Defence Force have
46 been brought in to assist NSW in managing their lockdown.

1 Considering all this, watching the NSW Minister for Health, Brad Hazzard, speak about
2 rounding up 24,000 children at Qudos Bank Arena for mass vaccination, felt like watching a
3 Stephen King horror movie.

22 assurance, particularly for those exposed in early pregnancy. The study presents falsely
23 reassuring statistics related to the risk of spontaneous abortion in early pregnancy,
24 since the majority of women in the calculation were exposed to the mRNA product
25 after the outcome period was defined (20 weeks’ gestation). In this article, we draw
26 attention to these errors and recalculate the risk of this outcome based on the cohort
27 that was exposed to the vaccine before 20 weeks’ gestation. Our re-analysis indicates
28 a cumulative incidence of spontaneous abortion 7 to 8 times higher than the original
29 authors’ results (p < 0.001) and the typical average for pregnancy loss during this
30 time period. In light of these findings, key policy decisions have been made using
31 unreliable and questionable data. We conclude that the claims made using these data
32 on the safety of exposure of women in early pregnancy to mRNA-based vaccines to
33 prevent COVID-19 are unwarranted and recommend that those policy decisions be
34 revisited.

8 What should be clear is that considering my volumes writings and generally each writing was
9 also forwarded to Premier Daniel Andrews and the Victorian Attorney-General then it is not that
10 they couldn’t have known relevant details. And as Chief Health Officer Brett Sutton as I
11 understand it has no medical qualification to practice as a medical doctor then surely Premier
12 Daniel Andrews ought to have been open minded and questioned the scientific basis of any
13 mandate to be justified upon. That is if he had done his job and not merely was joining terrorist
14 and traitors to sell out the very citizens he had to govern for.

16 Even now we find that the Federal Government reportedly agreed to some vaccine ID scheme at
17 the G20 meeting which in my view had nothing to do with G20 and in any event the
18 Commonwealth simply lacked the constitutional powers to allow for this. Then again their
19 master Klaus Schwab of W.E.F. was there, despite to my knowledge not being a person who
20 represented a country, and this may explain that the Federal Government merely is a puppet-on-
21 a-string to do what it is being dictated rather than to fulfil its constitutional obligations to
22 represent the interest of Australians. Yet, Premier Daniel Andrews and for that other Premiers
23 objections and silence is deafening. They too are more interested to try to join the so called elite
24 of W.E.F. then to act in a honest and decent manner.

27 end when facing the enemy and so those home grown traitors/terrorist the way to fight them is to
