SUMMARY
The incumbent is responsible to the Senior Procurement Officer for executing the following tasks:
RESPONSIBILITIES
General Responsibilities
Preparing contract documents using office automation tools.
Controlling and signing contracts within the delegated procurement authority.
Monitoring contract files in accordance with NSPA prescriptive documents.
Reviewing contractor invoices for compliance with requirements, and recommending administrative and/or
contract remedy enforcement as required.
Monitoring contract deliverables and processing follow-up actions, and preparing contracts for close-out
stage.
Executing other related tasks as required in peacetime and any other appropriate tasks assigned in times
of crisis or war.
In the event of crisis or war the incumbent will, subject to the agreement of their national authorities, remain
in the service of the Agency.
Specific Responsibilities
Registering and distributing incoming correspondence; preparing, proofreading and ensuring correctness
and format of outgoing correspondence.
Preparing related reports and documents as required.
QUALIFICATIONS
General Qualifications
Complete secondary school or equivalent education.
Experience in contract administration normally acquired as a Junior Clerk after one to two years in the
Agency or in a similar organisation.
Knowledge of information systems at end-user level with experience in using personal computers and
software packages.
Specific Qualifications
Knowledge of the Agency's enterprise software (SAP) would be an asset.
LANGUAGE QUALIFICATIONS
NATO's two official languages are English and French. The work of this post is mainly conducted in
English, therefore working knowledge of that language is essential and beginner knowledge of French is
desirable.
PERSONAL CHARACTERISTICS
All NSPA personnel are expected to conduct themselves in accordance with the current NATO Code of
Conduct agreed by the North Atlantic Council (NAC), and thus display the core values of integrity,
impartiality, loyalty, accountability, and professionalism.

Qualifications générales
Études secondaires complètes ou formation équivalente.
Expérience de l'administration des contrats, normalement acquise après un à deux ans de service en
qualité d'employé adjoint au sein de l'Agence ou d'un organisme similaire.
Connaissance des systèmes d'information au niveau de l'utilisateur final, assortie d'une expérience en
matière d'utilisation d'ordinateurs personnels (PC) et de progiciels.
Qualifications particulières
CONNAISSANCES LINGUISTIQUES
Les deux langues officielles de l'OTAN sont l'anglais et le français. La langue de travail à ce poste étant
principalement l'anglais, il est essentiel d'avoir une connaissance pratique de cette langue et une
connaissance élémentaire du français est souhaitable.
